Washington, Michael West offers a major reinterpretation of one of the most complex and controversial figures in American history. West reveals the personal and political dimensions of Washington's journey "up from slavery." He explains why Washington's ideas resonated so strongly in the post-Reconstruction era and considers their often negative influence in the continuing struggle for equality in the United States. West's work also establishes a groundwork for understanding the ideological origins of the civil rights movement and discusses Washington's views on the fate of race and nation in light of those of Thomas Jefferson, Frederick Douglass, Martin Luther King Jr., and others.

West argues that Washington's analysis was seen as offering a "solution" to the problem of racial oppression in a nation professing its belief in democracy. That solution was the idea of "race relations." In practice, this theory buttressed segregation by supposing that African Americans could prosper within Jim Crow's walls and without the normal levers by which other Americans pursued their interests. Washington did not, West contends, imagine a way to perfect democracy and an end to the segregationist policies of southern states. Instead, he offered an ideology that would obscure the injustices of segregation and preserve some measure of racial peace.

White Americans, by embracing Washington's views, could comfortably find a way out of the moral and political contradictions raised by the existence of segregation in a supposedly democratic society. This was (and is) Washington's legacy: a form of analysis, at once obvious and concealed, that continues to prohibit the realization of a truly democratic politics.

Among the manuscript books of George Washington, preserved in the State Archives at Washington City, the earliest bears the date, written in it by himself, 1745. Washington was born February 11, 1731 O.S., so that while writing in this book he was either near the close of his fourteenth, or in his fifteenth, year. It is entitled "Forms of Writing," has thirty folio pages, and the contents, all in his boyish handwriting, are sufficiently curious. Amid copied forms of exchange, bonds, receipts, sales, and similar exercises, occasionally, in ornate penmanship, there are poetic selections, among them lines of a religious tone on "True Happiness." But the great interest of the book centres in the pages headed: "Rules of Civility and Decent Behaviour in Company and Conversation." The book had been gnawed at the bottom by Mount Vernon mice, before it reached the State Archives, and nine of the 110 Rules have thus suffered, the sense of several being lost.

The Rules possess so much historic interest that it seems surprising that none of Washington's biographers or editors should have given them to the world. Washington Irving, in his "Life of Washington," excites interest in them by a tribute, but does not quote even one. Sparks quotes 57, but inexactly, and with his usual literary manipulation; these were reprinted (1886, 16 deg.) by W.O. Stoddard, at Denver, Colorado; and in Hale's "Washington" (1888). I suspect that the old biographers, more eulogistic than critical, feared it would be an ill service to Washington's fame to print all of the Rules. There might be a scandal in the discovery that the military and political deity of America had, even in boyhood, written so gravely of the hat-in-hand deference due to lords, and other "Persons of Quality," or had concerned himself with things so trivial as the proper use of the fork, napkin, and toothpick. Something is said too about "inferiours," before whom one must not "Act ag'tt y'e Rules Moral." But in 1888 the Rules were subjected to careful and literal treatment by Dr. J.M. Toner, of Washington City, in the course of his magnanimous task of preserving, in the Library of Congress, by exact copies, the early and perishing note-books and journals of Washington. This able literary antiquarian has printed his transcript of the Rules (W.H. Morrison: Washington, D.C. 1888), and the pamphlet, though little known to the general public, is much valued by students of American history. With the exception of one word, to which he called my attention, Dr. Toner has given as exact a reproduction of the Rules, in their present damaged condition, as can be made in print. The illegible parts are precisely indicated, without any conjectural insertions, and young Washington's spelling and punctuation subjected to no literary tampering.

One December day in the year 1788 a Virginia gentleman sat before his desk in his mansion beside the Potomac writing a letter. He was a man of fifty-six, evidently tall and of strong figure, but with shoulders a trifle stooped, enormously large hands and feet, sparse grayish-chestnut hair, a countenance somewhat marred by lines of care and marks of smallpox, withal benevolent and honest-looking--the kind of man to whom one could intrust the inheritance of a child with the certainty that it would be carefully administered and scrupulously accounted for to the very last sixpence.

The letter was addressed to an Englishman, by name Arthur Young, the foremost scientific farmer of his day, editor of the _Annals of Agriculture_, author of many books, of which the best remembered is his _Travels in France_ on the eve of the French Revolution, which is still read by every student of that stirring era.

"The more I am acquainted with agricultural affairs," such were the words that flowed from the writer's pen, "the better I am pleased with them; insomuch, that I can no where find so great satisfaction as in those innocent and useful pursuits. In indulging these feelings I am led to reflect how much more delightful to an undebauched mind is the task of making improvements on the earth than all the vain glory which can be acquired from ravaging it, by the most uninterrupted career of conquests."

Thus wrote George Washington in the fulness of years, honors and experience. Surely in this age of crimson mists we can echo his correspondent that it was a "noble sentiment, which does honor to the heart of this truly great man." Happy America to have had such a philosopher as a father!

"I think with you that the life of a husbandman is the most delectable," he wrote on another occasion to the same friend. "It is honorable, it is amusing, and, with judicious management, it is profitable. To see plants rise from the earth and flourish by the superior skill and bounty of the laborer fills a contemplative mind with ideas which are more easy to be conceived than expressed."

The manuscript or paper here published was prepared from a collection of original letters from General Washington on matters, for the most part, purely domestic and personal, addressed to Colonel Tobias Lear, his private Secretary for a part of the time he was President; and then, and during periods much longer, his confidential friend. They came into my hands through the voluntary kindness of Mrs. Lear, of the city of Washington, the estimable relict of Colonel Lear, and niece of Mrs. Washington, whose friendship it was my good lot and that of my family to enjoy; as we did that of Colonel Lear while he lived. The latter died in Washington in 1816. Mrs. Lear first informed me of these letters ten or twelve years ago when in Washington, and offered them to my perusal and examination, telling me to take them home and retain them as long as I chose, and use them as I thought best, for she knew I would not abuse this privilege. I brought them home as requested, being then too much engaged in the business of the Smithsonian Institution as one of the Regents on its first organization, to examine them while in Washington. She afterwards read, approved, and for some time had in her hands the paper I drew up from them.

It consisted of notices of, and extracts from these original letters, the matter being abridged, connecting links used, and omissions made where the great author himself marked them private or from parts otherwise not necessary to go before the world. So guarded and prepared, and with a commentary interwoven, Mrs. Lear left its publication to my discretion. I returned the original letters, in number more than thirty, in the state I received them from her. I never allowed any one of them to be copied; but gave one away, or two, for I am not at this day certain which, to Mr. Polk while he was President of the United States, having first asked and obtained Mrs. Lear's consent for that purpose. She also gave me two of them not very long before her decease, which I prize the more as her gift. I have other original letters from the same immortal source, the valued donation in 1830, of the son of Colonel Lear, Lincoln Lear, Esquire.

This excellent lady, who long honored me with her friendship and confidence in the above and other ways, after surviving Colonel Lear forty years, died last December in Washington. There she had continued to live as his widow; being all this time in possession of, and as I supposed owning, these original letters. There she lived, beloved as a pattern of the Christian virtues, and enjoying the esteem of the circle around her as an interesting relict of days becoming historical; but ever elevating in the associations they recall. Now that she is gone, I am induced to give to the public the paper in question. In doing so I have the best grounds for believing that I perform an act that would have been grateful to her were she living. She was fully informed of my intention to publish it and could not but be sensible that the long respect and affectionate attachment of General Washington which her husband enjoyed, as so indelibly stamped upon these letters, is a record of his probity, capacity, and sterling worth, than which none could ever be more precious, or be likely to endure longer. This consideration it might be thought affects only the descendants of Colonel Lear or others devoted to his memory; but I have ventured to think that the publication may not be wholly unacceptable on broader grounds. Nothing, indeed, in authentic connection with Washington's great name can ever be unwelcome to the American people
