For every person born in the United States, 15 dogs and 45 cats are also born. Euthanasia is the leading cause of death for these animals in the United States. Between 6 million and 8 million healthy, adoptable animals are killed annually in shelters, according to a two-year study by the National Council on Pet Population Study and Policy released in 1997. UAN News Releases New California Law Helps Protect Shelter Animals Guarantees Public “Right to Know” When Shelters Sending Animals to Research Labs and Blood Banks
Sacramento, CA (August 9) – Governor Davis this week signed into law a bill requiring California animal shelters to do a better job of notifying the public when they are sending dogs, cats or other animals to research laboratories or blood banks. The bill, SB 338 authored by Senate Edward Vincent, D-Los Angeles, requires animal shelters to post a sign in their lobby or other public place if they are turning animals over to a blood bank or any other “biological supply” operation (companies which supply animal body parts or bodies for research or medical treatment). Existing law already requires that shelters post a sign if they are turning animals over to a research laboratory but “biological supply” was not included in that definition.

Companion Animals: Why Do Some Pets End Up at Animal Shelters? That's what veterinary epidemiologist Philip Kass aimed to find out as co-investigator of the National Shelter Study. Carried out in California and three other areas across the United States from April 1995 to April 1996, the study provided information on 6,929 dogs, cats or litters relinquished to shelters. Conducted entirely by questionnaire, the study provided unbiased scientific data about factors leading to the surrender of pets. The goal was to learn as much as possible about animals that are relinquished to shelters as well as about the people who give up their pets to shelters, in order to learn the risk factors for unsuccessful relationships. Philip Kass, epidemiologist and member of the School of Veterinary Medicine faculty and Center for Companion Animal Health, works with hundreds of veterinarians to collect scientific data for solving problems .
These results may help in planning education and intervention programs to drastically reduce the number of animals surrendered to shelters, and the number of potentially adoptable companion animals that are euthanized each year.

In Auburn, the Hepers United for Animals shelter makes a "lifelong commitment" to the animals in its care. In addition to placing animals with new owners, Hepers United operates a donor-supported Sanctuary Sweetheart program that cares for animals it cannot place with new owners because of health or behavior problems. Representatives of the Nebraska Humane Society, though, say no kill shelters can only take in a fraction of the stray, abandoned or mistreated pets. Pets turned away from no kill shelters are likely to end up in conventional animal shelters, which eventually destroy animals that cannot be placed in new homes. Moreover, no kill shelters may foster unrealistic public expectations about animal shelters. “Statewide’s” Andrea Gallagher visits the Hepers United for Animals shelter and takes a look at the issue.

Pound Seizure: The Shame of Shelters
The public and private pounds and shelters of the United States were established to care for homeless animals, for both humane and public health reasons. Some are brought to the shelters by guardians who can no longer keep them but usually hope they will be adopted. Others are brought in by concerned individuals, police, or animal control officers. These animals have been abandoned by their families, have run away from home, or have simply gotten lost. While shelters sometimes take in other animals, most of their charges are dogs, cats, puppies, and kittens, almost all of them former companion animals or their offspring.
Pound Seizure Defined
Pound seizure means that animals who arrive in a pound or shelter and who are not claimed by former or new guardians within five days(1), are required by law to be turned over on demand to laboratories for experimentation.
Pound seizure is illegal in England, Denmark, Sweden, and Holland. In the United States there is no federal law regarding pound seizure, but 14 states forbid it: Maine, New Hampshire, Vermont, Massachusetts, Connecticut, Rhode Island, New York, New Jersey, Delaware, Pennsylvania, Maryland, West Virginia, South Carolina, and Hawaii.(2) Most other states have no law on the matter and leave it up to county or town governments to decide, but five states require pound seizure of government-run facilities. These states are: Iowa, Minnesota, Oklahoma, South Dakota, and Utah. There have been several anti-pound seizure bills before Congress, but none has been enacted.
