Austin State University and William T. Jackson of The University of Texas of the Permian Basin at the 2001 Association for Small Business and Entrepreneurship (ASBE) Conference in New Orleans, Louisiana on February 27-March 3, 2001. During the employment boom of the past several years, small businesses have found it much more difficult to attract superior talent into their firms. This has been especially true for high tech firms and professional service groups that have to compete against larger well established corporations. While many of these small firms have elected IPOs to finance their initial start-up operations, operational cash flows are often limited. Unlike many of their larger competitors, small start-ups must be able to recognize an immediate return on their salary outlays. For this reason, small firms often cannot be competitive in terms of up-front salary offers. One possible option for these small public firms is to offer exceptional talent a stake in the firm. Some have, for a while, already being offering equity positions after given time of service. However, many from the limited talent pool have seen this as having higher risk than they need to accept due to the labor shortage in some specialty areas. Therefore, this paper will argue that small public firms need to consider the possibility of stock options to attract this talent.
