Extractions: What kind of accountability? Accountability to parents, who know that if they withdraw their student from the charter public school, the school will get $5,000 less from the state. Accountability to government (school districts or public universities) who are not required to give anyone a charter, are not required to renew a charter when it expires 5 years after its granted, but are empowered with the ability to revoke a charter school's charter for good reason at any time. The lesson from the 39 states that have authorized charter schools (Minnesota was the first in 1991) is that there are lots of talented educators, parents, and community leaders who will invest their hearts and souls in creating better public schools for children. And once these schools are created (and 2,700 charter public schools have been created since 1991), hundreds of thousands of parents will look at them and decide that they provide a better learning environment for their children than their other public school choices. Are all charter schools successful? No. About 7% of all charter schools that have ever opened have since closed their doors. But the vast majority of them are successful, and hundreds of the pioneer charter schools from the early years have had their charters renewed for another 5 years.

Extractions: For Licensure A Policy Statement The American Association of Colleges for Teacher Education declares that professional understanding and skills must constitute the core of every preparation program leading to a teaching credential. Alternative teacher education programs may differ in time, format, and locale, but they must assure that those who complete them meet demanding standards for admission into the profession. Our nation lacks the teachers it needs. Although teacher shortages are most critical in certain parts of the nation and in particular subject areas, this is a national problem; a problem compounded because persons of color continue to be underreepresented in the teaching profession. When faced with similar teacher shortages in the past, policy makers responded by endorsing crash preparation programs and issuing emergency certificates or waiving licensure requirements entirely. These actions resulted in a large but relatively ill-prepared teaching force. School performance suffered and America's faith in its schools declined. Once again policy makers are turning to these failed strategies. They point to the number of individuals who have college degrees but lack formal teacher preparation and urge their immediate employment. Experience indicates that this course is not in the public interest. Basic intelligence, communication skills, general education, and knowledge of subject matter are necessary but not sufficient qualities of effective teachers. Resolving the teacher shortage in ways that strengthen rather than undermine schools requires assurance that those who enter classrooms are not only bright and knowledgeable, but are also prepared to teach.
