$7.8 Million in Special Education General Supervision Enhancement Grants Awarded to 24 States, Territories and Outlying Areas
More than $7.8 million in grants have been awarded by the U.S. Department of Education to 24 states, territories and outlying areas for special education improvement efforts as part of a competitive process to help reform and improve services for children with disabilities. A total of 42 states, Puerto Rico and outlying territories competed for the awards, known as General Supervision Enhancement Grants. The grants are intended to complement and support the accountability system developed by the department’s Office of Special Education Programs by assisting states and lead agencies to develop and improve their infrastructure for holding states, districts and schools accountable for improving student achievement. "Accountability for improved performance rests at the heart of our efforts to improve American education," said U.S. Secretary of Education Rod Paige. "These awards will help move us toward assuring that our special education programs are offering quality educational services to all students with disabilities so that no child is left behind." Activities supported by the grants include:
  • developing data-driven, evidence-based state monitoring systems that focus on areas that have the greatest impact on better outcomes for children with disabilities;

Thinking Globally While Acting Culturally The conference will follow five strands - Global EE Sustainability and Futures, Joining Together - Partnering in EE, Moving the Field Forward: Research in EE, Reaching Across Audiences: Diversity in EE Programs, and Urban Rural Interface in EE. Strands will feature workshops, concurrent sessions, poster and interact sessions. Keynote speakers will present constructs from the strands. SiteName = 'eelink' OffSite(SiteName); EPA EE Regional Youth Programs President's Environmental Youth Awards (PEYA) recognizes young people across America for projects that demonstrate their commitment to the environment. Application Deadline: July 31st EPA Strategic Plan Input/Comments Request The EPA is soliciting comments on its 2003-2008 Strategic Plan. Adult Basic Education (ABE) ABE Directory General Education Development (GED) GED Requirements GED Test Centers GENERAL EDUCATIONAL DEVELOPMENT (GED) TESTING BACKGROUND: The United State War Department originally developed the GED test in the 1940s for use only with military personnel. The first Alaska GED diploma was issued in 1948. By 1960, more civilians than military personnel were taking the GED Test. In 1966, the new Adult Education Act provided federal funding for ABE and GED programs through the State Department of Education. The GED test was selected by the Alaska State Legislature as the official high school diploma equivalency exam. The test battery includes five separate timed tests, which are proctored under strict test security regulations. Testers must be at least 18 and not attending school. Under special circumstances a tester may test after his/her 16th birthday. By the early 1970s GED test versions in Spanish, Braille, large print, and cassette were developed. On July 1, 1999, the GED program transferred from the Department of Education and Early Development to the Department of Labor and Workforce Development. The statutory authority for this program is the Workforce Investment Act of 1998, Title II, Adult Education and Family Literacy and Alaska State Statute 4 AAC 39.040: Delegations of Authority to Issue Diplomas in Connection with the Adult Basic Education Programs. There are currently 29 GED Test Centers in Alaska. Each Test Center must sign an annual contract with the National Council of Education's GED Testing Service. These Centers are administered by the State GED Administrator who is responsible for test security, transcript archival and retrieval, and the production of GED Diplomas and duplicate diplomas. The GED Test program archives over 80,000 transcripts and responds to over 2,000 requests for official transcripts annually.

MISSION:
The mission of the Adult Basic Education (ABE) Program is to provide instruction in the basic skills of reading, writing, and mathematics to adult learners in order to prepare them for transitioning into the labor market or higher academic or vocational training. Preference must be shown to those learners who are the most educationally disadvantaged. The Alaska Department of Labor and Workforce Development, Employment Security Division annually receives general funds from the State of Alaska to fund the ABE Program and an annual grant from the U.S. Department of Education to supplement this funding. The statutory authority for this program is the Workforce Investment Act of 1998, Title II, Adult Education and Family Literacy and Alaska Administrative Code 8 AAC 99.200 Adult Basic Education Grants.
ACTIVITIES:
The 13 Regional ABE programs, 4 Volunteer Literacy Centers, and 1 Literacy in State Corrections facilities program may provide some or all of the following ABE activities.
