V. RESULTS OF CASE STUDIES The seven case studies were designed to test hypotheses and reveal new explanations for the following types of disparities:
  • Suburban areas, nationally and in most states, have received a low share of funding relative to their share of population. Certain central cities in nearly all states have received a low share of funding relative to their share of population. Central cities as a group, in certain states, have received a low share of funding relative to their share of population. Small town/rural areas, nationally and in most states, have received a high share of funding relative to their share of population.

State must redefine its economy, report says

Jul. 24, 2002 12:00 PM Arizona needs to break the mold if it hopes to recapture the vibrant go-go days that fueled its past growth. The state's problems run deep, and the old model just won't sustain future growth, according to an 800-page study commissioned by the Arizona Department of Commerce. Among the findings:
• While jobs have been created at a remarkable pace, per capita income has fallen behind the national average and poverty rates haven't improved. • Even though the state is able to attract skilled workers from elsewhere, "the local workforce does not measure up," the report says. • Investment in Arizona from venture capitalists ranked last when compared with competing tech-related states. • Rural Arizona is not well served by telecommunications and water systems. "It is a very realistic look at all the bits and pieces of concern that have been raised time and again across the state," said Jami McFerren Beams, a commerce department spokeswoman.
