Library Services to Disabled Users, with a Focus on the Deaf as Underserved By Shannon Baker INTRODUCTION When discussing the disabled and the use of services, one cannot help but think of the Americans with Disabilities Act. This act was passed in 1990 to protect the civil rights of the handicapped and provide them the same access to all areas where non-disabled have traditionally held control, such as the job market, public building access, and the use of public services (Brisendine, 1998) . Libraries, according to the ADA, ought to be equally accessible physically and in regard to services to the disabled as to non-disabled. Research done pre-ADA passage indicates that library services to the visually, hearing and motor impaired were poor. Have services to the disabled, over a decade after the passage of the ADA, improved? We will look at user studies and survey results from 1985-1998 in the areas of public libraries, and academic libraries.
