Brief Description and Legislative Authority The Federal-State Marketing Improvement Program (FSMIP) provides matching funds to State Departments of Agriculture and other appropriate State agencies to assist in exploring new market opportunities for food and agricultural products, and to encourage research and innovation aimed at improving the efficiency and performance of the marketing system. For Fiscal Year (FY) 2003, Federal funds in the amount of $1,347,000 are expected to be provided in USDA's budget for FSMIP grant allocations. This is the same level of funding as in previous two years. In recent years, 25 to 35 projects have been funded annually with grants averaging from $45,000 to $50,000 each. FSMIP is operated under legal authorities of the Agricultural Marketing Act of 1946 (7 U.S.C. 1621 et seq.). The law authorizes the Secretary of Agriculture "to make available...allotments to State departments of agriculture, State bureaus and departments of markets,...and other appropriate State agencies for cooperative projects in marketing service and...research... provided that no...allotments be in excess of the amount which such State agency makes available out of its own funds for such research...for any fiscal year....Such allotments shall be covered by cooperative agreements between the Secretary of Agriculture and the cooperating agency." 7 U.S.C. 1623.

The National FAC (NFAC) is the management entity designated by the Secretary of Agriculture to carry out USDA's field restructuring and modernization effort. The NFAC is comprised of the Administrators of all USDA agencies that are active at the State level. The Chair of the NFAC rotates annually between the Administrators of the Farm Service Agency, the Chief of the Natural Resources Conservation Service, and the Deputy Under Secretary for Operations and Management of the Rural Development agencies. The NFAC is supported by an Executive Officer who also heads USDAs Service Center Implementation Team (SCIT). The SCIT is an interagency staff that supports the activities of the NFAC, and initiates activities and projects on behalf of the partner agencies to ensure the successful implementation of the USDAs Service Center Initiative. State FACs are the primary USDA interagency forums in each State/Territory through which State-level agency heads of the three partner agencies can efficiently coordinate seamless interagency program delivery, collocated offices, and streamlined operations of the three county based USDA agencies.

Agriculture is a $27 billion industry in California and a major consumer of electricity. Last year it used almost 14 percent of the state's electricity. So, it makes sense to ask farmers, ranchers and food processors to help reduce peak electricity use.
New programs have been established under Senate Bill 5X, making $75 million available to reduce peak electricity demand.
Eligibility Information
The California Energy Commission, in partnership with the California State University, Fresno and the California Polytechnic State University, San Luis Obispo, is offering financial incentives and technical services to the agricultural industry to reduce electricity use during summer peak hours.

The United States is proposing an "ambitious" plan for reforming the rules of global agricultural trade, according to a July 26 press release provided by the U.S. Department of Agriculture.
Secretary of Agriculture Ann Veneman described the plan during a meeting of agricultural ministers representing the United States, Canada, European Union, Japan and Australia in Nara, Japan.
Specifically, the U.S. is calling for all members of the World Trade Organization (WTO) to reduce all tariffs. The proposed formula would reduce high tariffs more than low tariffs and result in no tariff over 25 percent after five years.
The plan also calls for substantial increases in tariff-rate quota (TRQ) quantities and tightened rules on TRQ administration.
The U.S. proposal, also unveiled in Washington, D.C. by U.S. Trade Representative Robert B. Zoellick, will be presented to members of the World Trade Organization (WTO) next week in Geneva, Switzerland.

United States Says New China Regulations Should Free Up Soybean Exports
WASHINGTON - China has officially published new measures that should provide a nine-month extension of interim provisions regulating biotech agriculture products, Secretary of Agriculture Ann M. Veneman and U.S. Trade Representative Robert B. Zoellick announced today, thereby allowing continued exports to China of up to $1 billion in U.S. soybeans.
This extension follows through on assurances made to Deputy USTR Jon Huntsman and U.S. Chief Agricultural Negotiator Allen Johnson late last month that soybean trade would not be disrupted by new Chinese regulations on agricultural products derived from biotechnology. The implementation of these regulations, announced late last year, has been an ongoing concern for U.S. exporters. "China is a huge market for U.S. soybeans, and uncertainties caused by China's biotech regulations have threatened $1 billion in U.S. exports," Zoellick said. "We welcome China's commitment to ensure that trade in U.S. biotech agriculture products is not disrupted during this period of regulatory transition and thereafter. Working to expand trade opportunities and opening markets is a key part of our focus, but no less important is making sure that other countries follow the rules and live up to their commitments. We will be working closely with U.S. industry and Chinese officials to make sure trade in biotech agriculture products continues."

Qatar is not a signatory to the Vienna Convention on Consular Relations or to any other bilateral or multilateral consular accord. The capital is Doha. ENTRY/EXIT REQUIREMENTS: Passports and visas are required. U.S. citizens may obtain a tourist or business visa at the airport in Doha upon arrival. These visas are valid for 14 days and may be extended for an additional 14 days. However, U.S. citizen travelers will be able to clear Qatari immigration more quickly and be granted a longer stay in the country by obtaining visas prior to arrival.
