Welfare Reform The West Virginia Council of Churches supports legislation that would provide for the basic needs of persons in poverty until such time as they could become self-sufficient. We oppose cuts to TANF programs providing direct economic support to families, such as cuts in cash assistance, child care and transportation supports, stricter eligibility time limits, and permanent sanctions. The Council also supports legislation that would allow post-secondary education to be counted for work requirements under TANF. Income Tax Threshold West Virginia is one of only six states that taxes persons whose incomes are below poverty level. The West Virginia Council of Churches supports raising the state income tax threshold to at least the federal poverty level, with a graduated tax scale to 150 percent of poverty level. Tobacco Use The West Virginia Council of Churches supports efforts to raise the excise tax by $1.00 per pack on cigarettes, as well as an increase on smokeless tobacco during the 2003 session of the West Virginia Legislature. This action is predicated on our concern for: 1) our states leading the nation in the number of youth using tobacco products; and 2) the impact to the future health of our citizens and the corresponding costs of health care if this trend continues.
