NESEA is looking for teachers to pilot test a new high school curriculum on alternative fueled vehicles. We are looking for teachers in various sized communities, two each of large, intermediate, and small size. The curriculum will guide students as they research and then graphically display the roles various alternative vehicles may assume in their community in the near future. It will be designed to meet national standards for technology education with a focus on how technology and society interact. Car Buying guide Alternative Fueled Vehicles Driving a car fueled by something other than gasoline or diesel fuel is no longer the stuff of science fiction. In addition to conventional gasoline and diesel fuel, reformulated - cleaner - gasoline and alternative fuels now are sold in many parts of the country. Alternative fuels such as methanol, ethanol, compressed natural gas, liquefied petroleum gas, and electricity produce fewer tail pipe pollutants than conventional gasoline and diesel fuel. Using them could improve our air quality. In 1992, Congress passed the Energy Policy Act to promote the use of alternative fuels. For example, the law requires owners of fleet vehicles to purchase a certain number of alternative fueled vehicles. Congress also directed the Federal Trade Commission (FTC) to issue labeling requirements for alternative fuels and alternative fueled vehicles. Two FTC Rules - the Alternative Fuels and Vehicles (AFV) Rule and the Fuel Rating Rule - require fuel dispensers and alternative fueled vehicles to be labeled with information to help consumers make knowledgeable decisions when it comes to filling up or buying a vehicle. The AFV Rule applies to new and used alternative fueled vehicles that are sold to consumers or leased to consumers for a minimum of 120 days.

CNG (Compressed Natural Gas)-
Compressed Natural Gas Vehicles are offered for lease by GSA and provide the user with a vehicle that has up to 90% cleaner emissions. There are two kinds of vehicles offered, dedicated CNG and Bi-fuel which provides gasoline backup. The major block to implementation of a CNG program at your park may be the lack of fueling infrastructure or concerns about the vehicles range. Dedicated vehicles work well in applications such as town run vehicles, local service and the like. The range of dedicated vehicles are between 110 to 220 miles. A bi-fuel vehicle however often has a range greater than a liquid fueled vehicle as it has two fuel reservoirs. A bi-fuel give the user a comfort edge and the ability to use the vehicle for longer trips while operating on CNG in the local area. At Channel Islands NP 40% of the mainland vehicles are CNG and they record 56% of the monthly mileage almost exclusivly on CNG. CNG vehicles can be fueled at a fast fill service station, or you can install a slow fill (1 gph) pump which can fill up to two vehicles. One of the side benefits of a CNG vehicle program at your park is that as the vehicles are fueled "off duty", the time required by your employees to fuel vehicles is reduced. When you think about the hidden costs of an employee to stand by the pump at the gas station, a CNG vehicle becomes more cost efficient.

WHAT'S NEW
Smog check stations are being required to replace out of date gas analyzers with ones that will be able to use a vehicle's On Board Diagnostic (OBD) system to conduct an inspection of the vehicle's emission control system. Model Year 1996 and newer cars will be tested this way beginning in the spring or summer of 2002.
The Mobile Sources Program of the Bureau of Air Quality Planning develops and implements strategies to control air pollution from motor vehicles. Nevada's major population centers (Las Vegas, Henderson and the Reno-Sparks area) suffer the effects of heavy vehicle usage, including air pollution. Thus, most of the Mobile Sources pollution control strategies apply to Clark and Washoe Counties where these large cities are located.
The Mobile Sources programs (see below) focus on the reduction of tailpipe and evaporative emissions from on-road vehicles. Gasoline and diesel vehicles of all weights are regulated. Three major programs are currently in place: vehicle inspection and maintenance (smogcheck) in Washoe and Clark counties; random roadside testing of heavy-duty diesel vehicles; and alternative fueled vehicles in fleets. Some of these programs are managed jointly with the Nevada Department of Motor Vehicles (DMV).

The origin of the automoble can be traced to Europe. However, it first became more widely developed in America in the early 1900's through pioneer automakers like Ransom E. Olds and Henry Ford. Although a few people diliked these new "horseless carriages," many approved of this new machine because it would replace horse-drawn carriages. They would no longer have to stand up to that horrible stench left from horse droppings and swarms of disease-bearing flies. However, this idea was obviously short sighted, because their one invention built for comfort and less "pollution" caused more through its emissions. Obviously this problem of pollution emitted from the car needed to be solved, and thus came about the idea of alternative fueled vehicles. (2) The Secretary, in consultation with the Administrator of General Services where appropriate, may permit a Federal fleet to acquire a smaller percentage than is required in paragraph (1), so long as the aggregate percentage acquired by all Federal fleets is at least equal to the required percentage. (3) For purposes of this subsection, the term "Federal fleet" means 20 or

April 21, 1993 By the authority vested in me as President by the Constitution and the laws of the United States of America, including the Energy Policy and Conservation Act, as amended (42 U.S.C. 6201 et seq.), the Motor Vehicle Information and Cost Savings Act, as amended (15 U.S.C. 1901 et seq.), the Energy Policy Act of 1992 (Public Law 102-486), and section 301 of title 3, United States Code, it is hereby ordered as follows: SECTION 1. House Bill 2161, passed by the 1995 Kansas Legislature, was signed into law by Governor Bill Graves on May 17, 1995. Section 1 sets the percentages of state fleet light duty vehicle purchases to be alternatively fueled at:
    10% of those acquired in model year 1996
    15% of those acquired in model year 1997
    25% of those acquired in model year 1998
    50% of those acquired in model year 1999
    > 75% of those acquired in model year 2000 and beyond
The provisions of this section shall apply only to light-duty vehicles ( GVW of less than 8,500 pounds) in the state fleet operating primarily within a metropolitan statistical area or a consolidated metropolitan statistical area of 250,000 population or more. This includes Kansas City (Johnson, Leavenworth, Miami and Wyandotte counties) and Wichita (Butler, Harvey and Sedgwick counties). Sections 2 through 5 establish an alternative fuels loan program to assist government agencies, except at the state level, in purchasing new alternative fueled vehicles, converting existing motor vehicles, or constructing fueling facilities. This program would apply to counties, cities, school districts and other governmental units, including public transit agencies. No funds have been allocated for this program.

With the passage of Senate Bill 1004 (44th Legislature, Seventh Special Session, November 2000), all alternative fueled vehicles, (except electric, solar and hydrogen powered), registered in or used to commute into area A (metro Phoenix) or area B (metro Tucson) are required to be emissions tested before the vehicle can be registered. There is no exemption for new vehicles. What if I do not live in Greater Phoenix or Metropolitan Tucson? Vehicles not registered in area A (greater Phoenix) or area B (metro Tucson) or used to commute into those areas are not required to be emissions tested. What are alternative fuels? Spring 2000 Credits Help Meet Alternative Fuel Vehicle Requirements by Mitch Bryman USAEC Northern Regional Environmental Office A cleaner diesel fuel made from renewable oils can now help Department of Defense (DoD) fleet managers who must buy alternative fuel vehicles to comply with federal energy regulations. A recent change to the Energy Policy Act of 1992 (EPACT) lets federal agencies use biodiesel fuel credits to meet up to 50 percent of their alternative fuel vehicle purchase requirements. These credits are available to those federal fleets required by EPACT to include a certain percent of alternative fuel vehicles when buying new vehicles. These requirements are set forth in Executive Order 13031 - Federal Alternative Fueled Vehicle Leadership - and apply to many nontactical vehicle fleets in urban areas. Affected DoD fleet managers can take advantage of biodiesel fuel credits rather than purchasing alternative fuel vehicles. What Is Biodiesel Fuel? Rudolf Diesel stunned scientists at the 1900 World's Fair when he used peanut oil to fuel his newly disclosed engine. After Diesel's death in 1913, the idea of using vegetable oil to fuel engines became obsolete. It wasn't until the oil crisis of the 1970s that vegetable oil engine fuel was again given serious attention.
