    Extractions: Home Page Hubert H. Humphrey burst onto the Minnesota political scene in 1945, when he was elected mayor of Minneapolis. To the office, he brought a high level of energy that fueled his populist spirit and reformer's zeal. At that time, anti-Semitism and discrimination against blacks and other minorities were rife in Minneapolis. Humphrey set out to change the social climate through moral suasion, and the unfair policies and practices, through political and legislative action. It was a dangerous course that he set for himself in 1940s U.S., with segregation and Jim Crow laws still firmly in place. In 1948, under his leadership, Minneapolis enacted the nation's first municipal fair employment law. Buoyed, he went on to deliver a fiery speech at the 1948 Democratic national convention, an impassioned plea urging that a strong civil rights plank be included in the Democratic platform. Although the speech was not well received, Humphrey was instrumental in spurring the convention to add a civil rights plank to their platform. That November, Minnesotans elected Humphrey to the United States Senate, making him the first Democrat from Minnesota ever to serve in that exalted position. Apprenticeship to Senator Lyndon B. Johnson of Texas, a savvy student of power, then in his ascendancy, helped Humphrey to gain eventual "admittance to the club." A voluble and passionate speaker, he could wind up a crowd in the best tradition of evangelistic oratory, and he was both admired and derided for it.

He attended public school in Doland, South Dakota and graduated from Doland High School in 1928. He went on to graduate from the Capitol College of Pharmacy, located in Denver, Colorado in 1933. He graduated from the University of Minnesota with a Bachelor of Arts degree in 1939. He then earned a Master of Arts degree from Louisiana State University in 1940. From 1933 to 1937, he worked as a pharmacist with Humphrey Drug Company in Huron, South Dakota. He married Muriel Buck in 1936 and remained married to her until his death in 1978. From 1939 to 1940 he taught as an assistant instructor of political science at Louisiana State University and then for the University of Minnesota from 1940 to 1941. During World War II , he was the Minnesota State director of war production training and and reemployment. He also served as the chief of Minnesota war service program in 1942 before being named the assistant director of the War Manpower Commission in 1943. From 1943 to 1944, he was employed as a professor of political science at Macalester College, located in St. Paul, Minnesota, and as a news communicator from 1944 to 1945. He was elected mayor of Minneapolis, Minnesota in 1944 and served one term from 1945 to 1948.

Fellowships are granted competitively to public and private sector candidates who demonstrate leadership and a commitment to public service. The Humphrey Fellowship Program was initiated in 1978 to honor the memory and accomplishments of the late Senator and Vice President Hubert H. Humphrey. Since 1978, over 2,600 Fellows from over 120 countries around the world have participated in the Humphrey program, including 49 from China. Approximately 150 Fellowships are awarded each year worldwide. Program Description The Humphrey Program is not designed to lead to an academic degree. Rather, Humphrey Fellows undertake a one-year program of graduate-level academic study and professional development activities directly related to their professional needs and fields of interest. Humphrey Fellows are placed in theme-based clusters of approximately ten persons at U.S. universities. In recent years, host campuses have included: American University, Boston University, Cornell University, Emory University, Johns Hopkins University, University of Maryland, University of Minnesota, Pennsylvania State University, Rutgers University, and University of Washington. Following their academic study program, Humphrey Fellows also have the opportunity for a professional development internship of at least six weeks with local, state, national and international organizations. Humphrey Building, located at the foot of Capitol Hill. The naming of the building in 1977 marked the first time that a federal building had been dedicated to a living person. Hubert Humphrey, who served as U.S. senator from Minnesota and Vice President of the United States, was born in 1911 and died in 1978. HHS offices housed in the Humphrey Building include the Office of the Secretary and Deputy Secretary; Office of General Counsel; Office of the Assistant Secretary for Public Affairs; Office of the Assistant Secretary for Legislation; Office of the Assistant Secretary for Management and Budget; and Office of the Assistant Secretary for Planning and Evaluation.
