The Even Start Family Learning Centers welcomes families in the Cedar Park and Gruening Park areas to visit the Center. This program can help parents work on your educational goals while your children participate in FREE preschool and

Housing Accessibility Improvement Program Alaska Community Development Corporation Programs and Projects Alaska CDC is a direct provider of housing and energy efficiency programs throughout much of Alaska including Southeast, Southcentral, Copper River Valley, Bristol Bay, and the Aleutians. Click here to get an assistance application for any of these programs Weatherization Assistance Program The Weatherization Program provides materials and labor to qualified home owners and renters, based on income and household size, to complete safety and energy efficiency improvements to their homes. Weatherization measures include "whole house" diagnostics of the building, calculated air sealing, and safety and energy efficiency improvements. Modification of the heating system, insulation, ventilation, doors, windows, or roofing repairs may be included depending on need and available funding. HUD Home Owner-Occupied Rehabilitation The HOME Rehabilitation Program assists qualified homeowners to meet minimum HUD Housing Quality Standards. Eligibility is determined by income and the condition of the home. Funding is provided by HUD through a "loan to grant" formula and by the USDA and/or commercial banks as needed.

The state housing corporation has benefited thousands of Alaskans with lower-cost home mortgages and allowed thousands more to own homes who might not otherwise have been able to buy. It has also nearly repaid the state's original capitalization, and now contributes $103 million yearly to the state treasury. The state of Alaska has invested $1.069 billion in Alaska Housing Finance Corp. since it was formed in 1971. As of last June 30, the corporation has paid $1.053 billion back to the state general fund, according to documents the agency provided to the Legislature. With another $103 million to be paid by AHFC to the state this year, the housing corporation will have repaid the state's investment.

Alaska Housing Finance Corp. has regained about 50 percent of the private home mortgage market in Alaska after losing market share to competing federal programs early in the 1990s. In 1996 and 1997, the state housing corporation's mortgage lending dropped to as low as 20 percent of loans issued. Since then, the state-owned housing corporation has made an aggressive comeback with the help of innovative low-interest programs. By 1998, AHFC's market share reached 30 percent. Two years later, in 1990, the state corporation issued 48 percent of home mortgages. Last year AHFC's share climbed to 48.6 percent, according to a report earlier this year to the House Finance Committee in Juneau.

    A groundbreaking HUD study documents the severe housing needs of the American Indian and Alaska Native (AIAN) population and calls for an increase in public and private investment to alleviate these conditions. Assessment of American Indian Housing Needs and Programs: Final Report is the most comprehensive examination of the housing needs of this group ever performed. It finds that the AIAN population faces more frequent and often more severe housing problems than the non-Indian population. The housing needs and underlying socioeconomic conditions of the more than 2 million Native Americans vary greatly across the States, cities, and the 508 federally recognized Tribal Areas where American Indians and Alaska Natives live. The intensity of AIAN housing needs and problems, particularly in Tribal Areas, is illustrated by the following:
    • Fifteen percent of all AIAN households and 28 percent of AIAN households in Tribal Areas are either overcrowded or lack kitchen or plumbing facilities, as compared to the national average of 5 percent.

    Washington, DC (January 23, 2001) – A new commission created by Congress meets today to start formulating solutions to the crisis in America's housing market. New York State Division of Housing and Community Renewal (DHCR) Commissioner Joseph B. Lynch is among those named to serve on the Commission. "There are over 28 million American households from all walks of life, working families, middle income people, the elderly, the handicapped and others, who do not have access to decent, affordable housing," former Congresswoman and Millennial Housing Commission Co-Chair Susan Molinari said. "The current housing system doesn't work for these people.
