The search for money

December 27, 2002 At its annual meeting in Hot Springs a few days ago, the Arkansas Municipal League, the protector of Arkansas's 500 cities and towns, decided to ask the legislature to amend the law so that lawyers, architects, contractors, physicians, dentists, journalists, advertising agencies, etc. would have to start collecting the sales tax just like other businesses. A few states already require this. Don Zimmerman, the executive director of the League, said its members believe that it's better to increase the base of the sales tax rather than raise the rate, which is what Governor Huckabee and others have proposed. In any event, the state needs more money to maintain services, to match federal funds and to improve education in the public schools as ordered by the state Supreme Court. But this will be very controversial when the legislature begins its work next month. In the past, the major opponents have been lawyers and journalists, who say that because of the First Amendment they are different from other businesses even though some newspapers are now charging $4.75 for their Sunday edition. I asked Zimmerman if he had an estimate as to how much money the taxation of services could produce. He didn't but he was sure it would at least double the amount of sales tax the state now collects.

These activities are extensions of the original lesson. They are divided between Science and Social Studies. Some of the ideas suggested combine Science with Social Studies in the same activity. 1. Prepare a collection of state rocks and minerals. Have students identify them first as either rock or mineral and then into types of rocks and minerals. Students can use their rocks to make an exhibit. An additional resource for this activity might include inviting a member of the Arkansas State Geological Society to speak to the students on rocks and minerals of the state. This group generously donated rocks and minerals to teachers at the Joint Conference on Math, Science and Social Studies. 2. A variation of the above activity could involve using email to link with students across the state in a co-operative collection project. Students could discuss rocks and minerals located in their region. To enlist co-operation, educational list serves often are good resources for this kind of activity. Students could collect and share all resources of their region, both cultural and scientific. 3. Students could collectively construct a topographic or relief map of the state with Play-Dough or with low-firing ceramic clay that can be fired in the microwave. They could put the map together like a puzzle. Students could use label tags for region formations, rivers, and even include locations of major cities. It would be a good idea to mount this map on a piece of plywood so that it can be portable and easily handled.

Special Projects Selected for FY 2000 The Department of Energy's State Energy Program has selected 148 projects in 47 states, two territories, and the District of Columbia for fiscal year 2000 funding under the program's Special Projects component. $16,950,716 is being provided by the Department's Office of Energy Efficiency and Renewable Energy's End-End Use Sector programs. States, territories, and the District of Columbia competed for the Special Projects financial assistance through the State Energy Program. Project Description: This project is designed to implement an effort aimed at encouraging local jurisdictions in the State to adopt the voluntary Residential Energy Code of Alabama (RECA) in their local building codes by educating local building departments in the benefits of RECA, and working with them to adopt it as part of their local codes. The project will also provide education to the housing industry regarding the benefits of building homes to meet RECA requirements and the use of construction practices that allow a builder to meet the code without incurring significant additional costs.

Day 1: Monday, March 17, 1997
On this day, eleven geography majors and their professor left Conway, Arkansas, to spend four nights and five days in Louisiana. In preparation for that field experience, students were required to read the following: "The Structure of Modern Field Research, " "The Lower Mississippi Valley," "The Atchafalaya Basin," "Bayou LaFourche," "Wetland Loss in Louisiana," "Impact of the March Buggy on the Wetlands," "The Social and Symbolic Uses of Ethnic/Regional Foodways: Cajuns and Crawfish in Southern Louisiana," "The Commercial Crawfish Industry of South Louisiana," "Louisiana Toponymic Generics Delimit Culture Areas," "Evangeline," and "Scattered to the Wind: Dispersal and Wanderings of the Acadians, 1755-1809." With this reading reviewed in pre-trip classroom discussions, students were prepared for the non-classroom field experience in Louisiana Monday was primarily a travel day. The trip from Conway to Lafayette, Louisiana, took approximately eight hours. Our path took us south on U.S. Highway 65 through the southeastern Arkansas cities of Pine Bluff, Lake Village, and Eudora, to Ferriday, Louisiana, where we took U.S. Highway 84 to Alexandria, Louisiana. Between Ferriday and Alexandria, there was a distinct change in topography as we passed through large areas of flat, flooded wetlands. We also noted a change in the cultural landscape as we entered the Cajun/Catholic area of deep southern Louisiana.

Regional Studies THE SOUTH ARKANSAS DOCUMENTATION PROJECT! The Southwest Arkansas Documentation Project is Growing. We are expending our research focus to include the Delta Region of the state! We will now be known as the "South Arkansas Documentation Project." The project will emphasize conservation and preservation of the history of the southern portion of our state. We will focus on gathering oral histories and continue to work with high school students across the region. We will also gather documentary material from the region. This year the SADP was awarded a Major Grant by the Arkansas Humanities Council for the continuation of the already successful High School Oral History Project. The grant was for over $6,000 and will be applied toward equipment and travel expenses. We are very grateful to the Council for their generous contribution to the cause of history in our area of the state. Smackover High School participated for the first time this year! This fine looking group is part of Mrs. Lowery's history classes at the school. Mrs. Lowery allowed us to work with three classes and almost 60 students!!! We are looking forward to the stories this group can find!

Tax and Fiscal Analysis Measured the Destructive Impact of New York State's Hotel Occupancy Tax . Undertook a large-scale study of the effects on tourism, employment, and state tax revenue of New York's statewide occupancy tax. Surveyed the hotel industry, travelers, and convention planners, and built a database of state-by-state hotel occupancies and room rates. Our multiple equation regression model accurately separated the influence of the tax, the recession, and the Gulf War on hotel revenue. Our input-output model and special tax models demonstrated a greater loss in other tax revenues than gained by the occupancy tax. Since this study, the tax has been repealed. Calculated the Lost Jobs, Tax Revenue, and Bootlegging Caused by Carbonated Soft Drink Container Taxes . This study combined data from an extensive survey of soft drink bottlers, supermarket scanners, unemployment insurance, and income tax filings to model the beverage markets in New York State. Legislators wrongly believed the two-cent tax per container was being innocuously dispersed throughout the economy. Instead, these analyses showed the pressure of strong competition prevented manufacturers from shifting the tax to consumers and allowed a significant opportunity for soft drink bootlegging into New York State. The tax has since been cut in half.
