New Laws Passed by the 2000 Legislature Summary of Bills of Municipal Interest As a result of the second regular session of the 44th Legislature, 405 bills became law. The following is a summary by subject of new laws of municipal interest passed during the 2000 session. Although every attempt is made to ensure the accuracy of the summaries, we suggest review of the measure in full before enforcement or implementation. This report is being mailed to every city and town elected official, manager, clerk and attorney. If others in your city or town should review the new laws, please distribute accordingly. Copies of these new laws are available by downloading them from the state's legislative website located at www.azleg.state.az.us/legtext/44leg/2r/laws/group.htm . U.S. Deparment of Energy/National Renewable Energy Laboratory (NREL) Report Addresses Electric Utility Restructuring Issues for Local Governments The Department of Energy and the Urban Consortium Energy Task Force have issued a report that addresses electric utility restructuring issues of concern to local governments, such as the impact competitive forces can have on tax-based revenue streams. The report's four sections cover aggregation of customers under traditional franchise authority; a step-by-step approach for evaluating franchise powers; methods for soliciting alternative power suppliers; and the obstacles and benefits to using a community franchise to aggregate power customers. The report, "Community Franchise Study, An Option for Local Governments Facing the Challenge of Electric Industry Restructuring," reminds officials that local governments are important stakeholders and have significant power and authority to help move the restructuring process forward in a manner to benefit their customers. According to the report, "elected officials, planners and citizens need to develop a thorough understanding of the issues in order to participate in discussions in their states, and to position their communities for whatever markets might be created." This is the fifth year in which the Red Means Stop Coalition and various public and private entities have engaged in programs to make the public aware of the fact that Arizona continues to have one of the worst records in the nation for fatalities caused by red light running crashes. Back to Media Page Economic Benefits Texas refineries pump out millions gallons of gasoline every year. But a lack of substantial pipeline transportation between the eastern and western parts of the state means that: Gasoline and other refined motor fuels have typically cost 10 to 20 cents more per gallon in cities in the western part of Texas - cities like El Paso, Midland and Odessa - than in locations served by Gulf Coast refineries.* Gulf Coast refiners have been unable to get their products to markets with high demand - not just West Texas but also New Mexico, Arizona, and towns along the U.S./Mexico border. A pipeline carrying gasoline and other refined fuels west from the Gulf Coast can solve both problems. That is one of Longhorn Pipeline's goals. One section of the Longhorn Pipeline - stretching 450 miles from Houston to Crane - has existed for years, carrying crude oil from West Texas to the Gulf Coast. Two new sections have been added, including a nine-mile section in Houston and a 250-mile section in West Texas. When operating, the pipeline will carry refined fuels from Gulf Coast refineries to the El Paso Gateway Market. In El Paso, interconnections with other pipelines will take much of the gasoline and diesel fuel into Arizona and New Mexico. This will even benefit consumers and businesses in California by reducing the amount of fuel that state must export to Arizona.

He serves as executive vice president of the Arizona Rural Water Association. These remarks are those of Dr. Nelson and not the Arizona Rural Water Association. An intricate body of law and tradition once protected water rights. With growing metropolitan demands, expanding Native American uses, and increasing environmental requirements, the rights to future water use are eroding away. Economic and political pressures now more than ever dictate entitlements to water. Groundwater in rural Arizona is largely unregulated and highly variable. Geological and hydrological conditions differ extensively among and within watersheds. Annual runoff can vary tremendously from year to year. The courts, with an expansive view of subflows, are adjudicating surface water rights. Reduced pumping from wells that affect stream flows, such as along the Verde and Gila rivers, will likely diminish consumptive rural water supplies. Some Indian settlements provide leased water for metropolitan cities without addressing the water demands of rural communities. Creating Active Management Areas in rural Arizona will not solve water supply problems. The AMAs address the use of lower-cost groundwater during the abundance of Colorado River and other water sources. Rural Arizona generally lacks alternative water supplies. Regulations do not create water. Conserving water results more from common sense, education and budgets than mandated by rules. Without the administrative weight of an AMA, forming local or regional water organizations will best address the unique challenges of each area.

Newsroom Publications Get Involved Ad Gallery ... Home Testing the Anti-Drug Message in 12 American Cities National Youth Anti-Drug Media Campaign Phase 1 (Report No. 1) 4. CASE STUDIES Tucson, Arizona Two site visits have been made to Tucson. The first baseline visit occurred during the week of December 15-18, 1997. The first followup visit took place during the week of April 13-17, 1998. Austin, Texas, was selected as a comparison site for Tucson, Arizona, because both cities have similar demographic and community characteristics. The quantitative data collected from in-school surveys completed by students in both Tucson and Austin also showed similar patterns at baseline. These patterns, displayed in Exhibit 4-1 at the end of Section 4, further demonstrate that Austin constitutes a reasonable comparison site for Tucson. Exhibit 4-12 summarizes youth, parent, and community findings for both sites. The remainder of this site-visit report describes data collected in Tucson at baseline and at followup 4 months later, as well as key results collected in Austin during the followup visit. Baseline Picture Ongoing Anti-Drug Activities in the Community Arizona TV and radio stations have shown support for drug prevention efforts by airing PSAs. Recently, the Arizona Broadcasters Association reported that TV stations in the State ran a median of 126 PSAs per week and radio stations ran a median of 82 per week. Of these PSAs, which varied in length and could have been part of a newscast, 100 percent of the television spots and 87 percent of radio spots addressed the topic of drug use/abuse.
