http://inservice.ua.edu/reading/purpose.html
History
With a goal of achieving 100% literacy among Alabama public school students, the Alabama State Department of Education initiated the Alabama Reading Initiative training in the summer of 1998. Training, administered by the Alabama State Department of Education, was conducted that summer for the faculties of 16 schools in the state. In the summer of 2000, 187 more schools, and each Regional In-Service Center administered, in almost all cases, two summer training institutes to accommodate the large numbers of teachers. By the end of summer 2000, 267 schools in Alabama had completed ARI training. In the summer of 2001, an additional 162 schools are scheduled to be trained through Alabama's 11 Regional In-Service Centers. In the University of Alabama region, 14 new schools will participate in the summer 2001 ARI Insitute to be held at Hillcrest High School from May 28 through June 8.
Service
The University of Alabama In-Service Center administered two institutes in the summer of 2000, one in Tuscaloosa and one in Livingston. Each institute lasted two weeks with daily sessions from 8:15 a.m. until 4:00 p.m. Approximately 270 presenters trained more than 800 educators from 23 area schools during these two institutes.

Twenty-eight schools, located throughout the county, provide comprehensive, community-based learning centers for students enrolled in kindergarten through grade twelve. The County system also operates a regional education center designed for exceptional students, and a student adjustment center, which is an alternative school for at-risk students. The Regional Educational Center is designed for special classes for the handicapped and the TARGET program provides a challenging curriculum for the gifted student. From an early intervention and preschool program to an instructional program at all levels that combines academic, workplace, technical and social skills, the Tuscaloosa County schools have achieved high levels of results.

Education Roanoke City Schools I t is a well-known condition of contemporary life that most communities balk at new taxes, even for so vital a function as education. Yet, in Roanoke, the City Council conducted several surveys and received an overwhelmingly positive response to enacting a one-cent sales tax for school building construction and renovation. The result has been the construction of a new middle school and the renovation of several existing buildings. A t Roanoke City Schools , we are proud of our achievement in state standardized test scores. The Alabama High School Basic Skills Exit Examination is required of all students in order to graduate from high school. Handley High School recently received a first-time takers' pass rate of 94% in reading, and 92% in both language and mathematics, which is unusually high for any Alabama High School. On the state test given to all students completing Algebra I, our students scored the third highest in all of Alabama and, on the writing assessment given to all fifth graders in Alabama, our students' scores were among the highest in all of Alabama. A ll students in Alabama from grade three through eleven take the Stanford Achievement Test, Edition 9. This test is normalized nation-wide. In all grades, Roanoke students scored above the national average, with some categories being as high as the 82
