The History of Ghana
Medieval Ghana (4th - 13th Century) : The Republic of Ghana is named after the medieval Ghana Empire of West Africa. The actual name of the Empire was Wagadugu. Ghana was the title of the kings who ruled the kingdom. It was controlled by Sundiata in 1240 AD, and absorbed into the larger Mali Empire. (Mali Empire reached its peak of success under Mansa Musa around 1307.) Geographically, the old Ghana is 500 miles north of the present Ghana, and occupied the area between Rivers Senegal and Niger. Some inhabitants of present Ghana had ancestors linked with the medieval Ghana. This can be traced down to the Mande and Voltaic peoeple of Northern GhanaMamprussi, Dagomba and the Gonja. Anecdotal evidence connected the Akans to this great Empire. The evidence lies in names like Danso shared by the Akans of present Ghana and Mandikas of Senegal/Gambia who have strong links with the Empire. There is also the matrilineal connection.

The Open Democracy Advice Centre (ODAC) today released the results of a study that exposes the government for failing to implement a crucial Transparency Law passed over two years ago.
At its Second Annual Open Democracy Review in Cape Town, ODAC reported that the majority of public servants have not heard of the Promotion of Access to Information Act 2000, which came into operation in March of 2001.
"We found that 54% of the public bodies we contacted were unaware of the Act, 16% were aware of the Act but not implementing it, and only 30% were aware and implementing it." said Alison Tilley, ODAC Manager.
She was speaking at a conference today in Cape Town, where a community of users of access to information law came together to discuss problems with getting access to government and private sector records.

SIERRA LEONE
For the first time since 1996, no journalist was killed in Sierra Leone last year, a welcome development in a country that had earned the dubious distinction of being the most dangerous country in Africa for journalists. However, journalists were threatened by former rebels and government officials alike. In September, seven members of the independent press received bizarre, identical letters signed by a so-called danger squad that threatened to kill them for being "enemies of the state." CPJ sources in Freetown linked the threat to outspoken opinion pieces on President Ahmed Tejan Kabbah's decision to postpone general elections from December 2001 to May 2002. Meanwhile, the Independent Media Commission, established by an act of parliament to register newspapers, magazines, and radio and television stations and to advise the minister of information on media issues, started operating last year. In December, the commission updated publication licenses for 21 existing newspapers. But the publications still need approval from the registrar general and income tax department, which had not been granted at press time. The commission's mandate includes arbitrating libel cases and other complaints of journalistic misconduct. In this capacity, the cash-strapped commission was busy even before its official launch. By June, it had already received complaints from three former and present cabinet ministers against Freetown publications.

    The South African War, sometimes called the Boer War or Anglo-Boer War, was the first major conflict of a century that was to be marked by wars on an international scale. It demonstrated the inadequacy of 19 th century military methods and raised issues of whether conscription should be brought in and the use of concentration camps. The South African War was fought between Britain and the self-governing Afrikaner (Boer) colonies of the South African Republic (the Transvaal) and the Orange Free State. (At the outbreak of war, Britain ruled the South African colonies of the Cape and Natal).
    The war began on October 11 1899, following a Boer ultimatum that the British should cease building up their forces in the region. The Boers had refused to grant political rights to non-Boer settlers, known as Uitlanders, most of whom were British, or to grant civil rights to Africans. Perhaps more important was the underlying question of control over the gold mines of the Transvaal at a time when the international financial system, and the stability of the British pound, was based on the gold standard. The war was also about Britain's control of South Africa and therefore its 'great power' status.

    Human Rights Developments The first hundred police officers were appointed to the new "Scorpions" detective unit within the office of the National Director of Public Prosecutions in January; they were sent for training by Scotland Yard in the U.K. and by the FBI in the U.S. Legislation setting out the powers of this unit was debated in parliament in September. Hundreds of children were held in prison, despite a formal government commitment that detention should be a last resort for juveniles: on May 31, there were 4,253 children in prison, of whom 2,519 were unsentenced and 1,734 sentenced. Conditions of overcrowding for children were particularly severe at Pollsmoor prison in Cape Town, where 300 children aged fourteen to seventeen were held awaiting trial in March. An interdepartmental task team was appointed to address this issue, but the number was only reduced to 208 by September. The Cape High Court ruled in July that the children should be immediately examined by a doctor and given medical and psychological care. The government stated that there was insufficient alternative accommodation to hold the children, many of them charged with serious offenses. A report of the national prosecuting authority revealed a backlog of more than 180,000 court cases in July. The National Directorate of Public Prosecutions deployed "rescue teams" to clear case loads at problematic courts. In February, Minister of Justice Penuell Maduna released a ten point plan to bring fundamental changes to the justice system, including the creation of specialized courts and improved prosecution services.
