Open Letter to President Meidani:
NAAC Concerned about the Mal-Treatment of the Albanian Citizens in Greece
Washington, DC, March 18, 2002: The National Albanian American Council issued the following open letter to the Albanian President Meidani regarding the protection of Albanian citizens in Greece.
The international and Greek domestic legal instruments prohibit the ill treatment of detainees. The United Nations Convention of the Rights of the Child and the United Nations Convention against Torture and Other Cruel, Inhumane, Degrading Treatment or Punishment explicitly prohibit maltreatment of detainees and call for humane treatment of children who are deprived of their liberty. The government of Greece has adhered to both Conventions. However, as the case of Mr. Tafili shows, the local Greek police continue to mistreat Albanian citizens in violation of Greece's legislation and of relevant international legal standards.
NAAC is deeply concerned about the mistreatment of Albanian citizens abroad and the lack of due legal representation. NAAC also feels that it is the duty of the Albanian Government to protect and represent the interest and the well being of its citizens abroad. Providing legal representation for its citizens abroad is in the best interest of the Albanian Government and consequently of its citizens.
We urge your Excellency to convey our deepest concern to the Albanian Government on this issue. We also urge the Albanian government to take the necessary steps of hiring attorneys within the consulates of its Embassies abroad for the purpose of not only aiding its citizens with consular needs but also representing their interest in such unfortunate cases as the one referred to in this letter.

US Ambassador to Albania, Joseph Limprecht
Chaired by Janusz Bugajski of the Center for Strategic International Studies and Ilir Zherka of NAAC and hosted at the Albanian Embassy by Albanian Ambassador to the US, Fatos Tarifa. After an introduction by the chairs and host, Ambassador Limprecht gave a short address on the current situation in Albania.
Meta Government: Limprecht applauded the Meta government for its ability to accomplish goals and move forward with reform. He noted major improvements in infrastructure, highlighting the recently completed 4-lane highway that connects Tirana to Durres. Additionally, Limprecht emphasized a recent change in the EU's attitude towards Albania and credited the Meta government for the accomplishment. EU was uncooperative and not inclusive of Albania in recent years. It has now become more engaged, and it has, surprisingly to all, indicated its willingness to initiate the stabilization and association process, the first step towards EU integration for Albania. Despite the successes, the government has major issues to address and work on such as enforce the rule of law, fight against trafficking of any kind, etc.
Elections: Recent parliamentary elections in Albania were observed by ODHIR, the Council of Europe, the Presidency of the EU, and other international monitors. Preliminary report recognizes elections as an important step forward, despite some problems especially at the local level. There has been no final observation yet; it is pending the completion of the forth round next Sunday. Most likely the Socialists will be able to form a coalition government, however they will not have a majority vote that will allow them to vote the government by themselves, they will need a coalition. This is especially true for next year's election by Parliament of the new Albanian President. Limprecht expressed his hope that a strong new government will be formed soon and will carry on with the Meta government's reforms.

Ladies and Gentlemen, Please allow me to express on behalf of the Albanian Government and my own, my best wishes for your election as President of IFAD and on this occasion to wish You successes in the leading of our organization to fulfil its objectives. I would like to thank cordially Mr. Fawzi H. Al Sultan for his personal engagement and contribution he has given during as President of IFAD. I would like to confirm that the relations of cooperation between Albania and IFAD have felt the support and direct care of His Excellency Fawzi H. Al Sultan. The Albanian Government considers IFAD as an important donor for the support of the reforms regarding the development of agriculture production, especially in the rural areas, intervening in the infrastructure of irrigation and on the support it has given to the farmers of these areas. During this period Albania profited two loans under two projects, that of the rural development and the project of small-scale irrigation rehabilitation 2001 is the last year of the implementation of two projects.

Distinguished Governors
Ladies and Gentlemen I would like on behalf of the Albanian Government to thank cordially the President IFAD Mr. Bage for the invitation to participate in this anniversary session. In 25 years as an international organization IFAD through its actions in rural community has played a great role for the fighting and reduction of rural poverty in the world. The Albanian Government appreciates the support given by the actions IFAD through the implementation of projects, especially in the mountainous, intervening in the infrastructure of irrigation, support in veterinary service, provision of inputs, extension service and credits for the farmers living in these areas. As a new member States Albania profited two loans under two projects .The main objective of this project was the support of the farmers in the rural areas in order to secure an economical increase in the poor mountain areas in the north east of the country Both projects are considered successful because the have affected in the increase of agriculture production.

Mr. President,
Excellencies,
Ladies and Gentlemen, It is an honor for me to address this Special Session on HIV/AIDS on behalf of the Albanian Government. I would like to take this opportunity to commend the United Nations Secretary General for convening this very important meeting. His report gives us very important recommendations for a strong and determined global response against HIV/AIDS. The participation of so many delegations in this session testifies of the challenge that our countries face today, that of HIV/AIDS which could not be met without joint efforts and adequate resources at the national and international level. Mr. President, After the fall of the totalitarian system in Albania in 1992, Albania joined other countries of the region in building democracy and free market economy. These changes opened the country and gave the Albanians the opportunity to freely move abroad. Since then, our country is cooping with a lot of economical challenges and social problems common to a free society.
The first two HIV/AIDS cases were diagnosed and reported in Albania in 1993. The total number of AIDS cases registered between 1993 - 2000 amounts to 52. Thus, Albania is among the countries with a low prevalence of HIV/AIDS with a tendency of growth. This is based on the following factors:

Dualism and Nervousness in Relations Between Tirana and Skoplje
AIM Tirana, April 20, 2001 The Albanian Government was among the first to side with the Macedonian Government in its problems with the armed Albanian guerrilla fighters who appeared with "UCK" insignia (NLA-National Liberation Army) near Tetovo. The Albanian leaders strongly condemned the violence and extremism of their fellow-countrymen and supported the sovereignty of the Macedonian state. Tirana's support was so unequivocal that it was positively assessed not only by leaders of the European Union and NATO, but also by Macedonia's Prime Minister Georgijevski, President Trajkovski and Foreign Minister Kerim, who publicly thanked the Albanian Government for the support extended. Nevertheless, Tirana and Skoplje had diametrically opposite stand regarding the roots of the latest crisis in Macedonia. While during the entire crisis the Macedonian leadership insisted that events on hills around Tetovo were nothing else but an armed aggression, which came from Kosovo, Albania's leadership, maintained that the crisis was a result of internal developments and accumulated problems because the Macedonian Government failed to adequately resolve the inter-ethnic relations. Actually, despite the harsh condemnation of the Albanian guerrilla fighters in Macedonia by the European Union, NATO, OSCE and Western countries, they were practically unanimous in suggesting that an internal dialogue should be opened between the Macedonian Government and the Albanian political parties with a view to discussing problems of inter-ethnic relations and demands of the local Albanian population, which materialised with the initiation of a dialogue under President Trajkovski's presidency.

Is Macedonian Crisis Moving Towards the Albanian Border?
AIM Tirana, July 26, 2001 No one in important offices in Tirana, whom the AIM contacted, knew whether a Macedonian note of protest had truly been sent to the Albanian Government, which the spokesman for the Macedonian Defence Ministry, Marjan Djurovski mentioned on July 23. According to the mentioned spokesman, the Macedonian protest concerned incidents that happened lately on the border with Albania between Macedonian police forces and armed Albanian groups, which according to the Macedonian Defence Ministry came from Albania. On July 23, the representative of the Macedonian Military addressed the harshest statement to Albania since the start of the armed conflict in Macedonia between Government forces and Albanian guerrillas. He said that Albania's interference in the crisis and support to terrorists would spread the war crisis to the entire region after which it would turn to an undesired direction. Actually, the Tirana officials exercised great caution so as to avoid any possibility of Albania being accused of interference. Albania not only tightened the border control, but from the very start of the crisis officially asked NATO to send teams and equipment for the control of the Albanian border with Macedonia. This produced results.

    This case was brought before the Court on May 22nd 1947, by an Application filed by the Government of the United Kingdom of Great Britain and Northern Ireland instituting proceedings against the Government of the People's Republic of Albania; on December 9th, 1947, the Albanian Government requested the Court to declare the Application inadmissible. In its judgment the Court rejected the Albanian objection and fixed the time-limits for the subsequent proceedings on the merits. The judgment was rendered by fifteen votes to one; the dissenting judge appended to the judgment a statement of the reasons for which he was unable to concur in it. Seven of the Members of the Court, whilst concurring in the judgment of the Court, appended a statement of supplementary considerations. In its judgment, the Court recalls the conditions in which the case was referred to it and, in the first place, the incident which gave rise to the dispute. On October 22nd, 1946, two British destroyers struck mines in Albanian territorial waters in the Corfu Channel. The explosions caused damage to the vessels and loss of life. Holding that the responsibility of the Albanian Government was involved, the Government of the United Kingdom, following upon diplomatic correspondence with Tirana, submitted the matter to the Security Council. That body invited Albania, which is not a Member of the United Nations, to participate in the discussions, on condition that she accepted all the obligations of a Member in a similar case. Albania accepted and, on April 9th, 1947, the Security Council adopted a resolution recommending the Governments concerned immediately to refer the dispute to the Court in accordance with the provisions of its Statute.

This dispute gave rise to three Judgments by the Court. It arose out of the explosions of mines by which some British warships suffered damage while passing through the Corfu Channel in 1946, in a part of the Albanian waters which had been previously swept. The ships were severely damaged and members of the crew were killed. The United Kingdom seised the Court of the dispute by an Application filed on 22 May 1947 and accused Albania of having laid or allowed a third State to lay the mines after mine-clearing operations had been carried out by the Allied naval authorities. The case had previously been brought before the United Nations and, in consequence of a recommendation by the Security Council, had been referred to the Court. In a first Judgment (25 March 1948), the Court dealt with the question of its jurisdiction and the admissibility of the Application, which Albania had raised. The Court found, inter alia Italy v. RFE/RL's Jolyon Naegele, reporting from Tirana, spoke with Albania's new foreign minister and the country's state police chief about the security situation and sends this report. Tirana, 23 September 2001 (RFE/RL) Albania's newly appointed foreign minister, Arta Dade, says her government has guaranteed it support to the United States in its efforts to fight global terrorism. Dade described the attacks on the World Trade Center and the Pentagon as "a monstrous assault" directed not against the United States but against "all values of humanity." But Dade, in an interview with RFE/RL yesterday (Friday), rejected suggestions made in the foreign news media that Albania has served as a haven for people connected with extremist Osama Bin Laden, whom the U.S. considers the prime suspect behind last week's attacks. Dade: "As concerns rumors and talk that Albania might have had some links with some dubious people who were deemed to be linked to some terrorist circles, of course, we throw this down and reject it totally because Albania should not be linked with some other countries which might have links with such terrorism."

By Alban Bala According to a recent survey, the Albanian government is the most corrupt in Southeastern Europe. U.S. agencies working in Albania to help combat the problem say part of the challenge is that corruption is widely tolerated. Tirana, 12 June 2002 (RFE/RL) The Albanian government has drafted an anticorruption bill aimed at stemming the single largest challenge to the country's development since the fall of communism in the early 1990s. The draft bill foresees the creation of a special oversight body tasked with investigating the declared property holdings of some 5,000 high- and medium-ranking officials. It is scheduled to be passed by parliament by the end of the month and is likely to be signed into law shortly thereafter. The proposed body, whose members will be elected by parliament, will enjoy broad jurisdiction extending all the way to the office of the president, and will have access to data from banks and private enterprises. All officials found to have lied about their property holdings, which the bill defines as unclassified information, will be subject to prosecution. Ndre Legisi, the Albanian government's anticorruption minister, said: "[State officials] have been obliged to declare their property holdings since 1993, but the verification of those statements has been a shortcoming of the law. Politicians and high-ranking state officials should not dare to believe their property holdings are beyond any form of control and can be enjoyed irresponsibly."

This meeting is taking place in a very important moment for the countries of Southeast Europe, because of the recent events in the area and particularly the tensions in the Former Yugoslav Republic of Macedonia.
The Albanian Government is following these developments with great concern. Since the beginning of the crisis we have expressed clearly, transparently and in a constructive way our position, which consists in the following points.
Above all and most importantly, Albanian Government fully supports the territorial integrity and sovereignty of FYROM, because we believe this is a principal issue not only for this country, but the region as a whole.
Secondly, Albanian Government has strongly condemned any use of violence and weapons as means to achieve political targets. We think that the use of violence would drive us, not only the involved parties in FYROM, but all Southeast Europe towards insecurity instability.

Dear Colleagues The institutional co-operation we established ten years ago through then North Atlantic Council of Co-operation (NACC), today Euro Atlantic Partnership Council reflected one of the greatest changes in the recent history of mankind. To be frank, at that time we thought that once done with the evil of communism, times ahead would have been easier, with less threats and harder work in order to establish solid democracies and flourishing market economies. Ten years latter we are perfectly aware that this was not the case. Not only hard work was required internally in all of our nations, we also had to cope with old and new evils, both remnants of the past times, but also monstrous organizations that demand their views be imposed on us, on our values and way of life as the horrific events of the 11 of September this year demonstrated. Since day one, Albania considered the attacks against US as an attack against values it stands for. Yet convinced that words are not enough, Albania aligned itself with the world coalition against terror. For this purpose we offered the use of our military infrastructure and made available 500 special troops for possible use in potential operations if need be.

May 16, 2000 Prime Minister Ilir Meta met selected members of parliament Albanian premier held the first meeting with the members of Civil Service Commission, selected by Albanian Parliament on May 3, 2000. This meeting open the official path to the relations between Albanian Government and Civil Service Commission. This commission acts upon the law "On status of civil servant" passed by Albanian Parliament on November 11, 1999. According to this law, Civil Service Commission is an independent institution charged with supervising and managing of civil service in all the institutions acting upon this law. Prime Minister Meta wish the members for a good start of this task, stressing that "this is an important task serving to stabilization and stability of Albanian administration, a factor affecting till now on destabilization of Albania". We reiterate the determination to put to end this reform so important for the administration and the country as well. Why was the Albania-EU Energy Efficiency Centre Created?
The improvement in the supply security, the reduction of the energy consumption in industry, the increasing of energy efficiency in the buildings, the reduction and control on energy losses, and significant economic and environmental gains that will result from the implementation of such measures are very important for the reconstruction of the Albanian Economy and for improvement of the living standard of the population. The primary emphasis of Albanian Energy Policy must be on the effort to reduce the energy consumption through actions and measures to increase the efficiency in energy production, conservation of conventional energy resources and a greater utilisation of renewable energy resources. The Albania-EU Energy Efficiency Centre began as an action under the SYNERGY Programme in April 1993 and in November 1995 the Albanian Government adopted it and established it as a Foundation under the Albanian law. The Centre is a Non Governmental and Non Profit making Organisation that was inaugurated on November 1, 1996. By establishing the Centre, the Albanian Government has fulfilled part of its commitment under "The Protocol of the Energy Charter Treaty for Energy Efficiency and the Environmental Aspects concerned with it", which Albania signed in 1995.

By establishing EEC, the Albanian Government has fulfilled part of its commitment under "The Protocol of the Energy Charter Treaty for Energy Efficiency and the Environmental Aspects concerned with it", which Albania signed in 1995.
EEC is collaborating with other countries to promote and improve the energy efficiency of the Albanian economy and to protect the environment. EEC provides the technical and other expertise to make this possible. It also promotes the use of renewable energy sources, which besides having a lower environmental impact, reduce the rate of depletion of conventional fuels.
EEC is the only specialised institution in Albania that works in the above mentioned fields, and now it has become a self-financed organisation through providing services in the field of the rational use of energy, renewable energies, and its involvement in various programs and activities with the support of the Albanian Government and European Commission. The Offical Stance of the Greek Government on the Question
- Denial of ethnic identity, brutal forms of assimilation, restrictions on the cultural rights and harassment against minority leaders are the main methods employed by Greece against its ethnic minorities. Ethnic Albanians are subject to these treatments as well. - Official Greek allegations that both northern and southern Epirus are historically greek lands are in dispute with the historical facts. The famous King Pirro, who founded the Kigdom of Epir in III. Century AD is called “Barbarian”, namely “not Greek”, in the writings of many greek historians. As the Western sources confirmed, the Epirus region has always been ethnically Albanian. - Even supposing that Cham people cooperated with Nazis during the second World War, the repatriation of the greeks who collaborated with Nazis during the second World War with general amnesties in 1970s as against the violent expulsion of 300.000 Cham Albanians from the lands that bequeathed to them from their forefathers, is bitter evidence of the chauvinist approach of the Greek government against ethnic minorities. - While the Greek political leaders demand from the Albanian government to recognize the minority rights of the Greeks in northern Epirus, they vehemently deny the existence of an Albanian minority in Greece.

    Albanian Government to Set Up Special Taskforce for Talks with EU
    TIRANA, Albania Albania will establish a taskforce in light of the expected start of negotiations on signing a Stabilisation and Association Agreement (SAA) with the European Commission. Minister for European Integration Marko Bello will head the group. Next week, the Albanian Assembly is expected to discuss a proposal by the opposition Democratic Party for a special session focused on the European Parliament's 16 May resolution. The European Parliament called on the Albanian authorities to step up efforts for implementation of vital reforms, in order to enable opening of talks on a SAA this year.
