Its overall approach is to support local autonomy and community-based decision making. The State Department of Employment, Office of Workforce Development, which serves as the administrative agent, views its role as providing broad policy guidelines and technical assistance to the local School-to-Careers partnerships. During the first year of implementation the basic infrastructure for School-to-Careers was put into place. Now local partnerships are focused on issues of marketing, employer involvement and ensuring linkages between school-based and work-based learning. The employer base is almost exclusively small employers in relatively isolated communities. Context Located in the west central United States, Wyoming is among the least densely populated states and primarily rural in character. Vast stretches of highway connect small towns across the state's 98,000 square miles. The Rocky Mountain range borders the western half of the state. Cheyenne, the state capital and largest city, is in the southeast corner of Wyoming just over the Colorado border north of Denver. Agri-business, mining, tourism and a growing high-technology sector drive Wyoming's regional-based economy and labor markets. The employer base is almost exclusively small business, with the majority of establishments employing fewer than 20 workers. To date many employers in Wyoming have not experienced a significant skilled worker shortage. Many workers commute across state lines, and several large employers have located facilities in southeastern Wyoming to have ready access to a larger workforce and the new Denver Airport.
