Segal, Chair; and Donald S. Wasserman, Member. I. Statement of the Case This matter is before the Authority on exceptions to an award of Arbitrator James E. Giblin filed by the Union under section 7122(a) of the Federal Service Labor-Management Relations Statute (the Statute) and part 2425 of the Authority's Regulations. The Agency filed an opposition to the Union's exceptions. The Arbitrator declined to exercise jurisdiction to address the Union's request for attorney fees. For the following reasons, we conclude that the award is deficient. We set aside the award and remand the matter to the parties for joint resubmission to the Arbitrator for further proceedings consistent with this decision. II.

I went to USMA in the summer of 1989 and graduated in 1993. After West Point, I attended OBC and flight school at the Aviation Officer Basic Course in Fort Rucker, Alabama. Upon graduation in 1994, I was assigned to 3-101 AVN at Fort Campbell, Kentucky where I became the scout platoon leader for B/3-101 for 10 months, support platoon leader for 12 months, and HHC executive officer for 10 months. Following attendance at the Aviation Officer Advanced Course and the Apache Aircraft Qualification Course in 1997-1998, I was assigned to 1-6 CAV at Camp Eagle, Korea as the squadron logistics officer (S-4) for 7 months before assuming command of D/3-6 CAV in October 1998. I commanded the "Desperado" Troop for 13 months. Following my command, I extended in Korea for another 8 months to work in the 6th CAV Brigade S-3 as a plans officer. I started graduate school in the fall of 2000 at the Georgia Institute of Technology. I earned my Master of Science in Statistics in May 2002 and reported to the Department of Mathematical Sciences, USMA in the summer of 2002.

Brief Biography
I was born in Portland, Maine in 1968. I graduated from Edward Little High School in Auburn, Maine in 1987. I entered the United States Military Academy in the summer of 1987. I graduated from USMA in 1991 with a B.S. in Civil Engineering. After college, I attended and graduated from the Aviation Officer's Basic Course, Initial Entry Rotary Wing Course, and Advanced Qualification Blackhawk Course at Fort Rucker, Alabama.. My first assignment as a Lieutenant was with 3-25 Assault Helicopter Battalion at Fort Drum, New York. I served as an Assistant S3, Platoon Leader, and Flight Operations Officer while in this unit. I had the great opportunity to deploy to Somalia and Haiti. Following attendance at the Aviation Officer Advanced Course and Maintenance Managers Course in 1996, I was assigned to C/25 Aviation Intermediate Maintenance (AVIM) Company at Wheeler Army Airfield, Hawaii. I was assigned as the Direct Support Platoon Leader and later served as the Production Control Officer in C Company. I later assumed command of Headquarters and Headquarters Company, Aviation Brigade; I commanded the "War Eagles" for 14 months.

MILITARY AND VETERANS SPECIAL PROGRAMS FOR MILITARY SERVICEMEMBERS/ROTC STUDENTS Fort Rucker Branch Since winter quarter 1983, Enterprise State Junior College has offered college credit courses at Fort Rucker. As a Servicemembers Opportunity College, ESJC provides fully accredited Associate Degree programs for servicemembers and their families at low state tuition rates. Servicemembers are given credit for MOS and/or military schools and experience as well as for CLEP. Army Tuition Assistance is available to servicemembers, along with Pell Grants and other financial aid programs which are offered by the College. Day classes meet Monday through Thursday. Evening classes meet on Mondays and Wednesdays or Tuesdays and Thursdays. All classes are open to anyone enrolled at Enterprise State Junior College. For additional information, call 334-598-3438. SOCAD Enterprise State Junior College is a member of the Servicemembers Opportunity College Associate Degree (SOCAD) network. This program allows a servicemember or his/her spouse and eligible dependents to satisfy designated minimum residency and credit hour requirements at Enterprise State Junior College; upon transfer from this area, the student is allowed to complete degree requirements at another college in the SOCAD network and transfer those credits to ESJC; the degree is then awarded from Enterprise State Junior College. (pdf 151kb) Press Releases Video Clips History Shortly after the end of World War II, the United States military established schools for the children of its service men and women stationed in Europe and the Pacific. Schools for children of military members stationed at various bases in the United States were already well-established. First administered by the military branches they served, the growing number of schools was soon transferred to civilian managers, then organized into two separate but parallel systems: the Department of Defense Dependents Schools (DoDDS) overseas, and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) in the United States. In 1994 the two systems were brought together under an umbrella agency, the Department of Defense Education Activity (DoDEA). Organization The Department of Defense Education Activity (DoDEA) is a civilian agency of the U.S. Department of Defense. It is headed by a director who oversees all agency functions from DoDEA headquarters in Arlington, Virginia. DoDEA's schools are divided into three areas, each of which is managed by an area director. Within each of these three areas, schools are organized into districts headed by superintendents.

    The American Friends Service Committee commissioned an important academic study of the Army JROTC curriculum, entitled, " Making Soldiers in the Public Schools ." This factual report is especially useful to give activists background on the issue, and to share with school board members and curricular committees who are re-evaluating JROTC programs.     Why a written guide to the .mil domain when the Internet has such a fleeting quality and the U.S. military has its own culture of constant reorganization? The answer is the very complexity of the military establishment, the size of the .mil domain, and the increasing inability and unwillingness of the Internet search engines to index the totality of the web, particularly in areas of such specialized and limited interest as military affairs. Since the first edition of this guide was published in 1997, the U.S. military march to use the web for so-called "public affairs" and internal communications and for the conduct of basic business continues. The list of commands or bases who don't have a public Internet presence is getting very small–the scope of activity on the net is so broad now that even a directory of this size only covers the top-level and most publicly relevant sites, ignoring much specialized material "below." Just a year or so ago it was remarkable to note that speeches by Defense Department and military service officials, press releases, and fact sheets were available online 24 hours a day, seven days a week. But now, the novelty of online PR has waned, and it is the regulations and manuals, studies, program descriptions and documents, budget data and business solicitations, and databases and search engines that are increasingly the guts of Internet content.

    Aiming to save money, improve training, and increase its interaction with the public, the National Guard is paying to build computer labs at community colleges where Guard members and civilians can take courses through distance education.
    The National Guard provides its personnel with noncredit, continuing-education courses through distance learning, says Maj. Gail F. Richards, distance-learning coordinator for the North Carolina National Guard. Through its Distributive Training Technology Project, the Guard offers both military courses, such as pilot training and operating rocket launchers, and nonmilitary subjects such as computer training, foreign languages, and first aid, says David M. O'Rear Sr., distance-learning manager for the North Carolina National Guard. The Guard received federal funds for the program because Congress wanted the community-oriented Guard and colleges to complement each other, he says.
    Distance education is the only way the National Guard can meet the training needs of its members, says Major Richards. It's cheaper for the Guard to subsidize distance-learning centers at community colleges than to build and run its own training centers, she says. The arrangement makes it easier for Guard members and civilians to reach training sites, as access to some military bases is restricted. It also encourages both military and academic personnel to recognize what they offer to each other and the community.
