Making Scholarships a Reality
A Specifically, his office is to be congratulated for their commitment to education. The Higher Education Partnership applauds both the Siegelman Administration and legislative leaders like Representative Howard Hawk and Senator Hank Sanders, who orchestrated a 6% increase in university funding during 1999. While a 6% upward swing is not enough to make the long-term improvements that are needed, it is a good start. Students from University of South Alabama (behind camera) "make a difference" by joining students from universities across the state, at the Higher Education Day Rally held April 8, 1999 in front of the Alabama State House.

The following information should be carefully reviewed before you submit your application for approval as a provider of continuing education courses in Alabama. Make your check or money order in the amount of $300 payable to the Commissioner of Insurance. Return the application to: State of Alabama

Summary of Regulations
The following requirements were set forth by the Alabama Department of Insurance hereinafter referred to as the "Department" pursuant to Act No. 96-343, and Departmental Regulation 110. All producers and service representatives, hereinafter referred to generally as "licensees" , who do not qualify for an exemption under this act are required to complete twelve (12) hours of continuing education classes annually. The continuing education courses keep licensees proficient to conduct insurance business in the State of Alabama. The courses are an integral part of qualifying the licensee for the annual renewal of their license. The following stipulations apply for licensees holding the following license types.

The State Insurance Department is required by the Code of Alabama , 1975 Section 27-7-1 through 27-8A-13, to license individuals selling insurance in the State of Alabama. The Producer Licensing Division is responsible for the administration of these code sections by:
  • Administering the applicable statutes and regulations governing the initial and continued licensure of all resident and non-resident producers, adjusters, service representatives, dental service representatives, legal service representatives, motor club representatives, surplus line brokers, reinsurance intermediaries, managing general agents, and business entities. Maintaining files for all individuals and entities licensed through this office so that public documents are accessible upon request. Administering statutes and regulations governing the education of licensed individuals. Collecting fees from license applicants and issuing licenses when approved. Maintaining education standards for initial licensing and continuing education of insurance representatives to ensure that only qualified individuals are licensed to transact insurance business with citizens of this state.

In Alabama, there is a great deal of encouragement given to new and existing homeschooling families to form their own church school and cover their own family. Those who believe that this is the "ideal" scenario place much emphasis on the so-called "legal basis" for this argument being the fact that "church" is not defined in Alabama law.
However, that is not only not a guarantee of protection against prosecution, there is evidence to suggest that it is anything but protection. When a term is not defined by law, the courts can take at least two different stances probably more but at least two that preclude the absence of definition being considered a protection.
The first is that they apply the principle of "common usage". For example, in the state of Florida two families were prosecuted for forming their own private school that included only their own family (each family had their own school, not one school with two families). Even though the term "private school" was not defined in FL law, the courts ruled against them by applying "common usage" to define "private school". A family that believed their protection was in the fact that "church" is not defined by AL code, worst case, could be ruled against individually.

Undergraduate Day and Graduate Students*
Semester System
For full-time undergraduate and graduate students, Samford University operates on the semester (4-1-4) system, consisting of two four-month semesters, fall and spring, and a three-week term in January (see Jan Term below). The fall semester begins in late August and ends in mid-December. The spring semester begins in late January and ends in mid-May. ARTICLE 11. TELECOMMUNICATIONS DIVISION. Effective date § 41-4-280. Definitions. For the purpose of this article, the following words and phrases shall have the meanings ascribed:
  • DEPARTMENT. The department of finance. AGENCY. Any agency, department, board, commission, office, agency or institution of the state, except those agencies and institutions excluded by section 41-4-291. ELECTROMAGNETIC TRANSMISSION EQUIPMENT. Any transmission medium, switch, instrument, inside wiring system or other facility which is used, in whole or in part, to provide any transmission. EQUIPMENT SUPPORT CONTRACT. A contract which covers a specific class or classes of telecommunications equipment and all features associated with that class, through which state agencies may purchase or lease the item specified by issuing a purchase order under the terms of the contract without the necessity of further competitive bidding. PROCUREMENT. The buying, purchasing, renting, leasing, lease/purchasing or otherwise obtaining telecommunications equipment, systems or related services, as well as all activities engaged in, resulting in or expected to result in buying, purchasing, renting, leasing or otherwise obtaining telecommunications equipment.     I. General A. All vehicles on campus will have either a permanent permit purchased at Bursar's Office, or a temporary permit obtained from University Police/Information Office at University Boulevard entrance.
    B. Each day and evening student, faculty, staff and administrative official who operates a motor vehicle on campus will register the vehicle with the Bursar's Office and purchase a numbered hang tag to be displayed on the rear view mirror with the front of the permit visible from the outside.
    C. Student Parking - white tags - white lines in parking lot. Faculty/Staff parking - blue tags - blue lines.
    D. LOCK YOUR CAR. A lost or stolen hang tag must be reported to the University Police immediately (460-6611). A temporary permit will be given for a three-week period. After investigation, if the tag has not been located, a replacement tag may be purchased (original cost).

      Alabama Homeschooling
    Home educating in Alabama can at first seem a daunting process and an unfair one, given the fact that there is no actual homeschool law and that it is a requirement to enroll in a church cover school. Gosh, haven't the people here in Alabama heard of separation of church and state? Why do we have to mix religion (church cover schools) into how we can homeschool?
      It is the very fact that there is no legal definition of homeschooling that protects us from unnecessary state oversight. We enjoy the ability to homeschool through the separation of church and state principle, enabling us to homeschooling pretty much as we please without interference from the State of Alabama. In Alabama we are legally considered church schoolers, not homeschoolers. We enroll our children in a Church Cover School, of which there are many in the state. And since there are so few rules set by the State to oversee these cover schools, the cover schools themselves are free to set their own rules and regulations as they deem necessary. And we are free to pick and choose amongst those church cover schools to find the one that best suits us, whether it is one that requires testing, or one that requires members to be of a particular religion, or one does not care about your religion at all, or one that requires monthly reporting, or one that requires yearly reporting.

    Falconry is the ancient art of training birds of prey to hunt, accompanied by their human trainers. Falconry is believed to have origins in far eastern countries, starting around 1500 B.C. Before the invention of the firearm a bird of prey was one of the practical means of catching fast quarry. About fifteen dedicated falconers practice this art in the state of Alabama, USA.
