Paris, November 7 ( No.2001-123) – Africa numbers 34 of the world’s 49 least developed countries (LDCs) and half the continent’s population is subject to extreme poverty, surviving on less than one US dollar a day. Moreover, Africa is home to 80% of the world’s population HIV/AIDS cases. Due to the many challenges facing the continent, the region has been one of UNESCO priorities since the 1990s. The Organization’s action in favour of Africa will be reviewed in the light of the New African Initiative – which has been renamed New Partnership for African Development (NPAD) - adopted by the Lusaka Summit of the Organization of African Unity (OAU) in July 2001. This is the purpose of an international seminar, Forward-looking approaches and innovative strategies to promote the development of Africa in the twenty-first century that will be held at UNESCO Headquarters on November 8 and 9.

    2001 Regional Highlights: Africa As opportunities for peace and democracy emerged in Africa in the past year , NED responded quickly to meet the challenge. Nowhere was this more apparent than in the Democratic Republic of Congo, where NED nearly doubled its already substantial program from some $600,000 to nearly $1,000,000 for 28 projects empowering civil society groups throughout the country. The sudden death of the former dictator, Laurent Kabila, and the accession to power of his more pragmatic son, Joseph, ended a deadly impasse between the government and its opponents, and opened the way for negotiations through the Inter-Congolese Dialogue that could lead to peace, stability, democratic elections, and the reconstruction of the Congolese state. After the death of more than 2 million people in just a few years of civil war , the destabilization of the entire central African region, the pillage of the Congo's enormous resources by its neighbors and other international interests, and the general devastation of the country, Congolese have begun to turn the situation around, and NED is one of the foremost international agencies assisting them. Leveraging small grants from NED, groups were able to access additional funds to strengthen the international effort to buttress Congo's democratic process.     International Law Suit Filed on Behalf of Apartheid Victims
    Khulumani et al. v. Barclays et al. The world community recognized apartheid itself as a crime against humanity and a violation of international law. Apartheid could not have been maintained in the same manner without the participation of the defendants. The lawsuit, Khulumani et al v. Barclays et al. , was filed late this afternoon in federal court in the Eastern District of New York. The suit is based on common law principles of liability and on the Alien Tort Claims Act, 28 U.S.C. §1350, which grants U.S. courts jurisdiction over certain violations of international law, regardless of where they occur. Twenty-two businesses, representing six industry types, have been named as defendants in the suit. The complaint seeks to hold those businesses, which the suit claims aided and abetted the apartheid regime, responsible. For example: IBM and ICL provided the computers that enabled South Africa to create the hated “pass book system” and to control the black South African population. Car manufacturers provided the armored vehicles that were used to patrol the townships. Arms manufacturers violated the embargoes on sales to South Africa, as did the oil companies. The banks provided the funding that enabled South Africa to expand its police and security apparatus. Recent historical evidence demonstrates that the involvement of companies in the key industries of mining, transportation, armaments, technology, oil, and financing were not only instrumental to the implementation of the furtherance of the abuses, but were so integrally connected to the abuses themselves that apartheid would probably not have occurred in the same way without their participation.

    The Beginning VOA and the Polio Eradication Initiative Reporting Listener Contests Radio Dramas ... Television In 1988, the World Health Assembly resolved to eradicate polio by the year 2005. Since then the Global Polio Eradication Initiative has become the largest public health initiative in history, utilizing the skills and talents of the WHO, UNICEF, the Centers for Disease Control, Rotary International, USAID and hundreds of other private NGOs. In 1997, the International Broadcasting Bureau, through the Voice of America, launched a multimedia project in support of the Global Polio Eradication Initiative. The IBB has brought together the international broadcasting power of the Voice of America and WORLDNET Television to report on and increase awareness of polio eradication and related activities. The goal of this project has been to mobilize adults to immunize children during National Immunization Days and routinely throughout the year. The Polio Eradication Project also seeks to influence local and national media in polio endemic areas to continue providing coverage of National Immunization Days and to generate interest among political and media
