As Western state economies transform themselves and demand an ever-increasingly skilled workforce, it is imperative that public schools be able to respond quickly to ensure students receive an education that prepares them to succeed. Federal education programs should address the unique needs of individual states to offer an education best suited to the demands of the modern economy. 2. Federal education programs need to be more results-oriented, holding states accountable for outcomes are children safer, healthier and better educated rather than focus on process-oriented accountability. 3. States receive federal education funding through multiple funding streams that sometimes make it difficult for states to combine, redirect and target federal education funds where they will have the greatest impact on student achievement and safety. In response to concerns about federal regulations, Congress in 1999 expanded the Ed-Flex option to give all states a greater ability to apply for waivers from some federal education regulations. While a welcome step in the right direction, Ed-Flex includes only a limited number of federal education programs, and does little to reduce the bureaucratic reporting burdens faced by schools and states.
