Albanian Government Satisfied with US Human Trafficking Report
TIRANA, Albania Foreign Minister Arta Dade says this year's US report on human trafficking indicates some progress on that front. He noted Thursday (6 June) that the US State Department’s aannual report moved Albania up from the third to the second tier of countries affected by the problem. He says the report, which ranks 83 countries, has boosted Albania’s image and validated government efforts to curb crime. (Albanian Government - 06/06/02)

I f one thought that ethnic cleansing was accomplished with barbaric violent means (as was the case in 1923, 1955, 1974 etc.), then one should spend the time to focus and learn about the current situation Hellenes of Northern Epirus are living through. After years of pressure from the European Union and the United States, the past two Hellenic administrations followed a policy of "approachment" towards the Albanian side. Of course, such an approachment would find a great stumbling block - the human rights violations against the Hellenes in Northern Epirus. Northern Epirus (although still in foreign hands), was liberated twice this century alone by Hellenic forces. The existence of this huge Hellenic community (ranging in excess of well over 200,000), is now being disputed by the Albanian government, the CIA, and even the Hellenic government! As far as the Albanian government is concerned, their actions surprise no-one. Their dreams of a "Greater Albania", which would include areas of Vardaria ("FYROM") and Kossovo, would be greatly faltered if they faced insurrections or ethnic tensions in the south.

Tirana - Albania On January 23, 1998, in continuation with the decision taken by the Business Advisory Board of SECI, I received a letter from Dr. Erhard Busek, in which, among other things, it was underlined the importance of the foundation of the PRO committees in the SECT participating countries. Immediately after having received the letter I had meetings with Albanian experts who would be interested to participate in the joint work for the establishment of such an institution. Unfortunately, at those moments, the experience did not exist. Turkey and Greece had just taken the burden of founding their PRO committees. Consequently those efforts at that time were not successful, During the fourth meeting of the Business Advisory Board of SECI in Thessaloniki, it was decided that work should continue faster for the foundation of such committees in all the SECI participating countries. I took the responsibility of helping for the foundation of a PRO committee in Albania, Immediately after my arrival in Albania, I organized a group of experts for the preparation of the platform of the Albanian PRO committee. In the meantime we requested assistance and experience from, such countries as Turkey, Czech Republic, European Economic Commission (Will Keenan), EuroPRO, etc. On April 6, 1998 I sent a letter to Prime Minister Fatos Nano, Deputy Prime Minister Kastriot Islami, Minister of Finance Arben Malaj, Minister of Public Works Gaqo Apostoli, Minister of Development and Economic Cooperation Ermelinda Meksi and the General Director of the Customs of Albania Gezim Bleta. I explained to them the importance of the foundation of a PRO Committee in Albania and presented to them the platform prepared by our team of experts.

Web posted at: 11:39 p.m. EDT (0339 GMT) TIRANA, Albania (CNN) Albania's internal strife intensified Thursday as the government moved closer to arresting former President Sali Berisha on charges of fomenting anti-government riots that have killed seven people and injured more than 70. A parliamentary commission recommended that Berisha, a member of Parliament, be stripped of his immunity against arrest. The full Parliament is expected to take up the matter Friday. A defiant Berisha said he welcomed the recommendation. "Twice I have felt proud of myself in 1991 when I saw with my eyes how my people stood up (to communism) and now," said the former president, who called on his supporters to turn out in force Friday for a protest rally that some observers fear could trigger more violence. Earlier Thursday, Berisha led 3,000 supporters of his Democratic Party through the streets of Tirana in a peaceful march. He and his party have denounced the government of Socialist Prime Minister

During a period in which Balkan conflict has once again dominated international headlines two of the region's key neighbours have managed to strengthen their relations through a determined policy of cooperation based on shared concerns and goals. While differences between Greece and Albania still linger, especially on the contentious issue of immigration, both countries' governments have managed to make progress despite historical instability. Constant contact In recent months, leaders from Athens and Tirana have managed to remain in almost constant contact. Albanian Foreign Minister Paskal Milo met with Greek counterpart George Papandreou in August on the island of Rhodes, the final stop of Milo's diplomatic tour of Balkan countries as Chairman-in-Office of the South East Europe Cooperation Process. Milo used the meeting launch proposals for Southeastern European cooperation on conflict in the area: "We are ready to take other steps regarding the Macedonian crisis."

From what I have said you can imagine that Fail Konitza was a highly educated man. He was trained in French schools and received his Bachelor's Degree at the College de Lisieux, University of France. Later on, he received his Master's Degree at Harvard Univesity in the Romance Languages. He was not satisfied with degrees but throughout his whole lifetime he collected and read books and never forgot anything he read. As a matter of fact, he was a walking encyclopedia.

The American government has decided to send Mr. Konitza's remains to Albania at the end of the war. Such courtesies are usually extended only to foreign diplomats who die in active service. This means that Mr. Konitza is recognized as the representative of the Albanian government who died in active service. However it may be, we deeply appreciate that noble gesture gesture of the American government, and we know that Mr. Konitza deserves it. He deserves to find the eternal rest in the country he served all his life so faithfully and so loyally.

    KORCE, Jan 9 (ATA)- By B.Fejzullai, Several projects on the interborder cooperation among Korca region and border regions of Greece and Macedonia will be applied during 2000, sources from the district council told ATA on Saturday. Among these projects can be mentioned the project of cooperation among Korca local government and border regions of Greece and Macedonia. This project is financed by Echo Uverture programme. In framework of the Cross Border programme, financed by the European Union, there will be joint projects also among interborder cities' municipalities. Another project, to be materialized during 2000, will be that of protecting the lake of Prespa e Madhe and Prespa e Vogel (border with Macedonia), aiming at the encouragement and development of tourism in these zones. This project, financed by the World Bank, envisages the organization of several seminars for the development of the protected zones according to contemporary standards.

    Country Description: Albania has undergone profound political change and continues to see significant economic change. The government has restored stability and public order. Facilities for tourism are not highly developed, and many of the goods and services taken for granted in other European countries are not yet available. Entry Requirements: The Albanian government no longer requires visas of U.S. citizens. A passport is required. A 10 dollar airport fee must be paid to Albanian customs officials upon departure. Medical Facilities: Medical facilities are limited and medicine is in short supply. Doctors and hospitals often expect immediate cash payment for health services.     In 1908 the pre-eminent Albanian nationalist, Ismael Kemal Bey, requested Greek troops to advance north to the town of Vlora. Greek Prime Minister Theotokis complied with the request and the boarder, set by this action, was later ratified by the Ambassadorial Conference and the International Control Committee.
    In 1912, 482 years of Ottoman rule came to an end in the region and Epirotean forces liberated most of what would later be termed North Epirus. The Epirotean boarder was set as a line north of the towns of Himara, Tepeleni and Pogrodets.
    In 1913, the Protocol of Florence ceded, to Albania, all of Epirus north of the districts of Delvine and Konitsa. This unjust action of the "Great Powers" which was justified as providing the Albanian state with "..adequate territorial dominion..." was the source of all future upheavals in the region. Epiroteans reacted violently to the situation. Almost entirely Eastern Orthodox Christians, Epiroteans feared leaving one oppressive Moslem government (the Ottoman Empire), for another (Albania).

    A two-day roundtable between local and international organizations and representatives of the Albanian government was held in Tirana on January 9-10 to discuss current issues facing Roma communities in Albania such as education and protection of children's rights in a multi-cultural society and policy-making for improving the situation.
    The roundtable, the first of its kind on Roma issues in Albania, was organized by the OSCE Office for Democratic Institutions and Human Rights (ODIHR), the Council of Europe and the European Commission within the framework "Roma and the Stability Pact for the Southeastern Europe."
    "The involvement of so many national and international agencies is an indication of how important we regard these issues to be," said Alex Finnen, Deputy Head of the OSCE Presence in Albania. "This roundtable is a good example of inter-agency co-operation with the Government of Albania and we thank the government for its involvement, interest and assistance."

    Program Description
    Initiated during the Kosovo crisis in May 1999, OTI's Albanian Transition Initiative (ATI) attempts to strengthen local governments and communities as a first step toward rebuilding a vibrant civil society. The project has the following objectives:
    • To demonstrate the power and possibility of local civic action in Albania through concrete community projects;
    • To instill principles of accountability in democratically elected local governments, particularly as they approach local elections scheduled for late September and early October; and
