telecommunications policy

ANGUILLAThe Executive Council approved a Draft National Telecommunications Policy for the liberalization of the telecommunications sector in Anguilla, on Thursday, June 7. The Draft Policy positively outlines Government's plan to create a modern legal and regulatory framework that will allow for the further development of the telecommunications sector to international standards. The Draft Policy is the first active step in the liberalization process. Full liberalization will occur after the enacting of new telecommunications legislation to replace the outmoded current legislation which was introduced in 1973, well before the wave of liberalization that began in the 1980s and is now sweeping the world, and well before developments such as the Internet became a part of everyday life. Comments are invited from stakeholders and the public at large for consideration for inclusion in the final Telecommunications Policy Document. Government sees liberalization of telecommunications as a cornerstone to Anguilla's further economic development and essential for Anguilla to move into higher margin activities such as web hosting, e-commerce and Internet related services. The health, education, tourism, government and financial services sectors also stand to benefit from the coming liberalized regime. International experience has shown that liberalization of the telecommunications sector is soon followed by reduced charges, improved service, the introduction of new services and a more efficient and internationally competitive telecommunications sector. International experience has also shown that prices are reduced and new services offered as soon as steps are taken towards liberalization.

Anguilla had its own Lieutenant or Deputy Governor with a local council or assembly. In 1825, a representative was sent to sit in the St. Kitts legislative House of Assembly. A new local council, the Vestry, was established in Anguilla. The majority of freeholders protested what was, in effect, a legislative union with St. Kitts. In 1871, Anguilla was federated with St. Kitts and in 1875, Anguillans dissatisfied with the subordinate status and enforced union, petitioned the colonial office in Britain asking for direct rule from Britain. Nevis, being added to the Presidency in 1882, made matters worse, St. Kitts' view of Anguilla being reflected in its renaming the tri-state St. Christopher - Nevis with no mention of Anguilla until 1951. The tri-state entered the West Indies Federation in 1958 and reverted to being a separate colony on its abortion in 1962 with Anguilla still unhappy with the unholy marriage.

The islanders seized the opportunity, evicted the seventeen Kittitian policemen on 30th May 1967. A referendum was held on 11th July 1967 in which 1,813 people voted in favour of secession from the Associated State and 5 were against. On the strength of this vote the Anguillans set up there own government through a local council. Thus the Associated State government in St. Kitts and the Anguillans were in a political stalemate.
