It was into this world that Charles Frace was born in 1926. His family made their home in a small mining town then known as East Mauch Chunk (since renamed Jim Thorpe). Young Charles found a different kind of home in the wooded hills nearby, and his boyhood fascination with the outdoors has remained intact. When dogs and cats are obtained for research, their fate is terminal. Some animals die quickly, while others are allocated for long-term, agonizing studies. Once the animal is turned over to the research facility, the Animal Welfare Act and anti-cruelty laws are close to nonexistent. Although there is no law pertaining to pound seizure, fourteen states prohibit it. Most other states have no declaration regarding pound seizure and leave it up to the county or town governments to decide. Several anti-pound seizure bills have been presented before Congress, but it has yet to be ratified. AB 588, as introduced 2/18/03 by Assemblyman Paul Koretz, (D-West Hollywood), is intended to prohibit the pain and suffering of animals who are sold or given away by animal shelters to entities that perform biomedical research, product development and safety testing, and educational demonstrations. But the hulking, gently striped Tigger never did quite catch on as a corporate pitch-cat. Stephens' legal problems, which currently prevent him from exhibiting his animals, have also curbed Tigger's professional progress. "He hasn't been out of that pen in five years," says Stephens, gesturing toward the liger's hilltop abode. Stephens "Top Cat" to his friends has two youthful lions and one baby tiger tottering around in playpens in his living room; four young tigers, three young lions and one mountain lion caged in his basement; and numerous full-grown big cats, including Tigger, lounging around in a cinder block-and-welded-wire fortress just across the hilltop. He says that over the past 16 years his hilltop ranch near the tiny Washington County hamlet of Woodrow has been home to at least 600 big cats, many of which have been pressed into service as corporate mascots and then sold to federally licensed dealers or permit-bearing exotic pet owners.
