    Alabama Beta Delta of Alpha Tau Omega, History of Alpha Tau Omega Fraternity - Click Here As reproduced from a report by the Beta Delta chapter shortly after World War I. In 1819 Congress donated forty-six thousand and eighty acres of land within the State of Alabama for the endowment of a higher institution of learning. At the session of the Alabama General Assembly in 1820 this institution was established, in name only, and future plans were laid. Nothing further was done until the following year when a Board of Trustees was appointed and held a meeting in Tuscaloosa, at which nothing was done except for the discussion of various parts of the projects. In December, 1829, the General Assembly selected Tuscaloosa as the site of the University, and construction of the buildings started in April of that year. The University opened its doors to students for the first time on April 12, 1831. Although it was named the State University, its ranking would hardly be on a par with some of our first class preparatory schools of today. The total enrollment hardly equaled the number found in the average lecture room of today, and the two or three small buildings easily housed the students as well as performing their original intended purpose of being used as class rooms and laboratories. Such was the condition of things for more than a decade after the opening of the University, and during this time there were no Fraternities of any kind, local or national. However, in 1844, a Dr. Barnes, Professor of Physics and Chemistry here at the University and later President of Columbia University, established a chapter of Delta Kappa Epsilon. This was the only fraternity represented until 1856, when Sigma Alpha Epsilon came into existence. The Alabama chapter being the Mother Chapter of this well known order.

    Foreign Law Consultant Rule
    Alabama does not have a foreign law consultant rule.
    Law School Teacher Rule
    Under Alabama Admission Rule III, law school teachers in law schools situated in Alabama which are accredited by the American Bar Association or American Association of Law Schools can be admitted to practice law under certain conditions. A law school teacher must have been a fulltime teacher for a period of three consecutive calendar years prior to the date of application. He or she must also be admitted to the bar of at least one state or the District of Columbia. The law school teacher must also meet the educational requirements set forth in Admission Rule IV. Applicants under this rule must pass a good moral character review and their applications are subject to approval by the Alabama State Bar Board of Commissioners.

    Introduction to Air University Air University plays a vital role in fulfilling the mission of the United States Air Force. To uphold the national purpose and to achieve the nation's objectives, the Air Force must maintain a corps of officers, enlisted personnel, and civilians dedicated to the nation's defense. They must have an in-depth knowledge of war and the military sciences to meet the challenges of today and tomorrow's world. Air University contributes to the development of this knowledge through its professional and specialized education programs, research and doctrinal studies, and degree programs at civilian educational institutions. Before World War II, the only school in the armed services that emphasized the organization and employment of airpower was the Army Air Corps Tactical School, located initially at Langley Field, Virginia, and later at Maxwell Field, Alabama. Although other military schools taught aerial warfare, it was only an incidental part of their curricula. The doctrine for the use of airpowergenerally accepted by the Army Air Forces during World War IIgrew out of the Air Corps Tactical School. At the end of the war, the graduates of this school were instrumental in convincing the nation's defense leaders of the need to create Air University. Air University, in all of its endeavors, serves Air Force personnelofficers, enlisted members, and civiliansto ensure the nation continues its leadership during another crucial period of history. Air University also contributes to the defense of the free world by offering educational opportunities to foreign students. Its alumni are prepared to serve in Air Force assignments, in comparable foreign air forces, and in other governmental positions.

    Mr. Simon retired in 2003, as Assistant Director of Central Intelligence (ADCI/A) and founded IntelligenceEnterprises LLC with three other former senior intelligence officers. The company has practices in homeland security, strategic planning, commercial imagery, foreign language tools, evaluation methodologies, and advanced technology. The first ADCI/A, he was named to his position by the President of the US in 1998. As deputy to the Deputy Director of Central Intelligence for Community Management, he was responsible for setting policy for and overseeing the budgets of the 14 agencies comprising the National Foreign Intelligence Program. He chaired the Mission Requirements Board that approves all of the Intelligence Community's (IC) major system acquisitions and was a founding member and chair of the IC's Director's Board that is responsible for creating an IC collaborative environment. For 10 months after September 11th, he was designated as the senior IC official for homeland security and established and chaired the Homeland Security Intelligence Council. His primary focus has been on the introduction and management of change involving large, complex organizations. Mr. Simon is a native of Montgomery, Alabama and is married to Susan Woods of Tuscaloosa. They have a son, Jay, and a granddaughter, Haley. Interests include Haley, Eqyptology, military history, American history, reading, music, genealogy, golf, and the Crimson Tide. He is writing a book on the late-bronze age battle of Kadesh and conducting research for a military biography of Nathaniel Greene and for a history of the Creek War in Alabama.

    LTC STEVEN M. LYNCH
    Professor of Military Science
    LTC Lynch was commissioned on 11 May 1985 as an infantry officer. He graduated from York College of Pennsylvania where he received a Bachelor of Science degree in Criminal Justice. LTC Lynch also holds a Master of Science degree in Public Administration from Troy State University, Alabama. Among the military schools he has attended are the Infantry Officer Basic Course; Military Police (MP) Advance Course, Combined Arms Services Staff School, Anti-Terrorism Course, and Command and General Staff College. His assignments include a variety of command and primary staff positions. LTC Lynch has commanded an airborne MP company in combat, a garrison law enforcement company, and as a field grade officer a corrections MP detachment. He has served in Europe, Central America, and the Middle East. LTC Lynch’s awards include the Meritorious Service Medal (with 2 oak leaf clusters), Army Commendation Medal (with 3 oak leaf clusters), Army Achievement Medal (with 2 oak leaf clusters), National Defense Service Medal, Armed Forces Expeditionary Medal, Southwest Asia Medal, Humanitarian Service Medal, Army Service Ribbon, Kuwait Liberation Medal, and the parachutist badge.

    Fiscal Year 1998 Appropriations
    The Education Trust Fund Appropriations Act for FY98 (October 1, 1997 - September 30, 1998) was passed during the 1997 First Special Session of the Legislature and signed into law as Act 97-856. The following is a summary of the appropriations contained therein as well as other separate bills that appropriated money from the ETF. The first column of numbers is the amount being appropriated from the ETF. The second column labeled "Earmarked Funds" represents other sources of funds being appropriated through the ETF bill to the listed agency. Other sources of funds may include federal funds, local funds, auxiliary enterprises, revolving funds,and self-generated funds. Important note: "Earmarked Funds" are estimated amounts that have been included for general information only. "Earmarked Funds" appropriated in the ETF bill are not allotted through the state's financial resources management system; therefore, the state does not have control over the amounts received and spent by entities from these "Earmarked Funds."     If you are assigned to the U. S. Army Aviation and Missile Command, check in with Headquarters and Headquarters Company, AMCOM, Redstone Arsenal Support Activity, in Building 3437. If you are assigned to the U.S. Army Ordnance Missile and Munitions Center and School as a permanent party, check in at Building 3300. If you are a student, check in at Battalion S-1 in Building 3458. During holidays and weekends, both permanent party and students should check in at Building 3300.
