Then Chairperson of Disabled Peoples' International North American Caribbean Region (DPI-NACR) Reginald Rolle, officiated at our inaugural Meeting when our first Board of Directors was elected. On April 24, we were incorporated and registered. In February, we officially joined DPI-NACR and became a member of Disabled Peoples' International (DPI) Headquartered in Canada soon after. ABAPD then became a member of the newly incorporated Disabled Peoples' Organizations of the Caribbean (DPOC) in March 1997. PREAMBLE:
The Pan American Sanitary Bureau (PASB) is the executive arm of the Pan American Health Organization (PAHO); it simultaneously serves as the Regional Office for the Americas of the World Health Organization.
ORIGIN:
In 1949, the Pan American Sanitary Organization and the World Health Organization agreed that the Pan American Sanitary Bureau would serve as the Regional Office of the World Health Organization for the Americas. In 1950, the Pan American Sanitary Organization was recognized as a fully autonomous and specialized inter-American organization. Thus, the Organization became a component of both the United Nations and the inter-American systems. The XV Pan American Sanitary Conference (San Juan, Puerto Rico, 1958) changed the name of the Pan American Sanitary Organization to the Pan American Health Organization. The name of the Pan American Sanitary Bureau remained unchanged.
FUNDAMENTAL PURPOSES:
The fundamental purposes of the Pan American Health Organization are to promote and coordinate the efforts of the countries of the Region of the Americas to combat disease, lengthen life, and promote the physical and mental health of their people.

History The islands' first permanent residents are thought to have been migrating Arawaks, who established agricultural communities on both Antigua and Barbuda about 2000 years ago. Around 1200 AD, the Arawaks were forced out by raiding Caribs, who used the islands as bases for their forays but apparently didn't settle them. Columbus sighted Antigua in 1493 and named it after a church in Seville, Spain. The British colonized Antigua in 1632, establishing a settlement at Parham on the eastern side of the island. The settlers started planting indigo and tobacco, but a glut in the market for these crops soon undermined prices. In 1674, Sir Christopher Codrington arrived on Antigua and established the first sugar plantation. By the end of the century, a plantation economy had developed, slaves were imported and the central valleys were deforested and replanted with sugar cane. To feed the slaves, Codrington leased the neighboring island of Barbuda from the British Crown and planted it with food crops.

Field Notes BEACHES Several of Antigua's more popular beaches, Dickenson Bay among them, can get crowded, especially when cruise ships are in port. To find new terrain, hail a taxi or rent a car and head to the windward, eastern side for beachcombing and snorkeling at Long Bay or Half Moon Bay, arguably the island's most beautiful stretch of sand. Between those two lies Nonsuch Bay, where you'll undoubtedly find a secluded stretch of beach to call your own. SIGHTSEEING SAILING Cruisers and bareboaters alike will find friendly waters and full marine supplies here, and at most hotels small craft are available for guests. There are also round-the-island day sails and catamaran cocktail cruises for those who don't want to hold the tiller themselves. But these really are racing waters: Competitions are held on Thursdays and Saturdays all year long, and major regattas dot the calendar. Sailing Week, the granddaddy of them all, takes place at the end of April, when hundreds of boats from around the world converge on the island for ten fun-packed days of races and parties. build a walkway by the sea. This is how the Promenade des Anglais came to be built - and named. After the incorporation of Nice into France, the railway from Marseilles was extended. That of course really put Nice on the map, and as a result, Nice became the first city to have a tourist-based economy. Until then, people travelled for economic, religious, or cultural reasons. Now, for the first time people travelled for pleasure. They came south to "get away from it all" and "to get away with everything". The modern tourist industry was born.
The eagle's head on the coat of arms, which had swivelled from left to right depending on whether Nice was owned by France or Italy, now became permanently facing to the right, and so it remains to this day - to the relief of the Ni¯ois. In heraldic conventions, a left-facing eagle denotes an illegitimate branch of the family.

WEBB COUNTY HERITAGE FOUNDATION
Growing out of the Laredo Historical Society founded in 1955, the Webb County Heritage Foundation was chartered in 1980 by local citizens concerned with protecting the architecture, artifacts, and cultural traditions of the border community. The Webb County Heritage Foundation seeks to promote an awareness and appreciation of the goals of historic preservation, heritage education, and heritage tourism. It has been instrumental in the designation of local historic districts and participates in the process of protecting the integrity of these and other areas through its work with the city of Laredo's Historic District Landmark Board.
The WCHF conducts tours of historic downtown Laredo; archives historic documents, maps, photographs, and oral histories; presents exhibitions; and operates the Republic of the Río Grande Museum in one of Laredo's oldest structures located on San Agustín Plaza. After the dissolution of the Nuevo Santander Museum on the Laredo Community College campus, many of Laredo's most significant historical artifacts came to reside at the Republic of the Río Grande Museum. The museum is a Mexican vernacular structure, constructed in 1830 with an 1860 addition. It was once the home of Bartolomé García, prominent rancher and mayor of Laredo. According to tradition, in 1840, the structure served as the capitol of the Republic of the Río Grande.

The relative stability characterizing the Westminster-style democracies of the Commonwealth Caribbean began to crumble in the late 1960s and early 1970s when Jamaica and Trinidad and Tobago were shaken by political violence. Until they began achieving independence, the Commonwealth Caribbean islands had been relatively immune from subversion because of the efficient protection provided by British security and defense guarantees. The Black Power movement (see Glossary) was behind much of the social disorder, although criminal violence also rose to unprecedented levels. Black Power activists almost succeeded in overthrowing Prime Minister Williams in Trinidad and Tobago in 1970, but government troops finally suppressed the revolt with the assistance of a planeload of arms and ammunition purchased from the United States and Venezuela (see Political Dynamics, ch. 3). Another small Marxist group continued to carry out terrorist attacks on the island for a few years. The leaders of most of the Marxist-Leninist-oriented opposition groups in the region were known to have had close contact with Cuba. Barbados and Trinidad and Tobago were particularly concerned about Cuban involvement in the indigenous Black Power movement. Virtually all of the Commonwealth Caribbean islands had at least one small extremist group that was an occasional security threat.
