Like the issue of school construction funding, access to and funding of educational technology has garnered much legislative attention in the 1990s. The General Assembly signaled great interest in educational technology in public schools with 1994 approval of SJ 157 HB 2542 HB 512 HB 1835 , which allowed Literary Fund loans to be used for educational technology. HB 1848 required local teacher training in educational technology and higher education guidelines for ensuring that all graduates have technology skills. Other approved bills called for technology resource assistants in elementary schools and established a technology replacement program. However, no funding was approved for these programs. Well over 100 job descriptions were collected but, in order for the data to be manageable, only 96 of the postings were reviewed and logged by various characteristics into a chart format. The chart showed type of library (academic, public, school, special) by individual state and also included a non-library specification. The chart helped organize the information by essential and non-essential functions for the available postings. It also allowed for an overview of salary and benefit offerings. The new Volusia Schools program serves students who are deficient in State of Florida-required high school graduation credits in language arts, mathematics, science, and/or social studies. CompassLearning software will be used for the computer-delivery of the core courses in a 30-station computer lab in each of the district's nine high schools and four alternative centers. The Volusia School District will provide a course scope and sequence, and complete student instructions and off-line assessments for each course. In addition, the District will develop supplemental materials during the 2000-2001 school year. Each school may add additional course requirements that meet the needs of that individual school. "We are facing a tremendous challenge to ensure learning improvement," said Mary Bruno, Director of Applied Technology and Community Education for Volusia Schools. "We have selected a research-based, time-tested system that works by coupling excellent technology-based curriculum with teacher training and professional development to improve learner performance."
