The latter is a major prerequisite for increasing Africa's share of foreign direct investment (FDI) flows, currently amounting to less 1% of global FDI. Over the last 20 years, the International Trade Centre UNCTAD/WTO (ITC) has supported intra-African trade promotion efforts in a variety of ways, which can largely be grouped into two categories: the development of specific trade promotion tools for the African continent; and providing direct operational support to subregional and regional organizations in designing and implementing intra-African trade promotion programme.

Hendrik Roelofsen, new Director of ITC’s Division of Technical Cooperation Coordination, speaks about the organization’s programme “Increasing Africa’s participation in development aid procurement”. Q Why is ITC bringing African business and international aid communities together? A ITC’s involvement in promoting local aid procurement evolved from our intra-African trade promotion programme. This programme reflects a commitment by the organization to make a major effort to change the business community’s attitude, both within Africa and outside the continent, towards African producers and consumers. There is considerable potential for trade expansion in Africa that is not being exploited. ITC identified several barriers against this expansion: a faulty but widespread perception that Africa is an exporter or producer of only a few primary commodities; a lack of transparency and information within the trade environment throughout the region; and lastly, a credibility gap or an anti-African bias that was sceptical of the capacity of African producers to supply quality materials at competitive prices. The experience we gained from ITC’s intra-African trade promotion programme led us to believe that there would be merit in bringing international aid agencies closer to African suppliers. Currently, African suppliers are not tuned in to the needs of the aid agencies and there is a credibility gap on the part of the agencies vis-à-vis the capacity of Africa to supply. There is a general belief that African producers cannot supply the same quality materials at competitive prices.

GALLAGHER ESTATE, MIDRAND, GAUTENG, SOUTH AFRICA The South African International Trade Exhibition, SAITEX, is the longest-standing and most experienced international trade platform in southern Africa. It is the only multi-sector trade fair of its size and kind on the continent and annually plays host to hundreds of exhibitors showcasing products, services and opportunities from all over the world. Since its inception in 1993, SAITEX has successfully promoted increasing trade between South African, African and foreign companies. Over a decade ago, SAITEX was host to more than 40 countries who had never done business with South Africa before. Today, the show is well known for making export, import, development and investment opportunities translate into transactions, and the event has become an important annual milestone for Africa's trade relationships with the world. SAITEX is recognised as a premier trading platform by visiting importers, exporters, investors and entrepreneurs from around the world. In 2002, SAITEX was host to over 500 foreign visitors from more than 40 countries - a number that is expected to increase substantially over the next few years as SAITEX campaigns intensely to attract new foreign business visitors.

The South African component will provide the students with an introduction to international trade and investment law, with an African focus, while the advanced courses offered by the overseas partners will provide students with the opportunity to specialise. The SA component will therefore cover a variety of issues relating to international trade and investment, including an introduction to basic principles of international economics. It will include the following 14 modules to be offered in consecutive blocks over a six month period: 1. Sub-Saharan Africa Related FAQ's The EU’s trade relations with sub-Saharan Africa are set out in the Cotonou Agreement. For further details see EU exports of goods to sub-Saharan Africa (excluding South Africa) were worth £14,558 million in 2001, against imports of £17,250 million in the same year. South Africa South Africa is a signatory to the Cotonou Agreement, but benefits from only a limited form of membership. Instead, as part of efforts to support the process of political change and transition in South Africa following the abolition of the Apartheid system, the EU and South Africa signed a Trade, Development and Co-operation Agreement (TDCA) in October 1999. This Agreement is designed to promote the development of close relations between the two parties, the expansion and reciprocal liberalisation of trade and the strengthening of co-operation. The trade provisions of the TDCA came into provisional effect on 1 January 2000 prior to ratification by all the EU Member States. (South Africa has already ratified the agreement.) These will bring free trade between the EU and South Africa over a 12-year transitional period in accordance with WTO rules. The EU will provide duty free access for about 99% of South African industrial products and about 75% of its agricultural products, with most EU liberalisation being completed by 2002. South Africa will open its market to 86% of EU industrial goods, but will keep protection for its car and textiles industries. It will liberalise trade at a slower pace, with many of its tariff cuts not beginning to take effect until 2005. The Agreement also contains provisions on services, government procurement, intellectual property and competition policy.

North Africa and the Mediterranean Related FAQ's At the Barcelona Conference of November 1995, the 27 Foreign Ministers representing the 15 EU Member States and the 12 Mediterranean Partner countries of Algeria, Cyprus, Egypt, Israel, Jordan, Lebanon, Malta, Morocco, the Palestine Authority, Syria, Tunisia and Turkey agreed to launch the Euro-Mediterranean Partnership. In the economic field, the Partnership involves the creation of a free trade area covering the EU and Mediterranean countries by 2010. The basis of this free trade area is the conclusion of a series of trade arrangements between the EU and the individual Mediterranean countries, and between the Mediterranean countries themselves. Cyprus, Malta and Turkey already have agreements with the EU. New Association Agreements have been signed with Tunisia, Israel, Morocco and Jordan. There is an Interim Association Agreement between the European Community and the Palestine Liberation Organisation. Negotiations with Algeria, Egypt, Lebanon and Syria are continuing. In addition to trade, the Association Agreements cover a wide range of subjects including right of establishment, services, movement of capital and competition.

Background to the program
This program builds on the success of a study by Partnership Africa Canada of the Sierra Leone diamond trade and its international connections which resulted in the publication of The Heart of the Matter: Sierra Leone, Diamonds and Human Security in January 2000. The study demonstrates the centrality of diamonds to the brutal conflict in Sierra Leone. The report describes the diamond industry in Sierra Leone and the chain of intermediaries between miner and jeweler, as it existed at the beginning of 2000. Much has changed since then, in part because of this report and the work of many concerned individuals, organizations and governments. De Beers, for example, has stopped buying 'outside' diamonds entirely, and has dramatically restructured its operations. The Belgian Government has tightened its controls, and the Diamond High Council in Belgium has worked closely with the Governments of Sierra Leone and Angola to develop a tamper-proof certification system for rough diamond exports. The Diamond High Council is presently working with Côte d'Ivoire, Guinea and Congo to develop similar certification systems. In July 2000, the diamond industry at large created the World Diamond Council which has developed proposals for an international system of rough diamond controls. Through 2000, a series of intergovernmental meetings took place in Europe and Southern Africa in an attempt to develop standard international legislation aimed at curtailing the trade in conflict diamonds.

Business Customs
Business customs in South Africa are generally similar to those in the United States and Western Europe. South African business people tend to dress conservatively. Loud sports jackets and slacks are rarely seen at work. South African businesswomen tend to wear woolen or woven cotton blend suits in the cooler months April through August. In the warmer months cotton or linen suits are appropriate. Men tend to favor medium or heavy woolen suits for year-round wear. During the warmer months of October through March, darker lightweight fabrics such as tropical worsted are appropriate and a lightweight raincoat is recommended. A medium-weight overcoat is recommended for the colder months of April through August. Business cards are usually simple, including only the basics such as company logo, name, business title, address, telephone number and fax number. South Africans are very punctual, and South African business people make every effort to be on time for appointments. Appointments should be made in advance of a business call.
Currency
U.S. Dollars cannot be used in South Africa and must be converted into Rand by authorized foreign exchange dealers, hotels, commercial banks and certain travel agencies. It is illegal to convey foreign currency to anyone else and Dollars may not be used in commercial or other private transactions.
