The Governor, who is also the Coordinator of the mentioned commission, will assess the level of development of the tasks which has been carried out by the provincial commission. The team led by Mr. Kussumua, also comprises the Education Deputy Minister, Pinda Simao, in representation of his chief, Burity da Silva, and the Portuguese Ambassador to Angola, Fernando de Oliveira Neves.

The Angolan army and Unita rebel leaders agreed on Friday, March 15, to end Africa's longest-running conflict, less than three weeks after the death of the man who launched the rebellion in 1975, Jonas Savimbi, the two sides announced in a joint statement. It said the agreement was reached during a meeting attended by military officials and Unita leaders in the village of Cassamba in Moxico, the eastern province where Savimbi was killed. "On March 15, the first official meeting between the armed forces of Angola and National Union for the Total Independence of Angola (Unita) took place in Cassamba" and led to "the end of hostilities in the country," said the statement, released by the Angolan presidency.
Angola's government late on Wednesday, March 13, had ordered its forces to halt attacks on Unita rebels as of the following day, and said it was prepared to offer an amnesty to rebel fighters. The government indicated the move was aimed at establishing a dialogue with Unita with the ultimate goal of achieving a definitive ceasefire.
The announcement gave no indication when or where a formal ceasefire agreement may be signed. The meeting was attended by the deputy chief of staff of the armed forces, General Geraldo Nunda, and the commander of Unita forces, Abreu Kamorteiro. Government sources said it lasted about four hours and the two sides agreed to meet again on Monday, March 18, in the Moxico capital of Lwena. Kamorteiro decided to base himself in Lwena to help implement a ceasefire and Unita's demilitarisation, something the army pledged to facilitate, the sources said.

ANGOLA: Government welcomes church peace initiative
The Angolan government has responded to the Campaign against War in Angola which the Catholic church and the Open Society Foundation launched last month. The campaign sent a clear message both to the government and the UNITA rebels that they should lay down their weapons for the sake of all Angolans.
Interior minister Fernando da Piedade Dias dos Santos, quoted in the state newspaper 'Jornal de Angola' on Oct 4, said everyone in the government agreed on reaching peace through dialogue. When asked whether the church's campaign clashed with the government's plans, the minister said they did not clash "because during the first contacts we made with all the political parties and the churches, we asked that we all be allowed to participate together in the spirit of creating a culture of tolerance among citizens".
The minister's remarks come as a surprise after a generally negative response to the campaign in the
government media. State television described it as a campaign by the opposition. The head of the Catholic church in Angola, Archbishop Zacarias Kamwenho, objected strongly to the report, insisting that the church was taking a non-party political stand. The Catholic Church is a respected social force in Angola, and it would be difficult for the government to distance itself publicly from the message of the campaign. But, according to reports, despite the reconciliatory words of the interior minister, there was no suggestion that the government would alter its stated goal of a military victory against UNITA.

LUANDA The Angolan government and the UNITA rebel group signed a cease-fire agreement Thursday as a first step toward ending Africa's oldest civil war, a conflict that began as a proxy battle between Cold War superpowers and went on to claim at least a half million lives.
Rebel and government leaders signed the pact in a ceremony at the Parliament in Luanda, as white flags flew outside.
The government declared today a national holiday in recognition of the landmark agreement.
Hundreds of guests, including foreign ambassadors and U.N. officials, attended Thursday's signing. British Foreign Secretary Jack Straw called the cease-fire a "historic step forward."

LUANDA The Angolan government announced Wednesday it was halting offensive military actions against the UNITA rebel group to allow contacts between the warring sides aimed at ending the country's long-running civil war.
The foes have "a singular chance" to negotiate a cease-fire and resume implementation of a collapsed 1994 peace accord, a government statement said.
The move came after the army killed UNITA rebel leader Jonas Savimbi last month and captured dozens of the group's senior officers.
The government said UNITA must disarm before the southwest African country could return to the United Nations-brokered peace agreement, which unraveled in 1998 when the two sides resumed a two-decade civil war.

LISBON, Jan 19 (Reuters) - Cuba has sent advisers to Angola, where it once had thousands of troops, to help the former Marxist government of President Jose Eduardo dos Santos in its fight against UNITA rebels, a Portuguese newspaper reported on Tuesday. Diario de Noticias said that up to 200 advisers, including some senior military officials, were believed to be in Luanda. It gave no source for its report and did not say when the advisers had arrived. Some Cuban officials were also reported to be in the central highland town of Malanje, which has been under attack for weeks by UNITA troops, the newspaper said. Cuba backed dos Santos' Popular Movement for the Liberation of Angola (MPLA) for some 15 years during the first Angolan civil war, which started before the country's independence from Portugal in 1975. A first peace treaty between the MPLA and UNITA, once backed by the United States and South Africa, broke down after rebel chief Jonas Savimbi refused to accept the results of 1992 elections in which dos Santos was elected president. Another United Nations-brokered truce was achieved in 1994, but that collapsed shortly before Christmas last year, plunging the oil and diamond-rich country back into civil war.

The Committee to Protect Journalists (CPJ), an independent organization of journalists dedicated to the defense of press freedom worldwide, is once again writing to protest your government's brutal repression of the independent Angolan press.
On August 9, 1999, four plainclothes police officers from the Criminal Investigation Department (DNIC) raided the studios of Radio Ecclesia, a Roman Catholic FM station in Luanda, while the station was rebroadcasting a BBC interview with UNITA leader Jonas Savimbi. Armed with search and arrest warrants, the police officers seized Radio Ecclesia's transmission equipment and the recording of the BBC interview. They then arrested chief editor Paulo Juliao and two other Radio Ecclesia journalists, Laurinda Tavares and Filipe Joaquim.
The three men were held at DNIC headquarters for about four hours and were interrogated separately. The interrogators accused them of "disseminating dangerous information" and "threatening public security," and questioned them about their political views.
