Alternative Fueled Vehicles and Alternative Vehicle Fuels Driving a car fueled by something other than gasoline or diesel fuel is no longer the stuff of science fiction. In addition to conventional gasoline and diesel fuel, reformulated - cleaner - gasoline and alternative fuels now are sold in many parts of the country. Alternative fuels such as methanol, ethanol, compressed natural gas, liquefied petroleum gas, and electricity produce fewer tail pipe pollutants than conventional gasoline and diesel fuel. Using them could improve our air quality. In 1992, Congress passed the Energy Policy Act to promote the use of alternative fuels. For example, the law requires owners of fleet vehicles to purchase a certain number of alternative fueled vehicles. Congress also directed the Federal Trade Commission (FTC) to issue labeling requirements for alternative fuels and alternative fueled vehicles. Two FTC Rules - the Alternative Fuels and Vehicles (AFV) Rule and the Fuel Rating Rule - require fuel dispensers and alternative fueled vehicles to be labeled with information to help consumers make knowledgeable decisions when it comes to filling up or buying a vehicle. The AFV Rule applies to new and used alternative fueled vehicles that are sold to consumers or leased to consumers for a minimum of 120 days.

The Federal Trade Commission (FTC) prepared this booklet to help you comply with a new FTC rule that requires labeling on alternative fueled vehicles. The Labeling Requirements for Alternative Fuels and Alternative Fueled Vehicles Rule was issued in keeping with a directive in the Energy Policy Act of 1992. The Rule requires you to provide information to potential purchasers of alternative fueled vehicles to help them compare vehicles. The Rule has separate requirements for the labeling of alternative fuels and alternative fueled vehicles. This booklet deals only with the requirements for alternative fueled vehicles (Subpart C of the Rule). A companion booklet Labeling Fuels provides information about the labeling requirements for fuels, including liquid and non-liquid alternative fuels. Requirements
The Rule requires standardized labels on certain alternative fueled vehicles (AFVs) offered to consumers for sale or lease. For new AFVs, the Rule requires that manufacturers prepare and post labels consisting of three parts. Part one must disclose objective information about the estimated cruising range and environmental impact of the particular AFV. Parts two and three must disclose information about AFVs in general. For used AFVs, the Rule requires that dealers post a label with general information about AFVs not specific information about a particular vehicle. The Rule states that manufacturers must place the labels conspicuously on any visible surface. Vehicle dealers must make sure that the labels stay on the vehicle until it is sold or leased.

You've heard the expression, "Don't put all your eggs in one basket." Sound advice, right? But in the vital area of transportation, America (and most of the rest of the world) has ignored this bit of wisdom: the vast majority of transportation for people or goods is powered by petroleum products, i.e. , gasoline or diesel fuel. When petroleum prices are as low as they have been for most of the past few years, that may not seem like such a bad thing. However, looking toward the future, many people are becoming increasingly concerned about the hidden costs of petroleum dependency: that is, those that you pay for at the doctor's office or in your tax bill rather than at the fuel pump. Starting in the last decade of the 20th century, automakers and energy suppliers have increasingly been working together to bring to market vehicles that can reduce our petroleum dependency because they are powered by something else besides gasoline or diesel fuel; these "something elses" are referred to as alternative fuels. Since the mid-1990's, more and more vehicles have started to become available for you to drive off a dealer's lot running on "something else." Far from being experimental or exotic, these cars and trucks are entirely practical transportation, ready for daily use; I've owned

    Why Alternative Transportation Fuels?
    Hawaii depends on imported oil (petroleum) for 100 percent of its transportation energy needs. About 62 percent of Hawaii's transportation fuel demand is for aviation uses; the rest is for ground (30 percent) and marine transportation (8 percent).
    Why is this of concern?
    First, sending our money out of state to buy imported oil doesn't keep the money in Hawaii to create jobs and help our economy.
    Second, since we depend so heavily on oil, Hawaii is extremely vulnerable to an oil embargo, supply disruption or other energy emergency (this is referred to as energy vulnerability, or not having much energy security).
    Third, the more oil is shipped in, the greater the chances for an oil spill. An oil spill of the size of the Exxon Valdez spill in Alaska several years ago could be catastrophic. Although significant measures have been taken to minimize the likelihood or impact of a large oil spill in Hawaiian waters, the fact remains that each and every shipment carries with it a ceratin amount of risk, and the more shipments there are, the more likely it is that a large spill could happen. The impact on tourism, our most important economic sector, could be extremely severe and could last for several years.

(b) To the extent practicable, agencies shall use alternative fuels in all vehicles capable of using them. www.arb.ca.gov Editor's Note: Alternative Fueled Vehicles Available For Test Drives at Rose Bowl As many as seven light-duty passenger vehicles powered by methanol, compressed natural gas and electricity will be on parking lot F of the Rose Bowl for test drives and photograph opportunities by automotive and environmental writers on Friday, June 14 between 9 a.m. and 11:30 a.m. The test drives are being offered as part of the Alternative Fuel Vehicle Test Clinic sponsored by the University of California, Davis Institute of Transportation Studies. The clinic is being conducted to better acquaint as many as 300 Southern California residents with the driving and refueling characteristics of alternative fuel powered vehicles. Those vehicles are likely to be available in the near future, as a result of Air Resources Board (ARB) low emission rules. Also available will be ARB and institute experts on alternative fuel vehicles and transportation to answer questions about the vehicles and their likely effect on the driving habits of Southern Californians. To reach the Rose Bowl, take the Seco Drive exit from Interstate 210 and proceed west into Brookside Park until it intersects Arroyo Blvd., proceed north on Arroyo until you reach the Rose Bowl. WASHINGTON Gas guzzlers are hitting the brakes as the Air Force shifts gears toward alternative fuels. Look for fewer traditional gasoline fuel pumps and more electrical charging stations in the n ext few years. That was one of the messages when the Air Force sponsored the Department of Defense's first Alternative-Fueled Vehicle Workshop. It was held in conjunction with the Department of Energy's Fourth National Clean Cities Stakeholders Conference and Exposition here. "This was the first significant presence we've had at a clean cities conference," said Lt. Col. Dave Shepherd, chief of vehicle environmental policy for the Air Staff. "From the Air Force's perspective it was very beneficial. As we participate in this type of event we learn from our partners in the other services and civil government as well as the fuel providers and vehicle manufacturers." The DOD workshop involved 70 people from all the services and the Defense Logistics Agency. It bought together the service-level transportation people and engineers to discuss regulations and share success stories. "Not only was it an educational process, but in some cases, we were able to get some initial agreements to work together and solve problems," Shepherd said. "It was a tremendous sharing of information that started at the workshop and continued through the clean cities conference."

ENVIRONMENTAL HEALTH AND SAFETY OPERATIONS GUIDE
Alternative Fueled Vehicles Although liquid hydrocarbon fuels, such as gasoline, are efficient and easy to handle, they are a finite energy source and a cause of various pollution problems. Alternative fuels, however, such as compressed natural gas and propane, are widely available and offer few emission problems. Based on these findings, the Clean Air Act of 1990, and the Energy Policy Act of 1992, UTSA is developing a fleet of alternative fueled vehicles. NOTE:
Alternative fueled vehicles must be refueled by trained personnel. Employees should not refuel their alternative fueled vehicles themselves until they have received the proper training.
  • Compressed Natural Gas: Compressed natural gas (CNG) is a plentiful domestic fuel that is very affordable. Seventy cents of natural gas possesses the same amount of energy as one dollar of gasoline. CNG also produces low tailpipe emissions, no evaporative emissions, and low refining energy. Unfortunately, however, CNG requires bulky gas cylinders and higher cost vehicles. CNG vehicles must be tested and inspected annually for corrosion, pressure, and possible gas leaks.
    Propane: Propane is a by-product of gasoline, but it can also be extracted from natural gas. Propane offers slow evaporative emissions and virtually complete combustion.

ALTERNATIVE FUEL VEHICLES
The use of motor vehicles for transportation accounts for approximately two thirds of all U.S. petroleum use and is responsible for more than one quarter of the greenhouse gas emissions which have been linked to global warming. In Southeast Florida, the primary pollutant of concern is ozone and because motor vehicles account for nearly 50% of all air pollution in South Florida, we need to protect our future air quality by not only making more responsible transportation choices for clean air , but also thinking forward to the future and utilizing alternative fuels and alternative fueled vehicles. The Planning and Mobile Sources Section is thinking towards the future and promoting the use of alternative fueled vehicles such as electric and compressed natural gas (CNG) powered vehicles in Broward County. The section works with EV Ready Broward , the Florida Gold Coast Clean Cities Coalition and Broward County's Energy Management Section in promoting the use of these advanced vehicles in Broward County.

As you may remember from last month's article on Alternative Energy Sources, an alternative source of energy is considered to be anything other than gasoline, oil, and coal. Many alternative energy sources can be classified as fuels, which are used for general electricity needs and transportation. Vehicles that use alternative fuels are known as alternative fuel vehicles. Have students read the following article and do research on companies that manufacture alternative fuel vehicles. Students should make a list with a detailed description of vehicle make and model, type of fuel used, mileage range and environmental benefits. Explain to the students that by doing this research they will learn about a very significant way of protecting the air and that people demonstrate Kindness whenever they make changes in their lifestyles in order to benefit the environment.
