In 1992, the state's four largest school districts challenged the state's funding system, which counts the number of classrooms in a district rather than its total enrollment. In 1995, the state supreme court ruled that the system was unconstitutional because it created inequities in per-student funding between districts. The court gave the legislature until July 1 of last year to put a new system in place. Lawmakers met in a special session last summer, finally adopting a new school finance system that will take effect in two phases, allowing most of the changes in the formula to take place after the legislature's budget session this year. In the meantime, the legislature decided to leave the existing formula in place to give schools time to shift to the new system. But the four districts that originally filed suit were not satisfied. Lawyers for the districts filed for an injunction, saying the legislature failed to meet the court's deadline of July 1997. A district court judge threw out that charge, saying that the legislature had acted in good faith and moved as quickly as possible to devise a new system. The judge ruled that the original funding system would remain in place for one more year.
