Alabama
Overview
Alabama lags behind much of the country in the telecommunications arena. Some rural areas in the state still lack telephone service, and neither the state nor any of the major telecommunications providers has ever established a program to encourage infrastructure development. Moreover, the state legislature has yet to allocate sufficient resources to develop a long-range state plan and identify sources of financing. The state Telecommunications Division is developing specifications for future network needs for state and county governments. Many agencies have identified needs for imaging and more public access online. The State Department of Education has long-term plans to hook up K-12 schools on a network, working with the Alabama Research and Education Network (a public-private Internet service provider). Funding and legislation to aid this project are still pending. In August 1995 the Alabama Public Service Commission opened the state to local telecommunications competition and adopted a new method of regulating phone companies that bases customer rates on competitive pricing rather than on a company's earnings. As part of that proceeding South Central Bell agreed to cap its basic rates for five years or until competition enters the market. A Local Competition Committee has been established to consider such issues as rights-of-way for non-Bell companies, an equitable charge for competitors to connect to the Bell system, and other implementation issues.

http://www.cfsea.org/programs.htm
For the first time in the history of the Community Foundation of Southeast Alabama, nonprofit charitable organizations in the Wiregrass were invited to compete for Community Trust Grants in support of emerging and expanding projects and programs. The resources for this grants program were underwritten by members of the board and through unrestricted funds managed by the Foundation. The response in 2001 was overwhelming. Although the Community Foundation announced in July that $40,000 would be available during a competitive grants cycle, 37 organizations submitted 42 grant applications for a total request of $316,847. Members of our board of directors worked diligently to review each of the 30 applications that met our criteria, paying particular attention to those that expanded an existing program, or demonstrated an innovative and efficient approach to serving a community need. Consideration was also given to those proposals that showed collaboration with other agencies and potential for funding beyond the initial grant. On November 28, 2001, 22 organizations received a CFSEA grant ranging from $500 - $5,000.

President's Welcome Message
Welcome to AACE Online! In 1987 the Alabama College Placement Association and the Alabama Cooperative Education Association merged to form the Alabama College Co-op and Placement Association (ACCPA). ACCPA operated as a network of educational institutions, businesses, industries, and government agencies working together to help Alabama's college graduates embark upon successful careers. At the 1996 Winter Conference, ACCPA adopted a name change in support of and cooperation with the national and regional associations. The new name is the Alabama Association of Colleges and Employers (AACE), a consortium of cooperation education, career services, and employers. Our motto "Industry and education in partnership" is still working! Membership in a professional organization like AACE provides information on employment opportunities for students and graduates of our colleges and universities and it helps promote high standards of work and ethical practices. The contact with other professionals, the meetings, workshops and conferences, add to the personal growth and professional development of AACE members. Thanks for stopping by!
