How to Get Involved with the NCPPSP General Public The Council Relinquishment Study identified many reasons why people do not keep their animals. Most of the animals relinquished are not young puppies and kittens. People are giving up animals that they have had in their home long enough to establish relationships with that could be successful. Here are just a few of the ways in which you can get involved:
  • Educate people about the unrealistic expectations they may have regarding the ownership of pets. Help people choose appropriate pets by initiating good adoption counseling through local veterinary clinics, animal shelters, or pet product stores. Start classes in your community to provide puppy socialization and training. Explore the feasibility of creating temporary foster homes for animals whose owners are dealing with personal issues and might otherwise relinquish their pet. Promote the early surgical sterilization of dogs and cats to prevent unplanned pregnancies.

Are you looking for a way to build a shelter for your animals that is strong, easy to assemble, and well-insulated? Stress skin panels are the answer. Stress skins are sandwich panels made of oriented strand board (OSB), a plywood type sheathing material, and expanded polystyrene (EPS) rigid foam (like in coffee cups). These stress skins are laminated into standard sizes from 4' x 8' x 4 1/2" to 8' x 24' x 12 1/4". To build walls, you stand a panel up over a 2x base plate (the panel is routed to accept the flange, spline the panels together with 2x's (the edges are routed to allow this), and tie them together with a continuous top plate. Roofs use the same splining system and are spanned from a ridge beam to the perimeter (or to a purlin if the span is greater than 12'). As you can see, panels are easy to assemble, so labor savings make them affordable to build with. People with no construction experience have successfully completed large projects with great satisfaction. Obviously, with imbedded foam in the panels, the insulation qualities are outstanding, like living inside a six pack cooler. In spaces which are conditioned (heated/cooled), energy savings can be as much as 80%.

Animal shelters, kennels, and pet shops shall meet the following conditions: (1) Animal housing facilities shall be provided the animals, shall be structurally sound, shall be maintained in good repair, and shall be designed so as to protect the animals from injury and restrict the entrance of other animals. (2) Each animal shall be provided with adequate floor space to allow such animal to turn about freely and to easily stand, sit and lie in a comfortable normal position. (3) Any electrical power shall be supplied in conformance with applicable electrical codes adequate to supply heating and lighting as may be required by this chapter. (4) Water shall be supplied at sufficient pressure and quantity to clean indoor housing facilities and enclosures of debris and excreta. (5) Suitable food and bedding shall be provided and stored in facilities adequate to provide protection against infestation or contamination by insects or rodents. Refrigeration shall be provided for the protection of perishable foods. (6) Provision shall be made for the removal and disposal of animal and food wastes, bedding, dead animals and debris. Disposal facilities shall be so provided and operated as to minimize vermin infestation, odors and disease hazards.

April 22, 1999 A.G ISSUES CHECKS IN SARATOGA COUNTY PET CEMETERY CASE Notorious Pet Dumping Episode Drew National Headlines Attorney General Eliot Spitzer today issued checks totaling $25,000 to eight pet shelters in the Capital District region and western Massachusetts and Vermont, funds paid by the defendant in an animal burial scheme in Saratoga County that victimized thousands of pet owners. The case of Terence L. McGlashan, a veterinary supplies salesman from Saratoga Springs, generated national news coverage when it was revealed that he dumped thousands of pet carcasses into open burial pits on a local farm after taking money from bereaved pet owners for cremation services. McGlashan’s scheme was exposed when a jogger complained of a putrid stench emanating from the farm where he was burying pets. Following an extensive investigation in 1997 by the Attorney General’s office and local law enforcement officials, McGlashan pled guilty in January 1998 to one count of Scheme to Defraud, a felony.

Animal shelters play an important role in our society. They offer shelter to animals that have been abandoned, mistreated or are no longer wanted, and provide a place for rehabilitation and the chance of a new home. Across Australia, RSPCA shelters receive more than 138,000 animals per year. Whilst a large proportion of these animals are cats and dogs, RSPCA shelters also receive horses, livestock and a wide range of wild and native animals. Uncontrolled breeding and irresponsible pet ownership lead to thousands of unwanted or stray animals each year. In 1999/2000 the RSPCA received 67,204 dogs and 50,485 cats. Of this number, 17,323 dogs and 2,612 cats were reclaimed by their owners and new homes were found for 23,415 dogs and 16,162 cats. RSPCA shelters have many wonderful animals available for sale to good homes. All have undergone health and temperament checks to ensure their suitability as pets. They seek even more ways to inform the public about this tragedy. It is IARL's view that one potentially useful method of exposing the unfortunate slaughter that occurs day after day in America's shelters and humane societies is by mandating the collection and publication of the death statistics.
