Dr. Vartan Gregorian
, President, Carnegie Corporation of New York, is a distinguished educator, scholar, and administrator. He earned a Ph.D. in history at Stanford University and served as a professor of history and administrator at the University of Texas and the University of Pennsylvania. From 1981 to 1989, he was the President of the New York Public Library, and from 1989 to 1997, he was president of Brown University. He is an outstanding spokesman for the central role that libraries play in education. Dr. Susan Neuman , Assistant Secretary for Elementary and Secondary Education, U. S. Department of Education, is a distinguished scholar and educator. Until 2001, she was Professor in Educational Studies at the University of Michigan in Ann Arbor and Director of the Center for the Improvement of Early Reading Achievement. Prior to joining the Michigan faculty, Dr. Neuman was a professor at Temple University in Philadelphia. She has also taught at Boston College, the University of Massachusetts, Lowell, and Yale University. Early in her career Dr. Neuman was an elementary school teacher and a reading specialist. Equity Assistance Centers (DACs)
The ten Equity Assistance Centers provide technical assistance, information dissemination and staff development to school districts experiencing problems occasioned by their efforts to desegregate and/or to remove barriers to educational opportunity. They help districts to develop and implement plans to end physical segregation of students between and within schools, to develop and implement comprehensive plans to assure equal educational opportunity for students of color and students of other -than-English language backgrounds, and to identify and correct practices that discriminate between boys and girls of all ethnic and cultural backgrounds. DAC services include: identification of resources, conducting needs assessment, short- and long-term training, data analysis for program implementation, policy review and modification, evaluation of programs and processes and long-term planning.
Comprehensive Assistance Centers (CTACs)
The fifteen Comprehensive Centers (CCs) are a network of organizations providing assistance and information nationwide. Their role in this network is to help states, school districts, and schools in "meeting the needs of children served under ESEA (Elementary and Secondary Education Act of 1965 as amended), including children in high-poverty areas, migratory children, immigrant children, children with limited-English proficiency, neglected or delinquent children, homeless children and youth, Indian children, children with disabilities, and, where applicable, Alaska Native children and Native Hawaiian children" (Title XIII of ESEA). The CCs will focus on two priorities, as required by ESEA: assisting Title I schoolwide programs and helping local education agencies and schools funded by the Bureau of Indian Affairs that have the highest percentages or numbers of children in poverty.

Fax (978) 692-4842 School Libraries and Student Achievement A recent study (2000) by James Baughman of Simmons College has shown a direct correlation between the quality of school library programs and student achievement. These findings have reinforced those of earlier studies conducted in Alaska (1999), Colorado (2000), and Pennsylvania (2000). The Simmons Study found that the highest achieving students attend schools with good libraries. The study also found that:
  • At each grade level school library programs increase MCAS scores. At each grade level, students score higher on MCAS tests when there is a higher per pupil book count.
