GENERAL LINKS Born Octavia Estelle Butler on June 22, 1947, in Pasadena, California. She earned an Associates degree at Pasadena City College (A.A., 1968), and attended California State University, and the University of California at Los Angeles, the Open Door Program of the Screen Writers' Guild of America and the Clarion SF Writers' Workshop. Encouraged by master science fiction author Harlan Ellison, she began her writing career in 1970 and made her genre debut with Crossover (1971), the first of many works in which she weaves together African-American history, future soceties and a highly intellectual exploration of the alien perspective. Although she has remained within the genre, Octavia Butler, along with Samuel Delany , is one of the two African American writers of note at the top of science fiction. The first of her novels, Patternmaster (1976), was the beginning of her five-volume Patternist series about an elite group of mentally linked telepaths ruled by Doro, a 4,000-year-old immortal African. Psychiatric Apartheid The Wall Street Journal By Sally Satel "As a member of the White group, what responsibility do you hold for the racist, oppressive, and discriminating manner by which you personally and professionally deal with minorities?" asks a popular textbook for psychotherapists, "Counseling the Culturally Different." Welcome to the world of multicultural therapy. The idea behind multicultural therapy, or "cultural competence," as it is sometimes called, is that human identity is primarily culture-dependent. The theory presumes that if therapist and patient are members of different groups, especially racial groups, they will experience miscommunication and mistrust. The therapist must therefore learn a different set of rules for treating patients of each different race. The notion of treating patients according to their racial or ethnic groups has gained increasing acceptance in recent years. Multicultural therapy pops up regularly on the conference-and-workshop circuit and is the subject of a growing list of scholarly books. It is also an increasing part of mental health training: Only a handful of counseling programs required multicultural counseling courses in the 1970s and early 1980s, but recent surveys have found that 42% to 59% of counseling programs currently require such a course. The American Psychological Association, the American Psychiatric Association (which is meeting this week in New York), and the federal government's Public Health Service have all gotten on the multicultural bandwagon, publishing treatment guidelines for racial and ethnic groups.

The Great Seal of Montgomery County Montgomery County was created from Frederick County by resolve of the Constitutional Convention of 1776 and named for Revolutionary War General Richard Montgomery (1738-1775), an Irish officer who had served in the British Army during the French and Indian War and later settled in New York State. General Montgomery was killed on December 31, 1775, at the age of thirty-seven, leading an attack on Quebec. Benedict Arnold succeeded his command. The Great Seal of Montgomery County uses some elements of the family arms of General Richard Montgomery. It was designed and approved by the College of Arms in London, England, and officially adopted by bill 38-76, enacted by the County Council on October 5, 1976 at the request of the County Executive. The gold fleur-de-lis in the two quarters of the seal are reminders of the French ancestry of the Montgomery family. The gold rings with blue gemstones in two quarters of the seal proclaim royal favor and protection and are also found in the Montgomery family coat of arms.
