Education Department Issues Proposed Rules on Accountability for Children with the Most Significant Cognitive Disabilities The "IDEA Parental Choice Act" was introduced recently by Congressman Jim DeMint from South Carolina. This bill is designed to be an amendment to the Individuals with Disabilities Education Act. "This legislation is meant to enhance other reforms being proposed in the IDEA reauthorization bill. Those reforms will improve special education by reducing the paperwork burden for educators, improving early intervention strategies, reducing misidentification of special needs students, and restoring trust between parents and districts by reducing litigation, said DeMint. I believe we must empower parents to be more involved in their childs education.

Extractions: For the past three years, bar owners and clubs have faced an aggressive crackdown that has targeted SM activities. Current regulations force bar owners and hotel operators to regulate customer and employee behavior, under threat of losing their liquor licenses. Educational workshops, fantasy portions of leather contests, performance art involving flagellation, as well as casual physical contact between bar patrons are currently prohibited by ABC enforcement officers. Selective enforcement of these regulations has had a chilling effect on safer-sex education (such as that presented by Black Rose and SigMa), on conventions, and on night clubs. These regulations have forced the joint SigMa/MOD/Black Rose seminar series out of Washington, DC, and into private homes in the suburbs. On December 18, the ABC Board heard several excellent statements from Washington, DC, residents opposing section 905 of the draft ABRA regulations (see

State Laws And Regulations scrambling to reform their education system, the a perspective on homeschooling, laws, and regulations. http://www.home-ed-magazine.com/HSRSC/hsrsc_lws.rgs.html
Extractions: BEFORE GOING FURTHER The HEM staff has been considering pulling these listings. The main reason is that as homeschooling becomes more widely accepted, and as states are scrambling to reform their education system, the situation becomes more complex. This makes overviews, listings and rankings less valid. We have, however, decided to keep these listings in place because they carry, at a minimum, a link to your state government. Additionally we hope reading cited code and at least one homeschooler's interpretation will help start to demystify legislation and encourage you to investigate further. When talking to new homeschoolers we often hear concerns about the law. Is homeschooling legal? Who do I have to notify? What do I have to teach? While the legalities are a concern that should not be ignored, neither should our response be automatic and not thought out carefully. There is no single source, no one true homeschooling authority. We all own the responsibility to think through laws and regulations on homeschooling. Of course you'll find those who disagree - an entire industry has grown up around the fact that there are differences of opinion on homeschooling's legal matters. What we offer here are overviews of laws and regulations compiled by knowledgeable homeschoolers. These files are not legal advice nor the final word on the subject. They are simply a starting point. To maintain our freedom to homeschool we will each need to go far beyond any convenient compilation or synopsis. We need to continue to do our own learning, lead our own research, and decide on our own actions.
Special Education News -- NEW IDEA '97 REGULATIONS Special education News answers a need for indepth, timely news related to educating students with disabilities. http://www.specialednews.com/washwatch/washnews/IDEAregs032799.html
Extractions: Site Map March 12, 1999 WASHINGTONThe Department of Education touted its regulations for implementing the 1997 amendments to the Individuals with Disabilities Education Act as appropriately challenging for American special education students. Announcing the release of the final regulations, U.S. Secretary of Education Richard W. Riley said, "The new IDEA focuses on teaching and learning and establishes high expectations for disabled children to achieve real educational results. "The thrust of IDEA has changed from one that merely provides disabled children access to an education to one that improves quality for all children in our schools," he added. The Department said it based its regulations in part on nearly 6,000 comments submitted in response to the department's request for public input in October 1997. The department estimates about six million U.S. students in kindergarten through twelfth grade have disabilities. According to the Department of Education, the new regulations were written to help parents, teachers and school administrators understand how to comply with the law, but also to ensure special education students are instructed in a way that ensures safety for all students at all levels. In other words, the regulations take into account not only the needs of special education students but also the rising concerns by teachers and administrators about general violence and disciplinary problems in America's schools. While those problems have in no way been linked solely to special education students, the Department of Education used the new IDEA rules as an opportunity to clarify disciplinary rules for those students.

Extractions: Seattle Times Olympia bureau E-mail this article Print this article Search web archive Although the public hearing was overflowing with proponents, the Education Committee also heard testimony from those who wonder why lawmakers are reviving legislation that the voters have twice turned down. "We don't understand how many times the people have to say 'no,' " said Barbara Mertens, assistant executive director of the Washington Association of School Administrators. Johnson has replaced charter foe Rosemary McAuliffe, D-Bothell, as chairman of the committee, giving charter supporters a greater opportunity to get legislation to the governor's desk. She's known in Olympia for single-handedly blocking charter legislation for years. But Johnson's bill, SB5012, isn't getting support from the teachers union or from state Superintendent of Public Instruction Terry Bergeson. SB5012, similar to Initiative 729 in 2000, specifies that charter schools can be formed by any nonprofit organization through the sponsorship of a public-school board or university.
