In celebration of our first anniversary, we present you the annual report on the state of human rights in our country. Data for the entire year has been included. Of special note is the second half on 1997. We were able to do more work in this period as it followed the elections which took place earlier in the year. As a result of that work, the Albanian Committee Against Violence, Racism and Intolerance came to the conclusion that the situation of the human rights in Albania is very concerning. The government authorities (representatives of the parties of the left coalition) are not able to create the kinds of institutions and attitudes found in a democratic country- i.e. an independent juridical system, respect of the freedom of the press, or the respect of the independence of the local governing. The inability to restore public order and confiscate guns is related to the lack of a clear government platform and the domination of a week professional will. With these facts and the observations in mind, we unfortunately conclude that Albanian democracy is still in a dangerous cross -road.

Yugoslavia
History In 1914, the Austrian Archduke Franz-Ferdinand was assassinated in Sarajevo, the event that caused World War I. In 1918, the kingdom of the Serbs, Croats, and Slovenes was formed. Eleven years later its name was changed to Yugoslavia. In 1928, the political struggle between Serbs and Croats, two ethnic groups, turned violent when the political leader of the Croats was shot by a Serb.
During World War II, Marshal Josip Broz Tito of the Communist Party emerged as a leader. On November 29, 1945, the Federal People's Republic of Yugoslavia was declared. On January 31, 1946, a constitution modeled after that of the USSR was adopted and Tito became the official head of the government.
For a brief period after the war Tito worked with Stalin, but Tito's insistence on Yugoslavian independence got his country expelled from the Cominform in 1948, after which Stalin imposed an economic blockade. This began Yugoslavia's so-called "independent road to socialism."
Up until the breakdown of the Yugoslavian union in 1991, the country was divided into six republics, Croatia, Slovenia, Bosnia-Hercegovina, Macedonia, Montenegro, and Serbia. Also there were two autonomous provinces in Serbia, Vojvodina and Kosovo.

home subscribe current issue search ... search The Albanian House of Cards by Fred Abrahams In early 1993 a journalist with the Albanian Economic Tribune visited Albania's Finance Ministry to collect figures on the country's macroeconomic development. Confident officials provided him with rosy statistics showing that Albania had reduced inflation, stabilized its currency and promoted growth since the first post-Communist government took power in March 1992. In the Ministry's bathroom, however, he discovered another picture. As was common in Albania, old papers lay in a plastic basket for use next to the toilet. Among them was a draft report that presented a far less optimistic picture of the economy than the official figures he had just been provided. Like any good journalist, he took the documents and ran them in his magazine. Later someone joked that this was the beginning of yellow journalism in Albania. Unfortunately for Albanians, it is not much of a joke. After 1992, the Albanian government, Western governments and international financial institutions presented Albania as the "economic miracle of Eastern Europe," pointing to an 11% growth rate (the highest in the region), low unemployment and a stable currency. But nobody mentioned the first drafts of the economic reports that were ending up in ministry wastebaskets. Industrial production was near zero, almost half the GDP was from foreign aid or the remittances of Albanians working abroad, and the trade deficit was soaring.

Albanian scam victims riot, turn on government
January 25, 1997
Web posted at: 9:55 p.m. EST (1455 GMT) LUSHNJE, Albania (CNN) Violence in Albania escalated sharply Saturday when an angry mob beat up riot police and a senior government official appealing for order. (910K/23 sec. QuickTime movie A fraudulent investment scheme, in which critics claim the government colluded, has taken the savings of large numbers of Albanians, enraging the masses and causing widespread rioting against the government. President Sali Berisha Saturday night appeared on state television and made a special plea for calm. He said depositors would get their money back, but appealed for time. "It is not possible to give money to 300,000 people in one day," he said.
Rioters not soothed
Leaders of the riot were not soothed. They overwhelmed police in the provincial town of Lushnje, burning municipal buildings and smashing windows at random. There was little the government could do to stop them. Trying to calm the crowd, Tritan Shehu, Albania's deputy prime minister and foreign minister, arrived Saturday via helicopter and confronted stone-throwing protesters who shouted "Down with the government!" and "We want our money!" A rock struck him in the head, and he was attacked by a man wielding an iron bar, leaving him in obvious pain. He fled to the locker room of the town soccer stadium with his bodyguards and plain-clothes policemen and eventually escaped.

A vote in the Chamber of Deputies the lower house of parliament was scheduled for later in the day. Earlier Wednesday, the Communist Refoundation party confirmed it would vote against the deployment. Prodi did not offer his to step down, as the opposition has demanded, but one outcome of a meeting with President Oscar Luigi Scalfaro could be his resignation. The Communist Refoundation party has repeatedly refused to back the force, which is designed to protect aid to the chaos-wracked country. Prodi needs the party's votes to have a majority in the Chamber of Deputies.
Communists won't budge
Prodi said he would meet with Scalfaro if "the dissent of Communist Refoundation remains." After the speech, a leader of the party, Armando Cossutta, said the Communists would not budge.

Albanian president, opposition sign deal for new government
Elections to be held by June
March 9, 1997
Web posted at: 12:45 p.m. EST (1745 GMT) TIRANA, Albania (CNN) Albanian President Sali Berisha and leaders of both the ruling and opposition parties signed an agreement Sunday calling for an interim government that includes all parties to rule the country until new elections can be held by June. The right-wing Albanian leader had previously refused to include the ex-communist Socialist party, the largest opposition party, in any administration. Berisha also extended by a week an offer of amnesty for Albanians whose protest over failed pyramid schemes has escalated into an armed rebellion. The president announced the proposal Sunday in a televised address just before talks aimed at ending the rebellion resumed in the capital. The agreement was announced shortly after those talks resumed. Berisha ordered the army last week to stop the daily protests against his government, but after an international outcry, called for a 48-hour cease-fire, which expired Sunday morning. In exchange for calling off government troops, the president asked that insurgents turn in their weapons. The angry Albanians, already in control of most of the southern part of the country, pushed northward Sunday while Berisha and opposition politicians held marathon talks to end the crisis that began in January.

New Albanian premier begins talks on new government
March 12, 1997
Web posted at: 12:10 p.m. EST (1710 GMT) In this story: TIRANA, Albania (CNN) Albania's new prime minister on Wednesday began talks on forming an interim government to restore order in a country torn apart by an armed rebellion that has moved northward from its stronghold in the south. Fearing more violence, the Italian, French and British embassies said they would send all non-essential embassy personnel out of the country. A source with the U.S. Embassy in Tirana said the United States was sending diplomats' families out of Albania. On Tuesday evening, beleaguered President Sali Berisha handed the post of prime minister to Bashkim Fino of the opposition Socialist Party. Fino is to run an interim government until new elections can be held. Fino flew in from the rebel-held southern town of Gjirokastar Tuesday night and opened talks on Wednesday with Berisha and political party leaders. Fino is a former mayor of Gjirokastar.
Appointment seen as concession
In a call for reconciliation, the new premier said: "We will aim for understanding throughout the country so that all people embrace each other rather than confront each other with arms and tanks."

March 21, 1997
Web posted at: 7:50 p.m. EST (0050 GMT) Latest developments: TIRANA, Albania (CNN) Rebel leaders controlling southern Albania have decided not to set up a government to usurp power from President Sali Berisha, even though Berisha missed a deadline they set for him to step aside. Representatives from about a dozen rebel-held regions met in Tepelena Friday and repeated their demand that Berisha be replaced by a special multiparty presidential committee, before elections to be held by June. But they backed away from a threat to withdraw support for the caretaker government headed by Prime Minister Bashkim Fino and set up a rival presidential council to rule in the south unless Berisha resigned by Thursday. In a statement released after their meeting, the rebels said they were ready to cooperate with Fino. Fino has rejected demands to force Berisha to leave before the elections. The president has said he'll step aside if his party loses.

Deputy Alksnis Says Feeling Ashamed of the Country
RF Duma deputy Viktor Alksnis spoke at a plenary session of the parliament. His speech was full of distress over the fate of the country.

Before this very session in the Duma I surfed the Internet to see what western mass media were publishing on the Iraqi war. It’s incredible, but Russia wasn’t mentioned in the publications concerning the war at all. On the whole, when it comes to the Iraqi war on the Internet, the place-name of Russia doesn’t exist at all. You can read about positions of Cameroon, Botswana and New Zealand on the war problem, but, sorry, no position of Russia as it sees the war can be found on the Internet
