Extractions: www.unc.edu/news/newsserv NEWS For immediate use July 28, 2000 No. 391 UNC-CH School of Public Health awarded $1,727,533 grant to join national network of public health training centers CHAPEL HILL The University of North Carolina at Chapel Hill School of Public Health has received a $1.7 million grant from the U.S. Health Resources and Services Administration (HRSA) that will make the school part of a nationwide network of public health training centers. The School of Public Healths Southeast Public Health Training Center will assess work force needs and help build development programs in six southeastern states: North and South Carolina, Virginia, West Virginia, Kentucky and Tennessee. Academic institutions and public health agencies in each state will partner with the School of Public Health as part of the training center. A total of eight universities nationwide received five-year HRSA grants to "improve the nations public health system by strengthening the technical, scientific, managerial and leadership competencies and capabilities of the current and future public health work force." The training centers will help states meet the national "Healthy People 2010" objectives, work to increase the number of health practitioners in under-served areas, and help increase diversity in the health professions. The UNC-CH training center partners will first assess the training needs of public health workers in the six partner states. Priorities for educational programming will be customized by state. The training center will foster collaborative projects based on existing successful programs and will help place students in public and not-for-profit agencies for field training.

Candidate On April 22, 2002, the Texas Education Agency issued a new policy regarding the sale of foods of minimal nutritional value (FMNV) in schools to be implemented for the start of the 2002-03 school year. The policy is a response to a January 16, 2001 United States Department of Agriculture (USDA) memorandum, which clarified existing regulations on competitive foods. Competitive foods are foods sold outside of the school meal program. Prior to the USDA memorandum, many Texas schools had banned vending machines from the cafeteria but allowed them in other eating areas. The new policy defines the terms food service area and meal period. FMNV may not be available in any area in which reimbursable meals are either served and/or eaten, including areas outside the traditional cafeteria such as courtyards, hallways, and classrooms. Meal periods include both the time of serving and the time allotted to students for eating their meals. The idea behind the policy is to encourage students to eat healthier meals and to reduce childhood obesity. Schools that fail to comply may lose their school lunch subsidies for all meals served on the day of the violation. The USDA has established four categories of FMNV: soft drinks, water ices, chewing gum, and certain candies (e.g., hard candy, jellies and gums, marshmallow candies, licorice, and candy-coated popcorn). These foods provide less than 5% of the recommended dietary allowance for key nutrients. Most chocolate bars, potato chips, and ice cream still make the cut under regulations set forth by the USDA. The policy does not address vending machines and does not require that schools remove vending machines. It requires that during meal periods, vending machines stocked with FMNV must be unplugged or locked, restocked with items not prohibited or placed in areas where food is neither served nor eaten.

Background The proliferation of competitive foods has raised concern among public health officials, parents, teachers, and others since many of these foods can undermine children's diets and health. National studies have found that 78 percent of high schools, 65 percent of middle schools, and 31 percent of elementary schools offered foods a la carte. A la carte items are foods sold individually by school food service during meal times rather than as part of a complete National School Lunch Program meal. A recent California study found that in 71 percent of surveyed school districts, a la carte items accounted for up to 70 percent of all food sales at schools, with popular items including fast foods such as pizza, cookies, and chips. Unlike the National School Lunch Program, these foods are not required to meet any nutritional standards. The high presence of fast foods as a la carte items is a concern, as they tend to be of limited nutritional value and contain high levels of fat, salt, and sugar. A study of student stores in 13 middle schools in San Diego County, California documented the purchase of approximately 10,000 snack food items per week, purchased by about half the student body, with 89 percent of the foods being high in fat or sugar.
