Alabama Reading Initiative The Alabama Reading Initiative is a statewide movement anchored by educational leaders from across the state who are dedicated to significantly improving reading instruction and ultimately achieving 100% literacy among public school students.
    • In Alabama there are over 730,000 public school students in grades K-12. The Community Relations Department of Blue Cross and Blue Shield of Alabama is involved with 100 schools with a total enrollment of 59,951 students.
Since 1999, Blue Cross and Blue Shield of Alabama has supported the Alabama Reading Initiative by sponsoring schools through a dollar-for-dollar matching fund arrangement. For additional information, please visit www.alsde.edu Tutorial Program Statistics show reading as our children's weakest subject. Approximately 97,547 students in grades 3-11 scored the lowest levels on the Stanford Achievement Test. In an effort to support our schools in developing better readers, Blue Cross and Blue Shield of Alabama's Community Relations department has implemented a tutorial program to assist schools throughout the state. Our volunteers have tutored at Gresham Middle, Pelham Elementary, Brookville Elementary, Crumly Chapel Elementary and Lewis Elementary, just to name a few.

Public Schools: Children who will be 5 years old on or before Sept. 2 are eligible for admission to public kindergarten. Children must be 6 years on or before Sept 2. to attend first grade. Kindergarten classes are provided in all public schools.
A child's school is determined by the location of the parent's or legal guardian's residence. Students must attend school in the zone they are assigned with the exception of the magnet schools. An application is necessary for assignment to one of the magnet schools in Montgomery. The magnet system is designed to offer alternative curriculums in order to meet the needs of special talents, interests and abilities of Montgomery students.
Busing is used throughout the system for any student who lives more than 2.5 miles from the school they are zoned to attend. Students residing inside this radius must provide their own transportation to and from school. For students assigned to magnet schools, transportation is provided to and from the public school the students would normally be zoned to attend. The students will then be bussed to their neighborhood, depending on residency. There is door-to-door transportation available on specially equipped buses for children with special education needs.

The Madison City School System is located in Madison, Alabama, and serves the cities of Madison and Triana. The System was established in 1998 after separating from the Madison County School System and consists of one high school, two middle schools, and five elementary schools. The system has a 28 million dollar operating budget, employs 380+ certified staff members, and serves 6200+ students whose ethnic break down is 76.2% White, 18.9% Black, and 4.9% Non-Caucasian. Test scores on national standardized tests are above the national average at all schools. The City of Madison, located in North Alabama near Huntsville, experienced a tremendous growth rate of 286% between the 1980 and 1990 censuses and now has an estimated population of 22,000. The population breakdown is 89% White, 8% Black, and 3% Non-Caucasian. Madison is an affluent suburban community, with residents working in highly technical jobs with companies such as SCI, Intergraph, Boeing, as well as the U.S. Army Aviation and Missile Command and NASA. Over 35% of Madison residents hold a four-year college degree while 13.7% hold advanced degrees. The City of Triana, located South of Madison, has an estimated population of 600. The ethnic breakdown is approximately 94.1% Black, 5% White, and .9% Non-Caucasian. Although Triana has not experienced the same growth rate as Madison, it too has benefited from the increase in technology based businesses coming to the North Alabama area. Over half of Triana residents have completed the twelfth grade while 35% to 40% have attained a college degree. A large percentage of its residents work in technology related business and industry.
