CONSULTANTS TOLD TO BEGIN AIRPORT DESIGN

Word from London is that Scott Wilson Kirkpatrick, the consultants for the expansion of the Wallblake Airport, have been requested to proceed immediately with the detailed design work and to refine the cost estimates within the agreed funding amount. According to a press statement on the talks between the Anguilla delegation and UK officials, consensus was reached on a planning figure for the project but the amount was not disclosed.
It was stated that various options were presented by the consultants for the design and supervision of the project and that consensus was reached on positions to take forward, refining the options to two. The discussions focused on the affordable option that best meets the development objectives of Anguilla, with the UK Government officials agreeing to put forward a proposal for borrowing to Baroness Amos, Minister for the Overseas Terriroties, for her consideration. The London officials also agreed to work closely with the Government of Anguilla in an initiative to determine the availability of European Development Funds for the project and to access those funds as soon as possible. It was also agreed that the Department for International Development would continue to fund the airport project consultants and the Anguilla Government would finance construction, land acquisition and related costs.

80 COMPUTERS, 30 PRINTERS FOR SCHOOLS

The Anguilla Government was presented with eighty computers and 30 inkjet printers which were distributed to the six public primary schools where Information Technology is part of the curriculum. The equipment was provided by The Mount Sinai School District of New York.
A Handing-over Ceremony was held at the Valley Primary School on Monday February 10 and was attended by education officials from the Ministry and Department of Education as well as the Principals and staff of the schools. The event also marked the opening of a two-week Integration of Technology in the Classroom Workshop which is being conducted by Robert Petrilak and Jennifer Bontempi, of The Mount Sinai School District, along with six support persons from the Government’s Information Technology Unit and the Education Department. There are 14 workshop participants from the schools.
Minister of Social Development, Eric Reid, described the occasion as a demonstration of partnership in its truest sense. He said the Anguilla Government was committed to ensuring that future generations were equipped with the necessary tools to function and survive in a technological world.

of All the Anguilla Beaches?"
That's a question we were asked a lot. You see, we had visited all 33 Anguilla beaches during the 30 days we were here (amazing that such a teeny speck of a Caribbean island in the BWI (British West Indies), a mere 35 square miles, could have so much sand!). And I don't just mean that we saw them. We walked them. We swam, snorkeled, and snoozed on them. We watched terrific boat races (Anguilla's national sport, and August is the biggest month for boatracing). We ate at some wonderful restaurants on Anguilla beaches. And we slept every night in a serene, comfortable villa on a very secluded beach... Barnes Bay. (Even many of the locals weren't sure where Barnes Bay was, so on an island that's considered secluded, that's really secluded!) There's nothing like being lulled to sleep by ocean waves every night. And my dad? Well, he really liked the Anguilla beach bars. Something about "great rum punches..." Anguilla beaches have so much to offer everyone... warmth, sunshine, peace, parties. Roast and laze in a beach chair or snorkel till your feet cramp. So what was our favorite of all the Anguilla beaches, after a month of exploration and play?

Offshore Companies and Financial Services in Anguilla
We come from heavily overtaxed Canada, so "offshore banking" and "offshore companies" and "offshore investing" and "tax havens" are interesting topics. Forming an offshore company is something I wish I knew about years ago. Of course, it wasn't so easy then.
("Nori's dad" here she's letting me write this section of the site. It's a topic that captivated me soon after I understood how Anguilla manages its own affairs... and what it offers others.)
In Canada, "financial services" means that we hire accountants to figure out whether we get to keep any of our money that we made last year! We are heavily taxed and government is wasteful (current example as I write this... a supposed $2 million dollar self-financing government gun registry has now cost taxpayers $1 billion - and guess what - the bad guys still have guns!).
So, while we discovered Anguilla due to a weird "touristy" combination of a great little book ( A Trip to the Beach by the Blanchards) and a friend who coincidentally has a home on Barnes Bay's beautiful beach, I became very interested in Anguilla's political and financial model, its tax haven status, very quickly. Bottom line...

It was organized by the Government of Anguilla, the Anguilla Christian Council and the Anguilla Evangelical Association. Governor Peter Johnstone described the events in America as a horror movie that no one could believe but that gradually sank in as reality that had caused immense destruction and loss of life on a country that prides itself on homespun democracy. He described the enormous sadness, sympathy and effort to be with the people who have suffered, and the bravery that has followed. He suggested that Anguillians will need to be sensitive to visitors' feelings as so many of the tourists visiting the island are from the Eastern seaboard. He ended his talk with the words, "God bless America." The Chief Minister, Osbourne Fleming described the outpouring of love and togetherness that has resulted from the tragic events, noting that this is a lesson for everyone and we all need this outpouring of love. He described how the USA has touched the lives of everyone in some way or another and he thanks the US for all they have done and wants them to know that we are concerned. The repercussions on tourism and the economy were also included in the Chief Minister's brief talk. "When I look at what happened we are nothing," he said, "it behoves us to live as if each day is our last."

ANGUILLA: LOST OR FOUND
The passage of time and the election of new governments lend credence to the old saying that some former colonies have taken the longest, most difficult and tortuous road from colonialism to colonialism. Anguilla today, thirty-four years after its revolution is no exception. Our known history is one of deprivation, manipulation, exploitation and socio-political disenfranchisement. The end result is a people living in relative poverty yet refusing to accept the causal factors, because we were taught to believe that there is a loving and caring mother in England. This is the reason why our politicians see it fit to keep quiet on issues that significantly affect our daily lives. In the silence they are enriching their inner circle of friends, while the rest of the country remain confused and stripped of its dignity. Since the passage of Hurricane Luis very little has happened in Anguilla. There are those among us who went from end to end of this island preaching that the problem was the previous leader’s relationship with his handlers in London. A reasonable rational line of thought at the time would have questioned why were those handlers punishing an entire island because its leader was unacceptable. This question was never asked and a new government was elected. Presently many people including our present leaders are shocked to discover that very little has changed in the relationship. In reality the change of government has meant moving from one extreme in governance to another, we have moved from a situation where the leader could not keep his mouth shut to one where the leader suffers from locked jaw. We have moved from a government with opinions on everything to one where it is fair to assume that conceptual thinking is absent.

Well now, of course every institution uses the device of the Committee whenever needed for the vital purposes of delay and obfuscation. Actions are simply taken; inaction is achieved by reference to Committee. In severe cases of need to look like something is happening, Washington or The Valley (Anguilla's capital) will name a "Task Force", to give a somewhat beefier tone. We do not wish to imply that only Governments use the Committee device: Wall Street firms found swindling their clients will surely appoint Committees to investigate.
Our Staff Chief Political Expert (on duty at all hours) believes that in the U.S. a classically beautiful example of political muck-up may call for a major Committee fairly soon. The looming problem is that Iraq has just produced a huge number of neatly-printed papers responding to the UN's demand for an account of all Weapons of Mass Destruction on hand. A clever touch is the inclusion of some CD-ROMs – what looks more belief-compelling?
So, what's the problem facing the Bush Administration and its hawks? Well, they have declared that the Iraqi declarations will be false – and on the record, that's more than likely. But, and it is a big fat but [proofreader: note there is only one "t" in "but"], the hawks also say – so far – that they will not release their evidence of falsity because it would "prejudice their sources". That's a weak tea for world consumption. "We know you're lying but we won't prove it" is not going to look good on the world's TVs. We recommend a Committee, or better, an International Task Force, before looking really foolish.

Beal Aerospace questions progress
of Spaceport deal with Anguilla

FRISCO, TexasBeal Aerospace today voiced frustration at the continued lack of significant progress in its three-year effort to get approval for a commercial spaceport on an uninhabited Anguillean island. A press release issued by Beal stated that other countries in the meantime are vying for the project, which would bring significant economic benefit to their communities. "We were told by British authorities in late 1998 that approval would be forthcoming within a specified number of weeks," company Director of Corporate Affairs, Wade Gates, was quoted as saying in the release. "It is now March of 2000, and very little progress has been made. In fact, no one will tell us how long this will take or how much it will cost. There is no light at the end of the bureaucracy tunnel," he said. The company is negotiating with other countries for launch operations. Company officials are in continued discussions with the Guyana government for a facility on the country's remote northwest coastline. Beal has also entertained offers from Brazil, which built its own launch facility just south of the equator, and others. "It's very frustrating for a company like Beal Aerospace, which proposes to build the first privately funded spaceport in the world," Gates said. "This is a sound project that will cost the host country nothing, yet will provide incredible economic investment and international recognition. It's mind-boggling that approval of our Sombrero Island proposal, which could mean so much to the 10,000 residents of Anguilla, has been stalled."

Anguilla's National Flag Until 1967, the only flag flown in Anguilla was the Union Jack of Great Britain. The 1967 revolution prompted the introduction of another flag, featuring two mermaids with a shell between them. This flag was sent by a group of Anguillians living in San Francisco and was hoisted when the Statehood flag was torn down. It was never really accepted and was soon replaced by the Three Dolphins flag, which immediately became popular and is still used by many People today, although unofficially. The three dolphins are coloured orange, to represent endurance unity and strength, and are in a circle for continuity. The flag has a white background, for peace and tranquility, with a turquoise-blue base representing the surrounding sea and also faith, youth and hope. The 'Union Jack and the Three Dolphins flags were used for many years but there was a strong feeling that Anguilla should have its own official flag. A previous Governor of Anguilla, Mr. Brian Canty, suggested a new flag and drew sketches which were sent to London for approval by Her Majesty the Queen. The new flag, which was first hoisted on 30 May 1990, is a blue ensign with a Union Jack in the top left corner and a shield on the right side which shows three orange dolphins on a white background with a turquoise-blue base. The design thus incorporates affiliation to Britain and the Anguilla Three Dolphins flag.

The Anguilla Constitution Order, which came into effect on April 1st 1982, accords Anguilla the status of a British Dependent Territory. The British Monarch is represented by a Governor who presides over the Executive Council and is responsible for defense, external affairs, internal security, the public service and offshore finance.
  • The Executive Council consists of the Governor, the Chief Minister and not more than three other ministers (appointed by the Governor from elected members of the House of Assembly) and two ex-officio members (the Attorney-General and the Deputy Governor).
  • The House of Assembly is elected for five years and consists of seven elected members, two ex-officio members and two members nominated by the Governor. (One after consultation with the Chief Minister and the leader of the opposition.)
  • The Judicial System is administered by the Magistrate's Court, the High Court, and the Court of Appeal of the Eastern Caribbean Supreme Court of Justice with a final right of appeal to the Privy Council in the U.K.
