, Albania (CNN) Protesters in southern Albania had until 2 p.m. Monday (1300 GMT) to lay down their weapons or security forces would be authorized to shoot without warning, the government said. Protest leaders responded by cautioning people to stay indoors. The order was part of a state of emergency declared by the Albanian parliament following two months of civil unrest. The riots and demonstrations were sparked by the collapse of pyramid savings schemes that wiped out many people's savings in Europe's poorest nation. QuickTime Movies Small Frame (748K/17 sec. QuickTime movie As secret police and protesters prepared for what could be another bloody confrontation, the parliament elected President Sali Berisha to serve a second five-year term. The election result, a foregone conclusion, came in the wake of protesters' calls for Berisha's resignation. The vote was 113 in favor to one against with four abstentions, Speaker Pjeter Arbnori announced. Members of Berisha's party hold 122 seats in the 140-seat parliament and Berisha was the only candidate in the previously scheduled vote.

Tirana 1 July 1997. Four major human rights groups stated today that the parliamentary elections of 29 June 1997 in Albania were conducted in a general free and fair manner and called upon the future government to substantially improve Albanian's human rights record and re-establish the rule of law. The Vienna-based International Helsinki Federation for Human Rights (IHF) and three of its affiliates, the Albania Helsinki Committee in Tirana, Human Rights Watch/Helsinki in New York and the Norwegian Helsinki Committee in Oslo monitored the elections in a number of major cities and smaller town including Tirana, Durres, Lushnje, Kavaje, Kruja, Bathore and surrounding areas. Based on our observations and consultations with OSCE election monitors, local NGOs and journalists , we conclude that the elections reflect the political will of the Albanian electorate. Some irregularities were observed, such as incidents of intimidation, incomplete voting lists and a few reported acts of violence including one tragic death. These incidents should be investigated by Electoral Commissions and the police and those found to be responsible should be held accountable. But we believe that these irregularities were not sufficient to question the validity of the vote as a whole.

Web posted at: 9:54 a.m. EST (1454 GMT) Latest developments: TIRANA, Albania (CNN) Albania's military fought with armed protesters in the south Thursday while President Sali Berisha promised that force would not be used to retake towns where the government has lost control. In Rome on Thursday, Italian Foreign Minister Lamberto Dini told reporters Berisha had given his assurance that the army would try to isolate the towns and then try to reach a settlement for insurgents to lay down their arms. Meanwhile, Berisha met in Albania's capital Tirana with political opposition leaders. Attending the Thursday talks were Neritan Ceka, head of the Democratic Alliance, and Skender Gjinushi, leader of the Social Democratic Party two of Berisha's strongest critics.

Army tanks and armored personnel carriers roamed roads in the region and protesters prepared for a violent confrontation.

TIRANA, Albania
In an effort to pacify armed rebellion in the south, the Albanian government agreed Thursday to halt military operations there for 48 hours. In exchange, opposition politicians called on the insurgents to lay down their weapons and accept amnesty. The agreement emerged from more than five hours of talks between President Sali Berisha and most of his political opposition, their first meeting since he imposed emergency rule to crush an uprising by armed civilians who have seized control of the southern quarter of this country. Diplomats praised the talks as a breakthrough. But they and Albanian opposition leaders said the agreement fell far short of the demands for new elections and constitutional reform needed to settle the political crisis jolting Albania. More ominously, reports from Vlore, the southern town that is the center of the revolt, indicated people there immediately rejected the deal. Organized in an ad hoc "resistance movement," rebellious residents in Vlore and other towns have looted army arsenals and are vowing to fight until Berisha resigns. Squared off in a tense confrontation, rebel and government armies have, according to reports from the area, had minor skirmishes, though an all-out offensive failed to materialize. In the last 24 hours, seven people were killed in Vlore, and food supplies, such as milk for children, were beginning to dwindle, residents told aid workers in Tirana.

Four major human rights groups stated today that the parliamentary elections of 29 June 1997 in Albania were conducted in a generally free and fair manner and called upon the future government to substantially improve Albania's human rights record and re-establish the rule of law. We praise the peaceful conduct of the electorate during the elections which demonstrates the Albanian citizens' high level of civic consciousness, political maturity and individual responsibility, and appreciate the professional and cooperative manner in which the Local Electoral Commissions performed their duties. The presence of the Multinational Protection Force and the OSCE monitors helped to create an atmosphere of security in the country. Likewise, we commend the Albanian police for performing their tasks in a professional and non-partisan manner.

TIRANA, Albania (AP) Albanian opposition protesters defied a ban and held a peaceful rally today, while the government ordered armed opponents to turn in their weapons in an effort to squelch new violence after two days of riots. The Interior Ministry responsible for law and order warned today it would respond with force to any resistance from supporters of former President Sali Berisha after clashes Sunday and Monday. Police were authorized to "shoot without warning" if opposed, the ministry said on state television. About 3,000 of Berisha's supporters rallied in the main Tirana square, despite a ban by the Interior Ministry. The protest ended peacefully, but tensions in the capital remained high. Many protesters flashed the two-fingered victory sign as Berisha coupled demands for the resignation of Prime Minister Fatos Nano with exhortations that the demonstrators remain peaceful. Dozens of police cars surrounded the protesters on central Skanderbeg Square, lights flashing and sirens howling. The cars and several police vans were filled with officers carrying submachine guns and wearing stocking masks.

(New York, August 27, 1997)A number of recent events involving the media in Albania highlight the importance of securing freedom of the press and freedom of expression in the country. As a signatory of the International Covenant on Civil and Political Rights, the new government is obligated to ensure that Albanian law and the government's human rights practices conform with international standards. Addressing the following issues would demonstrate a willingness to respect Albania's legal obligations and mark a departure from the human rights record of the previous government. Human Rights Watch/Helsinki is strictly non-partisan and does not favor any political force in Albania or any other country. Our sole aim is to secure guarantees that the Albanian government, regardless of who is in power, respects its obligations under international law. Rilindja Demokratike Freedom of Expression in Television and Radio On August 19, the former speaker of parliament and current MP Pjeter Arbnori began a hunger strike to protest what he considers biased reporting against the Democratic Party on the state television. His action received coverage on state television's news, as have other Democratic Party complaints about media coverage. Under the new government, the state television and radio have generally provided more balanced reporting; nevertheless, Mr. Arbnori's strike underscores the importance of respecting and promoting freedom of expression in the broadcast media.

Last week, the daily “Koha Jonë” became the target of government pressure and intimidation following publication of articles critical of Prime Minister Fatos Nano. Days after the newspaper published the critical commentaries, at least five different government agencies sent inspectors to check its parent media company’s compliance with financial, labor and other regulations. While the inspections may be lawful on their face, their timing, unusual nature and surrounding circumstances raise strong suspicions they are being used to retaliate against the newspaper. “The Albanian government is stepping up the pressure on local media,” said Elizabeth Andersen, executive director of the Europe and Central Asia division of Human Rights Watch. “Financial pressure and other subtle forms of government interference have become commonplace, posing a serious threat to media freedom.”

Sabac - Ministerial Council of the Albanian government approved last night free trade agreement between Albania and FR Yugoslavia.
The obligations that come from the agreement regard the implementation of the Memorandum about Understanding for Trade Liberalization, signed by countries of Southeastern Europe Stability Pact. The agreement between the two countries was a result of regional cooperation process, lead by Ministries of Economy and Finances of the two countries, as well as Ministries of Agriculture, Ministries of Industry and other ministries.
The agreement also implies open negotiations of Albanian and Yugoslav side about Free Trade Agreement with Kosovo. Free Trade Agreement also relates to continued implementation of Albanian government’s program for further trade liberalization.
At the same time, Albanian government basically approved free trade agreement between Albania and Bosnia and Herzegovina.

The highlight of his trip was an unscheduled 20-minute meeting in the White House with US President George W Bush. Bush's National Security Adviser, Condoleeza Rice, was also present. In answer to Albanian concerns about upcoming local elections, the Council came out in support of the electoral law passed by the leftist parliamentary majority and is calling on all political parties to accept the election results. The law has been rejected by most of the opposition parties. Democratic Party Reform Group (DPRG) member of parliament Genc Pollo praised the CE monitors' report while voicing some objections about the electoral law, but Vili Minarolli, a representative of Sali Berisha's Democratic Party, expressed stronger objections on points that had not been considered by the CE. The Council's report also praised the progress made by Albania despite the grave economic and social crisis of 1997, brought about by the collapse of massive pyramid schemes and by the Kosovo crisis of 1999. According to the CE, Albania has managed to establish state authority over the entire country. At the same time, the council called on Albanian authorities to prove to the international community that they are doing their best to find and bring to justice those responsible for the murder of Democratic Party Deputy Azem Hajdari.
