The Philippines is composed of more than 7,100 islands, although majority of its 81,000,000 people lives on just 11 of them. The country had gone through two revolutions in a span of 15 years, one ending Ferdinand Marcos' 20-year dictatorship in 1986, the other unseating Joseph Estrada in 2001, who was President for less than three years. Estrada's Vice-President, Gloria Macapagal-Arroyo, went on to succeed him. Arroyo is faced with many hurdles, both economic and political. Asia is still reeling from the currency crisis in 1997, with the Philippines lagging behind in economic growth. Arroyo had been pushing for more investments through privatization and deregulation particularly in the agricultural and energy sectors. Two former US military bases, Clark and Subic, were converted into freeport economic zones in the early 90's. President Arroyo is a key figure in the United States' fight versus international terrorism. The Abu Sayyaf Group, muslim separatists believed to be funded by Usama Bin Laden, are reponsible for a string of kidnappings across the country and Malaysia. US President George Bush deployed American troops to Basilan island, the alleged base of the Abu Sayyaf, but a clause restricts them only to a training capacity. Thereafter, a violent encounter between Philippine scout rangers and the muslim rebels led to the freedom of American missionary Gracia Burnham, who had been held hostage by the group for more than a year along with her husband Martin and Filipino nurse Ediborah Yap, who were both killed.

The Environment
and Animal Welfare

The first report on the environment to be issued by the Board was Man in his Living Environment . This was debated by the Church Assembly in 1970. In 1986 the General Synod received the report Our Responsibility for the Living Environment Christians and the Environment (GS Misc) In July, 1992, the General Synod carried the following motion from the Lichfield Diocese:
  • to take positive steps to curtail damage to flora and fauna by human activities in this country, and seek to extend such restraint elsewhere in the world;
  • Following the debate, the Board prepared a leaflet for parishes wanting to take practical action. This was entitled Conservation and the Environment July 1995 - Ethical Investment
  • recognise the need for a stronger and clearer ethical investment policy on the handling of Church assets, as proposed, for example in Faith in the Countryside; and
  • ANIMAL WELFARE The Church Assembly, during a debate in 1970, registered its disapproval of hare coursing, deer hunting and otter hunting.
  • applauds the action taken by nearly 70 national and local animal welfare societies in this centenary year of the (unamended) Cruelty to Animals Act, 1876, in promoting and supporting Animal Welfare year, 1976-77;

    General Information and Registration
    Location and Venue The workshop will take place at the Ultuna Campus of the Swedish University of Agricultural Sciences (SLU). The campus is located approximately 7 kilometers south of Uppsala City centre with an attractive scenery of the Fyris river. SLU offers modern facilities for workshop sessions. Uppsala is only a 30-minutes bus or train ride away from Stockholm-Arlanda International Airport. There are excellent communications between the airport and Uppsala and between the city and the workshop venue. More details, a map of Uppsala and timetables for buses will be provided in the letter of confirmation. Participation Fee The participation fee for the seminar is 2900 SEK for NJF-members and 3500 SEK for non-members. To take advantage of this fee, register by March 10 2003 at the latest. After this date, a late registration fee of 500 SEK will be added. All prices are excluding VAT.

    The Queensland Government has a strong commitment to ensure that all animals in Queensland are afforded appropriate standards of care and protection. This is achieved through the Animal Care and Protection Act 2001 which is administered by the Department of Primary Industries (DPI). The DPI is the government's lead agency for animal welfare. DPI enforces the Animal Care and Protection Act in partnership with RSPCA Queesland. Animal Care and Protection Act and in the Australian Code of Practice for the Care and Use of Animals for Scientific Purposes . The Department of Primary Industries, Queensland, has taken all reasonable steps to ensure the accuracy of the information contained at the time of publication. This information is reviewed annually.

OIE Member Countries had decided that, as the international reference organisation for animal health and zoonoses, the OIE must provide international leadership on animal welfare and that the OIE needed to strengthen its standard-setting activities in food safety. For each topic, an Ad hoc Group of experts was convened by the Director General and drafted recommendations for discussion by the International Committee. At the 70th General Session in May 2002, the International Committee adopted resolutions based on these recommendations, defining the role of the OIE in these two new areas. Animal production food safety The OIE’s goal for animal production food safety is to reduce food-borne risks to human health due to hazards arising from animals. In this context, a hazard is defined as a biological, chemical or physical agent in food with the potential to cause an adverse health effect. This definition includes pathogens which do not cause clinical signs in animals, and which may need to be added to the OIE list of notifiable diseases. The OIE recognises that this goal can be achieved in collaboration with the WHO, the FAO and their subsidiary bodies, particularly the Codex Alimentarius Commission (CAC). To this end, the OIE has already moved to strengthen formal and informal relationships with such international agencies and with relevant expert groups.

The Member Countries recognised that, as animal protection is a complex, multi-faceted public policy issue that includes important scientific, ethical, economic and political dimensions, the OIE needed to develop a detailed vision and strategy ntecorporating and balancing these dimensions. In order to implement the new mandate, the Director General of the OIE convened an Ad hoc Group on animal welfare which met once in April 2002, bringing together experts from the five continents.     The joint Animal Welfare Centre was established by the University of Melbourne, Monash University and the Department of Primary Industries. The Centre focuses and coordinates the research and academic resources of the three collaborating organisations, providing the farming community, the general community and the academic community with an internationally competitive research, teaching and training resource in animal welfare. The desired outcomes for the three collaborating organisations in the Centre are improvements in the welfare of farm, laboratory and companion animals, generation of agricultural wealth through sustainable animal welfare practices in agriculture and improvements in the quality of life of people through a better understanding of human-companion animal relationships. The Centre is an an unincorporated joint venture between the University of Melbourne, Monash University and the Department of Primary Industries and is located at four campuses, Victorian Institute of Animal Science, Werribee, the University of Melbourne, Parkville and Monash University, Clayton and Caulfield. A Board of Management, comprising senior staff representatives from the partner organisations, is responsible for establishing policy and monitoring management of the Centre.
