Additional bills have been filed following the Sept. 11, 2001, terrorist attacks. The Alabama Legislature approved H.J.R. 152, which urges boards of education to incorporate patriotic education into the daily curriculum. Florida is considering H.R. 25B, which directs each district school board to adopt rules to require programs of a patriotic nature in all public schools. Illinois considered, but did not pass, H.B. 3628 during the 2001 session. The bill required that the teaching of proper etiquette and honor toward the U.S. flag be included in public school curriculum. It also directed the State Board of Education to approve a curriculum that teaches patriotism. Kansas also considered, but did not pass, H.B. 2411 during its 2002 session; the bill directs the state board of education to prepare a program providing patriotic exercises for different grades in public and accredited nonpublic schools. The program of patriotic observation shall include daily recitations of the pledge of allegiance and an excerpt from the Declaration of Independence.

MANAGEMENT OF CERTAIN LANDS TO GENERATE REVENUE The State Lands Division manages approximately 60,000 acres of State-owned lands which are not being used for specific purposes. This includes School Trust Lands, Mental Health Trust Lands and lands of other state institutions and agencies such as Auburn University, the University of Montevallo, several County Boards of Education, the Department of Corrections, the Department of Youth Services, the Department of Transportation and the Alabama Forestry Commission. The State Lands Division also manages approximately 600,000 acres of submerged lands which includes statewide navigable water bottoms, coastal bays and offshore state waters for a distance of three miles. During fiscal year 1995-96 Lands Division activities resulted in more than $116 million in revenues to the state. OIL AND GAS DEVELOPMENT The Lands Division manages oil, gas and mineral interests owned by the State. The State owns oil and gas interests on small upland tracts, submerged river bottoms and in the area of offshore Alabama. Most significant are the natural gas reserves lying within the 3-mile offshore area of Mobile and Baldwin Counties. Major discoveries of natural gas in the 1980's led to the development of an array of natural gas reservoirs which occur some 19,000 feet below sea level. Most of these "deep discoveries" were developed by major natural gas producers. However, more recently, "shallow reserves" at between 3,000 and 7,000 feet below sea level are being developed. While the magnitude of the shallow reserves are not as significant as the deeper production, shallow gas production is economic partly because it requires less treatment to remove impurities.

From NetZero November 8, 2002 Nov. 8 - Michaela Curtis went straight to the hospital and police when her son came home from school with dark bruises on his behind. But what she learned was the people who hurt her 7-year-old had every right to do so: They were his teachers. Teachers in Alabama's public schools still have paddles. And whenever a child misbehaves, they can chose to apply that "board of education" to the "seat of learning." It is state law, and some 40,000 Alabama schoolchildren were paddled last school year. Michael White, who is a lawyer for Alabama's state Board of Education, says paddling is one of the tools to help ensure children get a good education. "We want a good classroom experience in Alabama," White says. "And if teachers have to resort to forms of discipline, we expect teachers to do that." In 1995, Alabama lawmakers put the paddle in teachers' hands.
