RESEARCH MISCONDUCT
Research misconduct is defined as fabrication, falsification, or plagiarism in proposing, performing, or reviewing research, or in reporting research results. The Office of the General Counsel handles the adjudication of misconduct recommendations by the Office of the Inspector General, advising the Director and Deputy Director regarding a final disposition of the matter. OGC also works with the White House's Office of Science and Technology Policy and the National Science and Technology Council to coordinate the diverse parts of the Federal research and development enterprise to help establish a government-wide policy addressing research misconduct. NSF's regulations relating to research misconduct can be found at 45 C.F.R. Part 689 (http://www.access.gpo.gov/nara/cfr/waisidx_00/45cfr689_00.html).

I. Introduction: The New Welfarists
Over the past century or so, concern about animals' interests was limited to ensuring that they were treated "humanely" and that they were not subjected to "unnecessary" suffering. This position, which is known as the animal welfare view, assumes the legitimacy of treating animals instrumentally as means to human ends as long as certain "safeguards" are employed. The late 1970s marked the emergence of the animal "rights" movement, which "retained the animal welfare tradition's concern for animals as sentient beings that should be protected from unnecessary cruelty," but added "a new language of .rights' as the basis for demanding" the end of institutionalized animal exploitation. The need to develop a new vocabulary was clear not only in light of certain theoretical inconsistencies between the two positions, but also because the most ardent defenders of institutionalized animal exploitation themselves endorsed animal welfare. Almost everyone including those who use animals in painful experiments or who slaughter them for foodaccepts as an abstract proposition that animals ought to be treated " humanely" and not subject to "unnecessary" suffering. As Bernard Rollin writes, rights are "moral notions that grow out of respect for the individual. They build protective fences around the individual. They establish areas where the individual is entitled to be protected against the state and the majority even where a price is paid by the general welfare."

Boxmeer, The Netherlands 1 INTRODUCTION Consumers show a growing interest in the quality of agricultural products and the manner of production and distribution, including issues such as animal welfare, food safety and environmental pollution. Demands of this type refer to a large extent to the upstream farm stages of the so-called supply chain, requiring that those consumer preferences be incorporated in all stages involved. To anticipate this development, the potential structural and economic effects on the stages of the supply chain should be explored. Regarding product development policies, trade-offs have to be made between preferences and profitability. This paper elaborates on animal welfare in the pork chain, including the evaluation of its perception and economics. To evaluate the economic impact of the pig welfare concerns, an economic pork chain simulation model was developed. The model includes a farrowing stage producing feeder pigs, a fattening stage producing fattened pigs, and a slaughtering stage. Also transportation between the stages was considered. Pig welfare evaluations and economic calculations, therefore, concerned sows, young piglets and pigs during the growing to finishing phase, during transportation and in the lairage room prior to slaughter. In using the pork chain model instead of models simulating the separate stages of the chain, interstage relations could also be taken into account.

The following are specific rules that pertain to animal care that we hope will answer any reservations concerning the USTRC treatment of animal. Please note that all of these rules are tied to the motivation of non-ability to win a competition, or loss of entry fees.
All bridle catches are considered illegal. In describing the legal catches permitted in roping a steer, we state "All bridle catches are considered illegal." This means that any steer roped where the rope is even remotely near the mouth of the animal is an automatic no-time. 7.3 Time Taken- Steer must be standing up when roped by head or heels. We want to convey to the roper immediately that there is no need to throw an animal to the ground, and the opposite is true, if they knock an animal down or yank the animal down, they will not be allowed to throw their rope until he is back on his feet. 7.6 Heeler Ropes Front Foot- If the heeler ropes a front foot or feet in the heel loop, this is a foul catch. Should the front foot or feet come out of the heel loop within one second of the team calling for time, time will be counted. Judge will not allow any extra time for a front leg to come free.

The Animal Welfare Act
The Animal Welfare Act (AWA) is the federal law that governs the humane care, handling, treatment, and transportation of animals used in laboratories. Contrary to popular belief, it does not prohibit any experiment, no matter how painful or useless; it simply sets minimum housing and maintenance standards for confined animals. The act also covers dealers who sell animals to laboratories, animal exhibitors, carriers, and intermediate handlers, dog and cat breeders, puppy mills, zoos, circuses, roadside menageries, and transporters of animals. However, it specifically excludes retail pet stores, state and county fairs, livestock shows, rodeos, purebred dog and cat shows, and "fairs and exhibitions intended to advance agricultural arts and sciences." Fines and/or terms of imprisonment are listed as penalties for violations of the act. Species Covered by the Act Technically, the act covers any "live or dead dog, cat, nonhuman primate, guinea pig, hamster, rabbit, or any other warm-blooded animal, which ( sic ) is being used, or is intended for use for research, teaching, testing, experimentation, or exhibition purposes." Funding Guidelines
Animal Welfare Trust's grant program seeks to assist organizations whose work can help alleviate animal suffering and/or raise public consciousness toward giving animals the respect they so need and deserve. Although general organizational funding will be considered, preference will be given to well-defined projects with clear goals and objectives. Capital projects will not be considered. Grants will generally be made in the $5,000 to $20,000 range, although requests outside either end of this range will be considered. Grant requests can be for a single or multi-year period, depending on the nature of the project. Grants will be made largely to organizations classified as public charities under section 501 (c) (3) of the IRS code. Under certain circumstances grants will be considered outside the boundaries of public charities, including organizations outside the United States that can meet appropriate legal standards. Animal Welfare Trust anticipates giving out 10-12 grants per year. Accordingly, we believe our grant program must be focused in order maximize the impact of the grants we give. In general, we are interested in funding programs that have the ability to change public awareness and attitudes as well as promote action towards conditions that compromise the well being of animals. Accordingly, our grant program is about "informing, inspiring, and educating" which is our adopted motto.

Mission: The mission of MetroPets Online (MetroPets) is to promote the adoption of homeless animals and the well being of companion animals in the Washington DC metropolitan area. The Washington area has a relatively high euthanasia rate for companion animals yet contains a large number of shelters and rescue organizations. Understanding that the euthanasia rate may be lessened by both making adoption alternatives more easily accessible through a centralized resource and by educating the public, MetroPets coordinates these efforts by working with shelters and rescue organizations. Both poor health and other aspects of poor welfare can have economic aspects. Farm animal disease can cause great economic problems and a few farm animal diseases pose a risk for human health. Poor welfare which does not involve poor health can result in reduced survival of young animals, failure to conceive or successfully give birth, impaired growth or impaired production of milk or eggs. Farm animal welfare is therefore a matter of public concern
(a) for its own sake, in that people consider that they have moral obligations to animals;

Government structures set up to deal with animal protection matters are a great indicator of the political importance of animal protection in the country in question. They can also greatly influence the strength with which animal protection matters are pursued. As regards government departments involved with animal protection, this can vary greatly. The best option would be to have a separate Government Ministry dealing with animal protection matters. If this is not possible at this stage, a separate Department within a sympathetic Ministry would be the next best option. An example of this is in India, where Minister Maneka Gandhi has established an animal welfare department within her Ministry of Welfare. The desire to create an independent animal welfare department has been Ms Gandhi's first ambition since entering politics. She would like to bring together all the animal-related inspection service in one branch of government that would answer to no other (possibly with conflicting objectives) and enforce the recommendations of the Indian Animal Welfare Board vigorously. If animal welfare is dealt with in a Ministry with conflicting objectives (such as Agriculture), then animal protection objectives can take second place. Even worse, is to have no separate department or unit dealing with animal protection matters (as this means no thorough or uniform approach to animal issues). Widely sympathetic departments, such as Environment would be preferable.

Avid Micro Chips Our clinic offers AVID microchipping for only $25. Avid Microchipping is an identificaiton device that helps reunite lost pets with their owners. The micro-chip is a tiny computer chip injected under the skin. It is as small as a grain of rice. Each has a unique number programmed into it. This provides a permanent, positive identification which cannot be lost, altered or removed. If an animal becomes lost and brought into a shelter with the capabilities to scan for a chip, the animal will be happily united with its family.

A very extensive collection of animal-related resources on the Net: mailing lists, newsgroups, databases, bulletin board systems, gopher and FTP sites, etc. Covers a wide range of subjects from ethology, Camel Research (Saudi Arabia) and aquarium fishes to agriculture, medical ethics, veterinary medicine, vegetarianism and laboratory animals. Not updated since November 1993, though.
Animal Rights News
This valuable literature review, based upon 300-500 journals, is published bimonthly by 'Eubios Journal of Asian and International Bioethics' and 'Eubios Ethics Institute Newsletter' (New Zealand). It presents both general articles related to Animal Rights issues and scientific reports, including articles that argue for animal experimentation.
