(1996). Charter school laws: Do they measure up? Washington, DC: Author. Based on the AFT criteria for effective charter legislation, this report analyzes the legislation in 25 states. These criteria reflect accessibility to all students, high academic standards, standardized methods for assessing student performance, collective bargaining agreements for staff, certification of teachers, approval of local school districts, and reporting requirements. None of the state laws met all of the criteria. Although special education was not identified as a particular point of analysis, it was addressed in several of the criteria. Endress made the comment after the City of Milwaukee announced that its charter schools do not bear the "burden" of providing special education services to students with disabilities. The Wisconsin Department of Public Instruction (DPI) has threatened to withhold funding for charter schools that do not provide such services, setting the stage for a showdown with the city. Several miles away in her north side apartment, Viola Beacham ponders her decision to return her son to the Milwaukee Public Schools. The private school for which she had received a state-funded voucher wasn't providing the services he needed for his speech/language and learning disabilities. Pat Patterson, meanwhile, makes unanswered calls to some of Milwaukee's private voucher schools seeking, so far in vain, for them to take her two severely disabled sons. "This is a public program," says this long-time mentor and advocate for African-American parents of students with disabilities. "Why shouldn't they have to take my children and provide the help they need?" Pat's question is key. When states offer vouchers and charters as educational options for parents who hope to improve the quality of their children's education, shouldn't those programs fully include students with disabilities?

These services include: School based Prevention, Family Stabilization, Specialized Education and Residential Care. A brief description of each Service follows. PREVENTION Services are provided to twelve elementary schools in the Glendale and Peoria School Districts. The purpose of this program is to build resiliency skills to prevent at risk youth from manifesting dysfunctional and problematic behaviors. Prevention Specialists work directly with students on developing social and life skills designed to build positive self-concepts, enhance coping abilities and encourage healthy lifestyles. These services have been provided to over 7000 children. This program is funded by public funds allocated under contract by the Arizona Department of Health Services. FAMILY BUILDERS Stabilization, preservation and crises reduction services are provided to families referred by Child Protective Services. These families have demonstrated minimal levels of child abuse or neglect. Skilled therapists offer families counseling, parenting classes, resource development and problem solving assistance in an effort to reduce the family's stress and crisis level, enhance their ability to function, and minimize the possibility of future abusive behavior. This program is part of the Carenow Network and is funded by the Arizona Department of Economic Security.
