ATTACHMENT I MEMORANDUM TO: State Air Directors FROM: Roger Randolph, Co-Chair Missouri Department of Natural Resources David Mobley, Co-Chair Environmental Protection Agency As one major part of the OTAG emissions inventory effort nears completion, we thought it appropriate to summarize our progress and indicate where we still need assistance. We had an open comment period for the inventory that closed on January 31. Our plans are to incorporate changes by February 15 and provide the revised data to the OTAG modeling workgroup at that time. The revised files will be placed on Monsoon, TuT and the TTN. We will continue to receive recommendations for changes to the inventory. The next revision to files will occur on April 1, thus changes must be received by March 31. Although base case modeling will begin shortly with the February 15 version of the inventory, the latest data will be used when strategy modeling begins. We received several letters from groups that have reviewed the current data. Many problems were identified, many of which were known before the data were posted, and were corrected before the reviews were received. Others are being investigated and corrections will be incorporated into the February 15 version. Those that spent time reviewing the data have provided a valuable service to OTAG. We thank you and encourage you and others to continue to examine the data. We are sure that, as the modeling and strategy development process proceeds, clarification of existing data and new data requests will be received by the Emissions Inventory Workgroup. We will seek your help in filling these requests. We will try to minimize the number of requests, but they will inevitably come. Please continue to respond in a timely manner. The request for projection and control information resulted in several submissions. Our contractor is in the process of creating default files for those states for which incomplete or no data were received. State data will be used in modeling applications when available and the default file information will be used where state data are missing. The biogenic issue is still being investigated. A biogenic ad hoc group has been formed to provide additional advice on use of a biogenic model. If you have any questions, please contact us. Given the urgency of the OTAG modeling effort, we must ask that this information be provided by February 28. We understand the burden that such a tight deadline may cause you, but hope that you share our desire to move forward quickly with the best data possible. The following data are needed for the largest NOx-emitting facilities on a per unit basis: * 1990 actual fuel quality (lbs. of NOx per MMBTU). * 1990 actual fuel heat content (BTU per lb.). * 1990 actual fuel usage (coal=tons; oil=gal; gas=MCF) or heat input (MMBTU per hour) for an average summer, for the month of July, and for a hot summer day. * 1990 rated capacity (MMBTU per hour). At a minimum, we need these data for NOx-emitting facilities with 1990 average summer day emissions greater than 10 tons per day (see attached list). Data for any other NOx- emitting facilities, especially electric utility plants, would also be appreciated. Extractions: On January 29, 1922, Edna Rosenau Preuss' talented son was born in Waterville, Minnesota, gateway to the southern Minnesota lakes region. The area surrounding his birthplace teemed with wildlife of all species and with the encouragement of his father, Emil W. Preuss, young Roger soon developed an intense interest in the outdoors; an interest which was to pave the way to a successful career in wildlife art. When he was only nine years old, he entered a color crayon drawing of a pair of bluebirds in a school art exhibit and captured the first of the many blue ribbons he has won. Mr. Preuss is an alumnus of the Minneapolis College of Art and Design, a veteran of the Naval Reserve, and a former northwoods guide. He has won 21 international and national art honors and his paintings have been exhibited in many of the leading galleries and museums including the Institute of Contemporary Arts, London; Joslyn Art Museum; and the Montana State Historical Museum. He is a member of the exclusive Society of Animal Artists and has been elected a Fellow by the International Institute of Arts and Letters.
