Resources for Improving Mental Health Services for Low-Income Children
Background
According to a report by the Surgeon General, many children have mental health problems that interfere with normal development and functioning. In the United States, one in ten children and adolescents suffer from mental illness severe enough to cause some level of impairment in functioning at home, in school, or in the community. Lack of parity for mental health services is a problem for all insured individuals, including children. Early intervention is crucial for all children with mental health needs. Research has shown that behavioral and emotional problems are more prevalent among poor children than non-poor children. This may be due to multiple policy and practice issues, including access to services, lack of health insurance, mental health system capacity, misdiagnosis, and parentsÂ’ own mental health issues.

    Community Gardens

    This program began in 1973 and provides garden plots for use by City residents. There are currently two community garden locations with 70 individual plots. The City provides water and trash collection at the gardens. A Community Gardens Advisory Committee meets bi-monthly to discuss garden-related issues and resolve problems. The annual cost for a plot was recently raised from $18 to $40. As of December, 1996 there was a 2 to 3 year waiting list with 126 people waiting for garden plots to become available.
    Sustainable Landscape Workshops and Garden Tours
    In 1991 the City began sponsoring annual Sustainable Landscape workshops and bi-monthly tours of local sustainably-designed residential gardens. The workshops and tours are directed at residents and landscape professionals to promote the use of sustainable practices in the design and maintenance of landscaped areas. To date approximately 1150 people have participated in the workshops and tours.

Strengthening Our Capacity to Serve: Organizational Change Overview BRIEF: An important component of the OPEN-K project is to determine K-State Research and ExtensionÂ’s capacity to serve at-risk/vulnerable children and their families. To document ExtensionÂ’s current capacity, a 74 - item Organizational Change Survey ( loosely based on the national agents surveys conducted by the Search Institute in 1993-96) was distributed in 1998 to 327 K-State Research and Extension faculty, researchers, administrators and local personnel and with a 76% response rate.
A version of the survey is being sent out to a sample of local Extension Executive Board members in June, 1999. The survey will help us understand how other key Extension partners view our current capacity. The survey questions have been adapted for Executive Board members. Some questions in the survey touch-on support and training received, diversity and inclusivity of programming, statewide and local visions, and collaboration both within and outside K-State Research and Extension.
Both surveys will provide a strong baseline for gauging K-State Research and ExtensionÂ’s growing capacity to develop, implement, and evaluate Youth, Family and Community Development programs (see K-State Research and ExtensionÂ’s website

The department of economic security will provide the means by which people with multiple problems might find the solution to such problems in a single department’s coordinated service.” DES succeeded to the authority, powers, duties and responsibilities of the following:

Blue Prints for Violence Prevention The Center for the Study and Prevention of Violence (CSPV) has developed Blueprints for ten exemplary violence prevention programs. The Blueprints provide step-by-step instructions that will help communities plan and implement youth crime and violence prevention strategies. Blueprints will be published for the following programs:
  • Promoting Alternative Thinking Strategies-
      Promoting Alternative thinking Strategies (PATHS) is an elementary school-based intervention designed to promote emotional competence, including the expression, understanding and regulation of emotions.
    Treatment Foster Care-
      This program is an effective alternative to residential treatment for adolescents who have problems with chronic delinquency and antisocial behavior.
    Big Brothers Big Sisters of America-
      Big Brothers Big Sisters of America is the oldest and best-known mentoring program in the United States. Community families are trained to provide placement, treatment and supervision to participating adolescents. The program serves 6-18 year old disadvantaged youth from single parent households. The goal is to develop a caring relationship between a matched youth and an adult mentor.
