EDUCATIONAL LEADERSHIP AND POLICY STUDIES DR. RICHARD KUNKEL Professor Educational Leadership/Administration 236 Stone Building e-mail: kunkel@coe.fsu.edu Richard C. Kunkel serves as the Dean of the College of Education and Professor at the Florida State University. He assumed that position in July 2001. Kunkel was the Wayne T. Smith Distinguished Professor Educational Leadership and Dean of Education at Auburn University's College of Education from January 1, 1990 through June 2001. Previously, Kunkel served as Executive Director of the National Council for Accreditation of Teacher Evaluation (NCATE) beginning in 1984. Prior to this position, Kunkel served as Dean of the College of Education at the University of Nevada, Las Vegas. A native of St. Louis, Missouri, Kunkel chaired the Department of Education at St. Louis University and served as Assistant to the President. Earlier he held a faculty position in Curriculum and Instruction at Ball State University and in the Burris Laboratory School at the institution. He began his career in education as a high school social studies teacher and later served as a counselor and administrator. Particularly skilled in the areas of program evaluation and staff development, Kunkel has served as consultant to the U.S. AID programs, to Teacher Corps and teacher centers, to the Lilly Endowment and Danforth Foundation, the Missouri Governor's Conference on Education, and as a long term evaluator to Cities in Schools and various bilingual and Hispanic education projects.

In the mid-60's, local governments were either: Required to have community and "areawide plans" to qualify for grants-in-aid; or Were provided increased federal assistance if projects conformed with existing plans. This direct incentive for planning no longer exists but there is a continued need to plan for the replacement of services and facilities and to meet new demands brought on by growth. Regional councils can provide five (5) types of planning services. They are: Local Planning Many communities started local planning programs through the use of Housing and Urban Development 701 Planning Assistance Funds. This matching program enabled local communities to use federal and local dollars to prepare comprehensive plans, zoning ordinances, subdivision regulations, and certain types of special studies. Regional councils in Alabama have traditionally provided the professionally qualified staff to perform this type of work. Although the "701 Program" has been terminated a recent statewide survey of cities and counties showed a continued demand for local comprehensive planning.

Alabama Coastal Hazards Assessment Hazard Mitigation Strategies Alabama Hazard Mitigation Plan Summary The state mitigation plan addresses long-term, permanent solutions to the problems caused by natural disasters. Alabama designed the plan in order to focus on disasters before, during, and after they occur. The state mitigation plan is an umbrella for the local plans that will be required for future mitigation grant programs. Mitigation begins at the local level, in communities, towns, and cities where impacts of damaging events are first felt. Local mitigation planning will focus community attention on development issues prior to a disaster, ensuring participation in a more proactive sense. Through participation in the hazard mitigation planning process, local entities will posses the capability to identify, take advantage of, and implement mitigation strategies. Active hazard mitigation in a community also contributes to public safety and welfare, economic development, and environmental protection. This State of Alabama Hazard Mitigation Plan describes each major hazard that poses a significant risk to the state, including historical background, vulnerability, exposure and potential loss. It covers mitigation efforts that are designed to reduce damage. The mitigation opportunities include the measures contained in past disaster-specific 409 plans, Interagency Hazard Mitigation Reports, and strategy reports, as well as measures identified by state, county, and city officials and volunteer emergency response organizations. Although the plan provides recommendations that address ice storms, tornadoes, and earthquakes, we will only focus on those hazards that most directly affect the coast ( flooding, hurricanes, dam safety).
