Homol'ovi Research Program
This program has been active since 1984-85, under the direction of Dr. E. Charles (Chuck) Adams. Research is focused on several ancestral Hopi pueblos (villages) near Winslow in northeastern Arizona. The research studies the processes of aggregation in the late prehistory (that is, the formation of large communities) and contributes to the interpretive programs at the Homolovi Ruins State Park. see Map 1 Preliminary work done in the summer of 2002 discovered an unusual layout of the village (a semi-circular roomblock arrangement of the highest part of the site see Map 2 ), established the basic framework of the grid system, and noted a large number of areas throughout the pueblo with intense burning. Intensive excavations will begin in various structures in the semi-circular roomblock. The project usually conducts field work during June and July each year; relying on the participation of volunteers. The remainder of the year is spent in analyzing and summarizing the materials recovered. Graduate and undergraduate students participate in the field and laboratory aspects of the project; some paid student-positions are available each year. What's New ? The Arizona Budget Crisis was Predictable, by Alberta Charney, Ph.D.
Bad decisions years ago created the budget crisis we face now. During the prosperous decade of the 1990s, the Legislature chose to significantly cut public services in Arizona. With the funding of public services already at an all-time low, further budget cuts may literally destroy some of our public institutions and seriously compromise Arizona's ability to compete in high-tech industries of the New Economy. Read Dr. Charney's analysis of the current sitution and her suggestions for resolving the crisis.

Government programs support telework United States Virginia: Telework!VA aims to take workers off of Virginia's overcrowded highways by reimbursing companies up to $35,000, or $3,500 per employee, for the cost of telecommuting-related equipment and services. Goal is to reduce traffic, real estate and parking costs. Not commuting would also improve productivity and reduce stress of employees
Maryland: The Telework Partnership with Employers , offered by Maryland's DOT offers free professional telework consulting services to Maryland Employers. Also, the state's Telecommuting Pilot Program requires a statewide telecommuting pilot program for all government agencies Working From Home Gains Converts - Governments Warming To Telecommuting Option
Feb 2002: Sue Hecht of the Maryland House of Delegates is submitting "House Bill 1048- Telework Tax Incentive Act" which will provide a $500 tax credit for employees and/or employers to promote teleworking in the private sector. Touts telework as a win/win for everyone

A. Overview
Phoenix Report
As part of the Urban Center's Metropolitan Initiative, Arizona State University's Morrison Institute for Public Policy is preparing a case study of the Phoenix region. Drawing on their case study research, the Morrison Institute has released "Hits and Misses: Fast Growth in Metropolitan Phoenix." The report addresses the pressing public debate about growth issues in metro Phoenix.
Executive Summary
Morrison Institute (Full Report)
The Arizona Repubic Article B. Purpose of the Case Studies
Each of the metropolitan case studies will meet 3 objectives. They are:
    1. What are the growth and development patterns in the metropolitan area? 2. How do major federal, state and local spending, tax, and regulatory policies affect the growth and development patterns in the region? 3. What are the practical policy reforms that can help federal and state policymakers (as well as private and public sector leaders at the metropolitan level) provide the framework for more efficient and equitable growth and development in the metropolitan area and other metropolitan areas in the state?

What Can State Cut?
by Barrett Marson
December 8, 2002
Ideas are Pouring In
School funding no longer taboo
PHOENIX - Several groups and key individuals have lined up with suggestions about how to whack a few bucks here and a few bucks there from the state budget. State leaders face a real budget shortfall of about $1 billion as the Legislature and Gov.-elect Janet Napolitano get ready to tackle the budget in January. And much of the shortfall is likely to be made up from cuts to an already slim-downed budget. Suggestions range from the politically popular, the Governor's Office for Excellence in Government, to the near impossible, such as a substantial cut to the state's three universities. "This thing is going to be solved $1 at a time," said Kevin McCarthy, director of the Arizona Tax Research Association. "We've got to get down into the details of the budget." Napolitano will undertake a review of departments as she plans a budget for the next fiscal year. In an interview Friday, she had few details but will need to propose a budget come January after she takes office.

NSF Funds First Long-Term Studies of Urban Ecology
The National Science Foundation (NSF) has awarded grants for two long-term studies of urban ecology, representing the first attempts ever made to study the long-term ecology of urban environments. Through the NSF grants, scientists may soon have answers to such questions as: Is an urban existence good for wildlife? What is "natural"? And do ecological relationships operate in as complex a manner in urban landscapes as in so-called pristine settings? The awards will involve research on urban environments in the cities of Phoenix, Arizona, and Baltimore, Maryland, through NSF's Long-Term Ecological Research (LTER) program. Phoenix and Baltimore will soon become the most thoroughly and scientifically studied urban environments in the world, according to Scott Collins, director of NSF's LTER program. "Factors that control urban ecosystems are not only environmental, but also social and economic. These factors and their interactions need to be considered to understand urban ecosystems over long time frames and broad spatial scales," says Collins.
